Public Works Committee - MINUTES - 11/15/2010 CITY OF MUSKEGO approved PUBLIC WORKS COMMITTEE MINUTES OF MEETING HELD MONDAY, NOVEMBER 15, 2010 Alderman Noah Fiedler called the meeting to order at 6:00 PM. Also present were Aldermen Neil Borgman and Kert Harenda, City Engineer David Simpson, Public Utilities Superintendent Scott Kloskowski, and Public Works Superintendent Wayne Delikat Ald. Fiedler led those present in the Pledge of Allegiance. The meeting was noticed in accordance with the Open Meeting Law on October 13, 2010. APPROVAL OF MINUTES OF OCTOBER 18, 2010 Ald. Borgman moved to approve the minutes of October 18, 2010. Seconded by Ald. Harenda. Motion carried 3-0. STAFF REPORTS None STATUS OF PROJECTS Janesville Road Reconstruction (Moorland to Racine) – City Engineer Simpson informed the th Committee that the Martin Road lights will be turned on the 18 to go flashing, and on the nd 22 go live. Durham Drive Reconstruction & Sanitary Sewer Project – City Engineer Simpson stated nothing new. Appraisals are continuing. Offers continuing as appraised. Stoneridge Groundwater Remediation – Public Utilities Superintendent Kloskowski stated nothing new. McShane Pump Station Upgrade – Public Utilities Superintendent Kloskowski stated flow meter not reading on high end. Components burned out. Pumps are putting out maximum capacity. No more volume through that station even with additional pump. Meeting with engineer on Tuesday. DNR does not need to meet with us regarding the approval of a permanent by-pass at McShane. Checking into a by-pass. Storm Water Mitigation Studies (Southern Inlet to Big Muskego Lake, Cornell Drive, Fountainwood Subdivision, Luehring Drive, & Circle Drive – Per City Engineer Simpson advised Fountainwood we talked about. Circle Drive and Cornell meet later this week. Southern Inlet could not meet last week. Luehring Drive moving forward. Discuss Private Property Infiltration & Inflow (PPII) Reduction Plan – City Engineer stated putting on hold until after meeting on Thursday with district. They will have a lot more information which will impact our plan. UNFINISHED BUSINESS 2 Request by Cindy Bennett to Consider Lease Agreement for the North End of Center Drive – Cindy Bennett advised she would come back with attorney documentation. Discuss Ownership and Maintenance Needs of Pond East of Parkland and North of Janesville - Ald. Borgman will look into this and discuss next month. Discuss design and construction of an asphalt parking area at the Durham Drive Boat Launch overflow parking area – City Engineer Simpson stated the overflow boat trailer parking for the Durham Drive boat launch is gravel. Complaints have been received related to individuals abusing the parking lot. Parks and Recreation Director is proposing the City apply for a grant. A grant from the WDNR will most likely result in a 50% cost share for Engineering and Construction. It was decided to defer this item. NEW BUSINESS Request by Beverly Samplaski to abandon an existing storm sewer under her home located at S66 W18628 Crest Drive – City Engineer Simpson stated Beverly Samplaski, current owner of S66 W18628 Crest Drive contacted the City requesting the existing storm sewer that runs beneath her home be relocated. The City cleaned the existing storm sewer with a root cutter in order to ensure better flow through the pipe. The metal pipe is beginning to deteriorate. Moving the pipe around the home would not be feasible. Preliminary topographic information shows that a storm sewer project would be possible in an easement on S66 W18628 Crest Drive out to Crest Drive to Emerald Drive and then to Little Muskego Lake. A preliminary cost estimate for the work would be $75,000-100,000. City Engineer feels the relocation can be completed with the budgeting process for the 2012 construction season. Ald. Borgman made a motion to proceed with the storm sewer relocation request on Crest Dr. and look for a target date of 2012. Tree and ditch work will be done in the meantime. Seconded by Ald. Harenda. Motion carried 3-0. Discuss results of the Fountainwood Drainage Study and discuss recommended alternatives – City Engineer Simpson stated should the City want to eliminate the flooding of the three homes at the intersection of Longfellow and Saroyan, the homes must either be flood proofed or removed. Flood proofing of homes normally involves elevating the homes while removing the basements. Alternatively, the homes could be elevated only while keeping the basements, but this may prove to be difficult due to structural issues and would still allow seepage through the walls. Also, one of the homes appears to be constructed as a slab on grade, which