Public Works Committee - MINUTES - 1/24/2011 CITY OF MUSKEGO approved PUBLIC WORKS COMMITTEE MINUTES OF MEETING HELD MONDAY, JANUARY 24, 2011 Alderman Noah Fiedler called the meeting to order at 6:00 PM. Also present were Aldermen Neil Borgman and Kert Harenda, City Engineer David Simpson, Public Utilities Superintendent Scott Kloskowski, and Public Works Superintendent Wayne Delikat Ald. Fiedler led those present in the Pledge of Allegiance. The meeting was noticed in accordance with the Open Meeting Law on January 20, 2011. APPROVAL OF MINUTES OF DECEMBER 20, 2010 Ald. Borgman moved to approve the minutes of December 20, 2010. Seconded by Ald. Harenda. Motion carried 3-0. STAFF REPORTS None STATUS OF PROJECTS Janesville Road Reconstruction (Moorland to Racine) – City Engineer Simpson informed nothing new. Waiting for the County. Durham Drive Reconstruction & Sanitary Sewer Project – City Engineer Simpson stated we would talk about the Sewer later. Road portion plans are about 99%. Utility Companies should be working soon . McShane Pump Station Upgrade – Public Utilities Superintendent Kloskowski advised contract out, advertised the next two weeks. We did the motors and pumps will be rebuilt when we get the parts. We have the by-pass pump. Storm Water Mitigation Studies (Southern Inlet to Big Muskego Lake, Cornell Drive, Fountainwood Subdivision, Luehring Drive, & Circle Drive – City Engineer Simpson advised Southern Inlet was suppose to have something for meeting, but gentleman (R&M) is out of state till next week. We should have for February meeting. Cornell Drive we will talk about later. Fountainwood we will be talking about at Committee of the Whole (COW) tomorrow. Luehring Drive plans are almost done and DNR signed off on permits, so should be a go for Spring-Summer. Circle Drive we will talk about later. Private Property Infiltration & Inflow (PPII) Reduction Plan – City Engineer Simpson stated this is basically being driven by MMSD’s progress or lack thereof. Had a meeting with district last Thursday, and if everything goes right they should be adopting their policy in February, then we can move forward. Move to Finance Committee if need be.. Private Property Sanitary Sewer Back Up Prevention Policy - City Engineer Simpson advised similar program as above. 2 UNFINISHED BUSINESS Discuss Ownership and Maintenance Needs of Pond East of Parkland and North of Janesville - Ald. Borgman advised he has been working with Jeff on TIF with boundaries of that pond. Will remove from agenda for now. Discuss design and construction of an asphalt parking area at the Durham Drive Boat Launch overflow parking area – Ald. Fiedler advised we should get this done, it will have to be done eventually, and if we can get 50% paid for by someone else, we are saving. It will cost us in the short term, but will be saving double that in the long term. It makes sense to do it now. We are overlooking a way to save money. Ald. Harenda made a motion to go ahead for grant funding. Ald. Borgman seconded. Ald. Harenda made an amendment to go forward and move to secure the design thru Foth not to exceed $8,000 and apply toward the DNR grant. Seconded by Ald. Borgman. Motion carried 3-0. NEW BUSINESS Award professional services contract for storm sewer design from Catalina & Cornell to Tess Corners Creek - City Engineer Simpson discussed proposals from four qualified Engineering firms for the design of a storm sewer to relieve the flooding at the intersection of Catalina and Cornell. As part of the proposals an estimate of cost for the design of a wet detention pond at the outfall of the pipe prior to entering Tess Corners Creek was also requested. This pond would only be functional during small rain events (2 year recurrence) and would bring us closer to our 40% TSS removal rate goal. After further consideration of the BMP Design, he believed that the design of this pond may be premature as the City has yet to complete a full Citywide Stormwater Management Plan. A SWMP may tell us that other options may be more cost effective than building this pond. Therefore, he suggested we award the base proposal only. Ald. Borgman made a motion to approve proposal awarding GRAEF the design services contract for the Cornell/Catalina storm sewer project, (includes contingent approval of the $1,450 and $1,050). Seconded by Ald. Harenda. Motion carried 3-0. Request for vacation of Trail Court right-of-way – City Engineer Simpson stated the homeowners along Trail Court have submitted a petition requesting that the entire