MINUTES OF MEETING HELD MONDAY, FEBRUARY 21, 2011
Alderman Noah Fiedler called the meeting to order at 6:00 PM. Also present were
Alderman Neil Borgman, City Engineer David Simpson, Public Utilities Superintendent Scott
Kloskowski, and Public Works Superintendent Wayne Delikat
Ald. Kert Harenda arrived about 6:10 PM.
Ald. Fiedler led those present in the Pledge of Allegiance.
The meeting was noticed in accordance with the Open Meeting Law on February 17, 2011.
APPROVAL OF MINUTES OF JANUARY 24, 2011
Ald. Borgman moved to approve the minutes of January 24, 2011. Seconded by Ald.
Fiedler. Motion carried 2-0.
STAFF REPORTS
None
STATUS OF PROJECTS
Janesville Road Reconstruction (Moorland to Racine) – City Engineer Simpson stated we
received 60% plans for the portion Lannon to Moorland. There is a Utility pre-coordination
meeting set for March 7, 2011, and that should give us more insight on direction.
Durham Drive Reconstruction & Sanitary Sewer Project – City Engineer Simpson informed
the project is designed and ready to go. The bid ad will be in the paper this Thursday, so
they will be picking up plans. Second Council meeting in March will have the project on for
award of bid. The sanitary sewer portion had a public hearing last Council.
McShane Pump Station Upgrade – City Engineer stated we would talk on this later.
Storm Water Mitigation Studies (Southern Inlet to Big Muskego Lake, Cornell Drive,
Fountainwood Subdivision, Luehring Drive, & Circle Drive) – City Engineer Simpson
advised for Southern Inlet we received a full report from engineer and he would read over
and discuss at next meeting. Cornell Drive is in progress of being designed. Survey will be
done in spring. Fountainwood Subdivision is making progress. We hired an appraiser to do
appraisals, we have a contractor coming into two of the homes to evaluate possibly
elevating them. Luehring Drive is going forward well. Have a public hearing scheduled for
this Thursday. Circle Drive is part of talks with the district. We have a preliminary scope
devised with consulting firm the district has hired. MMSD’s PPII program scheduled to be
approved February 28.
Private Property Infiltration & Inflow (PPII) Reduction Plan – City Engineer Simpson stated
we are still waiting on.
Private Property Sanitary Sewer Back Up Prevention Policy - City Engineer Simpson
advised we have scope finalized and district is most likely going to help pay for engineering
portion of those homes.

NEW BUSINESS
Presentation and Discussion of Citywide Stormwater Quality Modeling Requirements by
Ruekert & Mielke - City Engineer Simpson stated the City currently holds an MS4 permit
with the DNR. The permit requires us to get to a certain percentage of sediment reduction
citywide. We need to get to a 40% mark and we are at 31.2%. Steve Wurster,
Ruekert/Mielke, did a presentation. DNR wants us to meet 40% sediment reduction goal by
March 31, 2013. In communities they did work in, the average cost to pick up one additional
percentage point is $200,000-$400,000. Remodel what Bonestroo has done. R&M would
maximize use of 2008 work already completed and use City’s GIS land use data and BMP
records. Additional capital cost savings would be to do in-field infiltration testing. City
Engineer Simpson advised that after all the different people he has talked to about R&M’s
experience with modeling compared to other firms we have used in the past, R&M seems to
be the leading firm in accomplishing what we need accomplised. He would like to bring to
the committee one proposal from R&M with a negotiated price.
Recommendation of award of bid for the Ryan Road Sanitary Sewer Relay project – City
Engineer Simpson stated this project replaces a section of sanitary sewer on Ryan Road
that the City’s Utility Department discovered a problem with when completing our routine
televising program. This section of sewer was found to be oddly shaped from what appears
to be ground pressure on the sewer pipe. This could result in a main line sewer failure. The
project was bid with two alternatives, normal open cut excavation and a method called “pipe
bursting”. Both alternatives provide for a quality end product while the pipe bursting option
requires less open cutting of the roadway which in turn reduces restoration costs. Ald.
Borgman made a motion to approve the bid to Wilkomm Excavating for the pipe bursing for
sanitary sewer between Jimmy Demaret and Boxhorn in the amount of $45,270.00. Ald.
Harenda seconded. Motion carried 3-0.
Recommendation of award of bid for the McShane Drive Lift Station Upgrade project – City
Engineer Simpson advised this project upgrade includes replacement of many worn
components of the lift station as well as the installation of a permanent emergency bypass
pump. This pump would only be utilized in an emergency situation to prevent basement
backups. Ald. Borgman made a motion to approve the bid to Illingworth-Kilgust Mechanical
for $536,000.00 for the McShane Drive Lift Station Upgrade. Ald. Harenda seconded.
Motion carried 3-0.
Review public hearing comments and make final recommendation regarding the final
assessment resolution for the Durham Drive Sanitary Sewer project – City Engineer
Simpson stated at Public Hearing on February 8, 2011 – No one spoke, I received no calls,
no concerns. Ald. Borgman made a motion to recommend approval of assessment
resolution to Council. Seconded by Ald. Borgman. Motion carried 3-0.