would most likely make it difficult or impossible to elevate. Partial funding may be available through the MMSD’s new proposed private property infiltration & inflow program. Another recommendation of the study is related to the rerouting of water to Schmidt Park in conjunction with the installation of a retention pond. The three residents indicated they would prefer getting out rather than flood proofing. We would need to get appraisals. Ald. Borgman made a motion to hire an appraiser for the three properties effected and see what happens. Seconded by Ald. Harenda. Motion carried 3-0. Recommended changes to Chapter 28 of the City of Muskego Municipal Code related to required testing of private wells – The current code requires that all properties having public water main available to them test their wells every 5 years per City Engineer Simpson. The Committee wishes to alter the code to simply require this testing if the home is actually 3 connected to public water and retained the private well. Ald. Borgman made a motion to recommend it for approval to Council. Seconded by Ald. Harenda. Request to suspend the Lake Lore Lift Station Abandonment project – City Engineer Simpson stated the planned update to the McShane Lift Station will most likely not be possible without a much larger scale project. Because of this, the Lake Lore Pump Station project should be temporarily put on hold. We feel that this project should be suspended until such time that the likelihood of backups caused by the capacity limitation of the McShane Lift Station is eliminated. Ald. Borgman made a motion to direct staff to suspend work on the Lake Lore pump station abandonment project. Ald. Harenda seconded. Motion carried 3-0. Approval of quote to purchase two six-inch portable bypass pumps – Public Utilities Superintendent Kloskowski advised he received quotes from two sources for pumps that we had field-tested. One quote from Lincoln contractors for two 6” Godwin Dri-Prime Diesel Powered Model CD-150-M pumps for a total of $61, 338. The second quote from Miller Pump and Power for two 6” Insta-Prime Diesel Portable Pumps Model MP200-30 pumps for $62,300. The Insta-Prime pump appears to be more efficient and has a higher maximum gpm. Ald. Borgman made a motion to recommend buying two six-inch portable bypass Inst- Prime pumps from Insta-Prime. Seconded by Ald. Harenda. Motion carried 3-0. Discuss possible Muskego Business Park improvements via Road Program – City Engineer Simpson advised (at the request of Community Development Director (CDA) Muenkel) that they recently adopted a redevelopment plan for Muskego Business Park to make it a better place to work, create jobs, and retain businesses. The CDA is tackling an apparent need of increasing traffic access and safety, and has requested the Public Works Committee review these requests for need, priority, and possible funding possibilities. The CDA does have a limited budget with the Muskego Business Park and there is a possibility they could use some of this money to help fund improvements. Ald. Harenda made a motion to make longer/wider turn lanes on Saturn/Racine and Gemini/Racine intersections with a matching fund from CDA of $10,000. Seconded by Ald. Borgman. Motion carried 3-0. Discuss Private Property Sanitary Sewer Back Up Prevention Policy – City Engineer advised to be eligible for consideration the home, business or other structure must be legally connected to the City of Muskego sewer collection system, the structure must be considered an “at risk” (when the sanitary collection system is operating as designed) property, the property owner must release the City of Muskego from all past or potential claims related to past sewer back-up occurrences and no outstanding fees owed to the City or the City Utilities. Once determined to be eligible a process must be followed including a plan submitted to City Engineer for approval. The plan must include means of preventing sanitary sewage from backing up into the home’s basement. The property owner shall agree to allow the Utilities Department televising the sanitary lateral from the structure to the property line prior to any work being completed. If any defects are found, owner must agree to repair said defects if funding is provided under the PPII Reduction Program. A plumbing permit must be applied for all work and inspected. After an approved inspection, the property owner must submit a copy of invoices and proof of payment to the City Engineer for reimbursement. Approved reimbursement will not exceed $2,000. Ald. Borgman made a motion to approve private property sanitary sewer back up policy mentioned as presented. Ald. Harenda seconded.