Trail Court right-of-way be vacated. This request comes after an initial request to make the public right-of-way a “private drive” was not approved. Staff met with the interested parties and resolved that the vacation of the roadway and completion of a condominium plat would allow the homeowners the freedom they desire. The end result of vacating this right-of-way will be a single family home condominium plat. This vacation will also come before the Plan Commission and Common Council for approval. Ald. Harenda made a motion to vacate the Trail Court right-of-way. Ald. Borgman seconded. Motion carried 3-0. Review assessment role options for the Durham Drive Sanitary Sewer Project – City Engineer Simpson advised the City’s Common Council has authorized the preliminary work necessary to complete an Engineer’s Estimate of construction costs and construction plans for the proposed Durham Drive sanitary sewer construction. He completed a Draft Final Engineer’s Report including a detailed assessment role utilizing two methods. The first method includes what is called non-assessable front foot frontage for all applicable properties. This means that all frontage along the project route is accounted for, even if the property is not assessable. There are outlots and lots that will not benefit from the project, 3 yet have frontage along the route. The City would pay for these non-assessable parcels. The second method includes non-assessable front foot frontage only for right-of-way crossings. This means only frontage along the project route is accounted for if the property directly benefits from said improvement. Ald. Borgman made a motion to recommend using Draft #1 for the Public Hearing Process. Ald. Harenda seconded. Motion carried 3-0. Review sanitary sewer extension plans for the Zlensky CSM – City Engineer Simpson stated CSM was approved at Plan Commission. The CSM is being split off Boxhorn Drive. It’s part of that approval of lots with sewers. They had to create plans to meet our specifications. Plans have been sent to district for approval. It’s a simple plan, a force main , four lots plus two lots on the north side. Ald. Harenda made a motion to approve plans as presented. Seconded by Ald. Borgman. Motion carried 3-0. Review professional services contracts for the Ryan Creek Interceptor Planning and Lift Station Hydraulic Analyses and Force Main Design – City Engineer advised since the City of Muskego approved the Ryan Creek Interceptor as part of the MMSD’s 2020 Facility Plan, staff has been working with the City of Franklin to come to an agreement as to installing the Ryan Creek Interceptor (RCI) connection at Ryan Road and the City of Muskego’s Eastern boarder. The City of Franklin has agreed to finance and install the RCI in Franklin in advance of the MMSD’s proposed timeframe. This will facilitate installation of the pipe much sooner than if the MMSD built the project. The only aspect of this project that the City of Muskego must be involved with is the diversion of flows from our existing system into the RCI upon its completion. Much of this work has been completed and some has yet to be completed by Ruekert & Mielke. R&M has provided contracts that provide for a detailed breakdown for each portion of the project. There are two contracts in order to divide the work load as described in the Intergovernmental Agreement. Ald. Borgman made a motion to approve the proposals from R&M titled Ryan Creek Interceptor Planning & Lift Station Hydraulic Analyses and the Ryan Creek Interceptor Force Main designs. Ald. Harenda seconded. Motion carried 3-0. Approval of an easement agreement on City owned land (MSKC221.055) for We Energies gas – City Engineer Simpson stated We Energies gas is in the final stages of completing their design plans for the Durham Drive reconstruction. The easement document is part of the gas main relocation currently being planned for the relocation of utilities along Durham Drive. The easement is for underground utilities and will not hamper the use of the site. Ald. Harenda made a motion of recommending approval of the easement document. Seconded by Ald. Borgman. Motion carried 3-0. NEW BUSINESS PLACED ON FILE None COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW Ald. Borgman asked about if we checked into areas for improvements on private property with MMSD grants and funding. City Engineer Simpson said in our talks with our consulting firm we had three or four to start with. It needs to go to Finance. Needs to be authorized. 4 ADJOURNMENT Ald.
