MINUTES OF MEETING HELD MONDAY, AUGUST 16, 2010
Alderman Noah Fiedler called the meeting to order at 6:00 PM. Also present were Aldermen
Neil Borgman and Kert Harenda, City Engineer David Simpson, and Public Utilities
Superintendent Scott Kloskowski. Absent - Public Works Superintendent Wayne Delikat
Ald. Fiedler led those present in the Pledge of Allegiance.
The meeting was noticed in accordance with the Open Meeting Law on August 12, 2010.
APPROVAL OF MINUTES OF JULY 19, 2010
Ald. Borgman moved to approve the minutes of July 19, 2010. Seconded by Ald. Harenda.
Motion carried 3-0.
STAFF REPORTS
June 22-23 Rain Event – Sanitary System Performance Report – Public Utilities
Superintendent Kloskowski reported excessive rains were for the most part to blame for the
backups we had throughout the system. We know that basements were flooded by storm
water all over the city. Many sump pumps could not keep up. The system is not made to
take 5-6 inches of rain in 2-3 hours. No system is built to accept these type of flows.
STATUS OF PROJECTS
Janesville Road Reconstruction (Moorland to Racine) – City Engineer Simpson informed
nothing new to report. Heard from contractor today signals at Martin and Janesville are out
for bid. Should be in relatively shortly.
Durham Drive Reconstruction – City Engineer Simpson said it is moving forward. Plans are
at 90%. Right-of-way has been staked. Consultant will get us a nominal report to what each
parcel is worth. That will go to Finance committee for approval. Letters should go out soon
to owners with offers.
Durham Drive Sanitary Sewer Project – Will discuss under New Business #4 per City
Engineer Simpson.
2010 Road Improvement Plan – City Engineer Simpson advised Ancient Oaks area curbs and
gutters are finished. Woodland Place is underway now. Parking lot at Bluhm is done except
for striping and restoration. Actual road resurfacing will be in September.
Stoneridge Groundwater Remediation – Nothing new per Public Utilities Superintendent
Kloskowski.
Well #9, Well #13 Upgrade – Public Utilities Superintendent Kloskowski stated they are
slowly but surely getting a few punch list items done. They will reseed lawn and easement

area in fall and spray in spring. Everything is up and going. Well #5 abandonment is just
about complete.
Geomorphic Assessment, Southern Inlet to Big Muskego Lake – Nothing new per City
Engineer Simpson.
McShane Pump Station Upgrade – City Engineer Simpson stated project is moving forward
as identified previously. R&M documents ready for late fall. It will be winter work.
UNFINISHED BUSINESS
Request to Make an Application for a Simplified Rate Increase to the PSC for Water Service
- Asked Finance Director for added background information per Public Utilities
Superintedent Kloskowski, but she doesn’t have ready and asked to defer it. Ald. Borgman
made a motion to defer. Seconded by Ald. Harenda. Motion carried 3-0.
NEW BUSINESS
Request by Cindy Bennett to Consider Lease Agreement for the North End of Center Drive -.
City Engineer Simpson advised this access was platted in 1922 as Center Drive right-of-way
with the Krogmann’s First Addition Subdivision Plat. Any subsequent use by any private
entity would have been incorrect because this was and is public right-of-way. Resident
Bennett is asking the City to reconsider the lease agreement for the north end of Center Dr.
Because this is public right-of-way, we cannot lease the land, despite any discussion to this
effect in the past. Ald. Fiedler advised if Lease is Bennett’s first choice we could defer this
until she talks to lawyers regarding it’s possible to lease land that’s a public right-of-way and
then bring this back. Ald. Borgman made a motion to defer. Ald. Harenda seconded.
Motion carried 3-0.
Discuss Sewer Extension – W216 S10884 Crowbar Drive – City Engineer Simpson stated a
preliminary land division request was received for W216 S10884 Crowbar Drive. The land
division is on Lake Denoon with the nearest sanitary sewer to the south about 1500 feet
away. Sewer would need to be extended though easements acquired by the developer.
Discussion if sanitary low pressure sewer main could be utilized to keep costs lower. Ald.
Borgman made a motion to not require a sanitary extension at this time, however, should a
future land division occur or the land be unfit for private treatment, this issue must come
back to the Committee for consideration. Seconded by Ald. Harenda. Motion carried 3-0.
Review Proposed Letter to Waukesha County regarding Proposed Intersection Improvements
at Woods / Racine – City Engineer Simpson stated Waukesha County if proposing the
reconstruction of the intersection of Woods Road and Racine Avenue. Ald. Harenda made a
motion to authorize the City Engineer to send a letter in support of a signalized intersection
upgrade at Racine Avenue and Woods Road. Seconded by Ald. Borgman. Motion carried 3-
0.
Discuss Revised Engineer’s Estimate for the Durham Drive Sanitary Sewer Project – City’s
Common Council has authorized the preliminary work necessary to complete an Engineer’s
Estimate of construction costs and construction plans for the proposed Durham Drive

sanitary sewer construction advised City Engineer Simpson. Design firm Foth completed a
more accurate cost estimate than was previously used. The new cost estimate is
approximately $105,000.00 more than the original estimate. Part of this increased cost is due
to the inclusion of grinder pump stations for the 6 homes that will need a station. Ald.
Borgman made a motion to direct staff to continue to move forward with the process and
schedule a public hearing to allow residents a formal input period.. Ald. Harenda seconded.
Motion carried 3-0.
