PUBLIC WORKS COMMITTEE
MINUTES OF MEETING HELD MONDAY, MAY 17, 2010
Alderman Noah Fiedler called the meeting to order at 6:00 P.M. Also present were
Aldermen Neil Borgman and Kert Harenda, City Engineer David Simpson, Public Works
Superintendent Wayne Delikat and Public Utilities Superintendent Scott Kloskowski.
Ald. Fiedler led those present in the Pledge of Allegiance.
The meeting was noticed in accordance with the Open Meeting Law on May 12, 2010.
APPROVAL OF MINUTES OF MARCH 3, 2010 AND APRIL 13, 2010
Ald. Borgman moved to approve the minutes on faith of March 3, 2010. Seconded by
Ald. Harenda. Motion carried 3-0. Ald. Borgman moved to approved the minutes of the
April 13, 2010 Public Utilities Meeting. Ald. Harenda seconded. Motion carried 3-0.
STATUS OF PROJECTS
Janesville Road Reconstruction (Moorland to Racine) – City Engineer Simpson advised
County is still doing the 2-phases as planned. This would be discussed more at a Planning
meeting on Wednesday.
Durham Drive Reconstruction – City Engineer Simpson informed the Committee plans

are about 90%, and he is attempting to organize a 2 and final public information meeting
– early – mid June.
2010 Road Improvement Plan – City Engineer informed the Committee it is going out to
bid now. Bids open June 3, 2010.
Stonebridge Groundwater Remediation – Public Utilities Superintendent Kloskowski
reported nothing new.
Well #9, Well #13 Upgrade, etc. – Public Utilities Superintendent Kloskowski stated Well
#9 started up today and had some issues, but thought they were resolved by the end of
day.
Durham Drive Sanitary Sewer Project – City Engineer Simpson informed Committee
public notice should be out by July for a Public Hearing, and will most likely bid with
Durham Drive Road Reconstruction project.
NEW BUSINESS
Authorization to Hire Ruekert & Mielke to Complete an STP-Urban Grant Application for
Tess Corners Drive (from Janesville Road to Woods Road) – City Engineer Simpson
stated the State of Department of Transportation has authorized funding and is accepting

applications for its grant program. In order to work towards obtaining a grant to
reconstruct Tess Corners Drive (from Janesville Road to Woods Road), we need the
assistance of a consultant. City Engineer contacted Ruekert & Mielke and they have the
experience needed to complete this application with City staff’s assistance. The estimated
cost for this assistance is $800-$1000. Ald. Borgman motioned to authorize the City
Engineer to direct Ruekert & Mielke to complete the grant application on behalf of the
City at a price not to exceed $1,000. Ald. Harenda seconded. Motion carried 3-0.
Discuss Request by Oak Creek Industrial Properties, LLC, to Convert Trail Court to a
Limited Access Right-of-Way – City Engineer Simpson stated the Department of
Community Development received a request from Daniel Gentges on behalf of Oak Creek
Industrial Properties, LLC, one of the owners of the five single family lots within the
Rustic Trail Estates Subdivision, to convert Trail Court to a limited access roadway. They
are requesting to restrict general public via a gate system installed on the end of Trail
Court. This request will need to be reviewed by the City Attorney and the Public Safety
Committee. Ald. Borgman motioned to approve initial request dependent upon opinion of
the City Attorney and Public Safety Committee, and to require a $1,000 deposit be made
with the City by Oak Creek Industrial Properties, LLC to pay for the initial attorney fees.
Seconded by Ald. Harenda. Motion carried 3-0.
Jason Geiger was present representing the owners and stated it was acceptable.
Discuss Policy Regarding Maintenance of City Owned Property In or Near Certain
Development – Public Utilities Superintendent Kloskowski reported the owners in a
subdivision want us to spray dandelions. He distributed a list of wells and lift stations his
staff cuts and trims once a week. He feels it should not be a “pick and choose”. …spray
all or none. Ald. Borgman motioned not to spray any of them. Seconded by Ald.
Harenda. Motion carried 3-0.
Discuss Future Meeting Dates / Times - City Engineer Simpson stated Public Works

meetings had always been on the 3 Monday of the month until last year when they were

changed to the 1 Wednesday of the month. It was agreed upon going back to the 3
Monday of the month starting at 6:00 P.M. Agreed by all.
