Public Works Committee - MINUTES - 5/16/2011 CITY OF MUSKEGO approved PUBLIC WORKS COMMITTEE MINUTES OF MEETING HELD MONDAY, MAY 16, 2011 Alderman Noah Fiedler called the meeting to order at 6:00 PM. Also present were Aldermen Dan Soltysiak and Keith Werner, City Engineer David Simpson, and Public Utilities Superintendent Scott Kloskowski. Public Works Superintendent Wayne Delikat was absent. Ald. Fiedler led those present in the Pledge of Allegiance. The meeting was noticed in accordance with the Open Meeting Law on May 12, 2011. APPROVAL OF MINUTES OF APRIL 25, 2011 Ald. Werner moved to approve the minutes of April 25, 2011. Seconded by Ald. Soltysiak. Motion carried 3-0. STAFF REPORTS None STATUS OF PROJECTS Janesville Road Reconstruction (Moorland to Racine) – City Engineer Simpson stated nothing big on this yet. Utilities are working on relocate design. Durham Drive Reconstruction & Sanitary Sewer Project – City Engineer Simpson advised utility crews are moving forward rapidly. Majority of power poles are relocated, main lines are moved over, and service switch overs this week. Time Warner cable promised us to be out there this week. Progress meeting tomorrow morning. As soon as Time Warner is out of our way we will be able to move forward much faster. Dewatering wells are in place for sanitary sewers. McShane Pump Station Upgrade – Bypass pump is in per Public Utilities Superintendent Kloskowski. Ryan Road Sanitary Sewer Relay – Public Utilities Superintendent Kloskowski stated it is completed. Storm Water Studies (Luehring Drive, Circle Drive, and Catalina Drive) – City Engineer Simpson gave a status update. Luehring Drive is going well. Circle Drive – still waiting on district. Catalina Drive 90% design is done. PPII Reduction & Sanitary Sewer Backup Prevention Programs – City Engineer Simpson stated going to Finance and Council next week. UNFINISHED BUSINESS None NEW BUSINESS Discuss mandatory connection to sanitary sewer under 21.05(2)(a) of the City’s Municipal Code as it relates to S90 W13322 Boxhorn Drive – City Engineer stated the residents of S90 2 W13322 Boxhorn Drive expressed concern regarding the impending requirements that they will have to connect to public sewer within nine months of said public sewer becoming available for use. A land division across the street has caused a low pressure force main to be installed which will be publicly dedicated in the near future. This dedication will trigger the nine month window for connection to the public sewer for this home. The homeowners are requesting that they not have to connect their home to the new sewer; however, the current code does not allow for any variation from the required connection. The home is currently served by a private treatment system. The current code exists in order to protect public health by reducing the chance of contamination of ground water or surface waters. City Engineer Simpson would write a letter to everyone here and the other two homes stating what occurred here Ald. Werner made a motion that dedication of improvements would be required upon connection of the first new or existing home along new sanitary sewers. Ald. Soltysiak seconded. Motion carried 3-0. Recommendation of purchase of Public Utilities Chevrolet Colorado Pickup Truck – Public Works Superintendent Kloskowski stated bids had been requested from three dealers and he would recommend accepting the proposal from Holz Motors Inc. Ald. Soltysiak made a motion to accept the proposal in the amount of $16,233.00 from Holz Motors Inc. Seconded by Ald. Werner. Motion carried 3-0. Recommendation of approval of engineering design services contract for Utility Relocations required by the reconstruction of Janesville Road – City Engineer Simpson advised as part of the Janesville Road Reconstruction Project, all utilities located within the right-of-way must be relocated, where needed, at the expense of each utility. Working with the County and the design engineer for Janesville Road to establish a scope and cost to complete all the necessary survey and design work for our utilities. The proposal from Ayres Associates will provide for the necessary work to be completed for a cost of $16,500.00. Ald. Soltysiak made a motion to approve pending negotiations with Ayres regarding Limitation of Professional Liability amount. Ald. Werner seconded. Motion carried 3-0. NEW BUSINESS PLACED ON FILE None. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW City Engineer Simpson asked committee if they would like to go all electronic. Ald.
