MINUTES OF MEETING HELD MONDAY OCTOBER 7, 2009
Alderman Snead called the meeting to order at 5:00 p.m. with Ald. Schneider present along with
City Engineer David Simpson and Superintendent Wayne Delikat. Ald. Schaumberg was absent.
Alderman Snead led those present in the Pledge of Allegiance.
The meeting was noticed in accordance with the Open Meeting Laws on October 5, 2009.
APPROVAL OF MINUTES OF SEPTEMBER 2, 2009
Ald. Schneider moved to approve the minutes of September 2, 2009. Seconded by Ald.
Snead. Motion carried 2-0.
CITY ENGINEER/PUBLIC WORKS SUPT. REPORT
None
STATUS OF PROJECTS
Janesville Road Phase II – City Engineer Simpson informed the Committee that a representative

from Waukesha County will be at the next COW meeting, October 13, at 6:30 pm, to explain
why the project has been moved back one year.
Refuse/Recycling Contract – City Engineer Simpson informed the Committee that this contract

is out for bid right now with a bid opening date of November 18, 2009. As of this date Waste
Management and Veolia are the only companies that picked up plans.

Consideration for Reconstruction of Storm Sewer Improvements on Luehring Drive, south of
Hillview Drive – Ald. Schneider stated that he has received several complaints about parking
problems and the overall condition of this road. He will talk to the property owners to see if they
are willing to sell a section of property to the City to make this a street that you could drive
completely through and come back to the next meeting.
Recommendation of award of bid for Storm Sewer construction in Hardtke Dr. and Vine St. –
City Engineer Simpson informed the Committee that the City received 17 bids for this project.
The low bidder was Vinton Construction at $123,000. Ald. Schneider recommended
awarding the contract to Vinton Construction for the Storm Sewer Construction in
Hardtke Dr. and Vine Street. Seconded by Ald. Snead. Motion carried 2-0.

Discuss Durham Drive Public Information Meeting – City Engineer Simpson stated that the

public informational meeting for Durham Drive was held September 29. Overall everyone was
looking forward to the project. Some people had concerns regarding the speed limit. The entire
project is designed for a 40 mph speed, which means that the posted speed limit will be 35 mph.
Certain residents wanted the City to purchase their homes even though it is not needed to achieve
the design goals. City Engineer Simpson strongly recommended staying with the proposed
design guidelines and only purchasing land and structures necessary to accomplish the design
goals. Relocating the roadway north of Hi View so that is would align behind the existing pump
house was also discussed. City Engineer Simpson asked Foth Infrastructure to give the City an
estimate to complete this work. The additional design fees may reach $75,000.00 and additional
construction costs may reach just over $1,000,000.00. This would have to be discussed in depth
to determine if the cost-benefit ratio is there. Also, it is unknown if the WDNR would allow the
pump house to be relocated. A few residents asked about parking for the use of the trail.
Parking is currently allowed on City streets and there is an existing overflow parking area at the
boat launch. Staff does not see a need for this request. Ald. Fiedler had some concerns about the
curve by the pump house. City Engineer Simpson will ask Foth for a firm price to design an
alternate route and bring this back to the Committee next month.
