MINUTES OF MEETING HELD MONDAY, OCTOBER 18, 2010
Alderman Noah Fiedler called the meeting to order at 6:00 PM. Also present were Aldermen
Neil Borgman and Kert Harenda, City Engineer David Simpson, Public Utilities
Superintendent Scott Kloskowski, and Public Works Superintendent Wayne Delikat
Ald. Fiedler led those present in the Pledge of Allegiance.
The meeting was noticed in accordance with the Open Meeting Law on October 13, 2010.
APPROVAL OF MINUTES OF SEPTEMBER 20, 2010
Ald. Borgman moved to approve the minutes of September 20, 2010. Seconded by Ald.
Harenda. Motion carried 3-0.
STAFF REPORTS
Public Works Superintendent Delikat stated leaf pick up started today and Little Muskego
dam was opened to begin the annual draw down.
STATUS OF PROJECTS
Janesville Road Reconstruction (Moorland to Racine) – City Engineer Simpson informed
County is moving forward. More buildings coming down. Signals are going up on Martin.
Durham Drive Reconstruction – City Engineer Simpson said it is moving forward. TLE
offer letters sent out and received by property owners. Nominal acquisitions slowly coming
in. Reviewed and then offer to purchase is sent out.
Durham Drive Sanitary Sewer Project – Nothing new City Engineer Simpson stated. Needs
to get Public Hearing scheduled.
2010 Road Improvement Plan – City Engineer Simpson advised done.
Stoneridge Groundwater Remediation – Have not heard anything since they had their
informational meeting stated Public Utilities Superintendent Kloskowski.
Well #9, Well #13 Upgrade – Public Utilities Superintendent Kloskowski stated they
reseeded Well #9. Can take off agenda.
McShane Pump Station Upgrade – Public Utilities Superintendent Kloskowski stated meter
not operating correctly, so we were not getting good numbers. Would get new numbers on
Friday.
Lake Lore Lift Station Abandonment – Public Utilities Superintendent Kloskowski stated
Ruekert & Mielke to shoot basement elevations. Put the project off at least one year.

Storm Water Mitigation Studies (Southern Inlet to Big Muskego Lake, Cornell Drive,
Fountainwood Subdivision, Luehring Drive, & Circle Drive – Per City Engineer Simpson
advised Southern Inlet to Big Muskego Lake – no report yet. Cornell Drive – survey work
later this week. Fountainwood Subdivision – survey work done, moving fast. Luehring Drive
– talk about later under New Business. Circle Drive – same as Cornell, later this week.
Creation of Policy Regarding Private Property Infiltration & Inflow (I&I) Reduction and
Sanitary Sewer Backup Prevention – Public Utilities Superintendent Kloskowski stated there
are two different policies – sewer back up prevention policy and I&I, and put some ideas
together for the committee to see that we are on the right track. MMSD hasn’t finished their
process with how much money we will be getting back or the procedure. Aldermen would
like to read handout and discuss next meeting.
UNFINISHED BUSINESS
Request by Cindy Bennett to Consider Lease Agreement for the North End of Center Drive –
City Engineer Simpson said he sent Cindy Bennett a letter. She called back and said she
would like another month. Ald. Fiedler advised to put on one more month.
Discuss Ownership and Maintenance Needs of Pond East of Parkland and North of Janesville
– Ald. Borgman discussed with committee issues of who is responsible for cleaning out
pond, City owns some, as well as homeowners. Aldermen feel we need more information.
Ald. Borgman will look into this and discuss next month.
NEW BUSINESS
Review water service requirements for land division at S76 W20330 Hillendale Drive –City
Engineer Simpson advised he received a land division request. There is an existing home
that will remain on one lot and the other lot will be a vacant parcel. The existing home is
served by sanitary sewer and has a water lateral available to it. The vacant lot will be served
by a low pressure force main, and does not have water service or water main directly
available. One option would be to require developer to install a public water main extension
and a lateral perpendicular to new lot or require a long diagonal lateral to be installed by
developer to the lot line of new lot. Ald. Borgman made a motion to allow a diagonal lateral
to be installed by the developer from just northeast of the intersection of Sunny Hill Drive to
the lot line of the new lot. Ald. Harenda seconded. Motion carried 3-0.
Discuss expanded scope and request additional fees for the Luehring Drive/Hillview Drive
Drainage Improvement Project – Luehring Drive has had drainage problems for many years
advised City Engineer Simpson. A substantial area drains to a small culvert. When this
culvert becomes overwhelmed with runoff, the water crosses the road and causes property
damage. An approved design contract for the reconstruction and installation has moved
forward and additional requirements and permitting requirements have come to be required
due to an additional storm sewer in poor condition. R&M is looking at the possibility of
constructing one larger storm sewer. This change required additional survey work, roadway
design and permitting through the WDNR estimated cost is $7,500-10,000. Ald. Harenda

made a motion to approve additional design fees necessary to complete the plans,
specifications, and permitting. Seconded by Ald. Borgman. Motion carried 3-0.
Discuss design and construction of an asphalt parking area at the Durham Drive Boat Launch
overflow parking area in conjunction with the reconstruction of Durham Drive – City
Engineer Simpson advised the overflow parking lot utilized for boat trailer parking for the
Durham Drive boat launch is currently a gravel parking area. Complaints have been received
related to individuals abusing the parking lot when there are no trailers parked there by doing
“doughnuts”. Staff thinks adding a paved surface with speed bumps would be the most
effective solution. After discussion of other possibilities such as a fence, it was decided to put
back on for next meeting.
NEW BUSINESS PLACED ON FILE
Request by Beverly Samplaski to abandon an existing storm sewer under her home located at
S66 W18628 Crest Drive – Will be put on New Business next month.
