Public Works Committee- MINUTES - 7/20/2009 CITY OF MUSKEGO Approved PUBLIC WORKS COMMITTEE MINUTES OF MEETING HELD MONDAY JULY 20, 2009 Alderman Snead called the meeting to order at 5:00 p.m. with Ald. Schneider present along with City Engineer David Simpson and Superintendent Wayne Delikat. Ald. Schaumberg was absent. Alderman Snead led those present in the Pledge of Allegiance. The meeting was noticed in accordance with the Open Meeting Laws on July 15, 2009. APPROVAL OF MINUTES OF JUNE 15, 2009 Ald. Schneider moved to approve the minutes of June 15, 2009. Seconded by Ald. Snead. Motion carried 2-0. CITY ENGINEER/PUBLIC WORKS SUPT. REPORT None STATUS OF PROJECTS Refuse/Recycling Collection Contract – City Engineer Simpson informed the Committee that they have been moving forward with the new contract. He would like to discuss this at the September meeting with possible bid in October. Janesville Road Phase II – City Engineer Simpson informed the Committee that the 60% plans have been received. UNFINISHED BUSINESS None NEW BUSINESS Request for a four way stop at the intersection of Hardtke & Muskego Drives – Ald. Borgman stated that Hardtke is controlled and Muskego Drive is not. He informed the committee that people driving on Hardtke are failing to stop. He would like a four way stop sign installed to avert the possibility of an accident. Chief Geiszler informed the Committee that there has been only one accident at this intersection in the past 2 years due to icy conditions. He also conducted a speed study which indicated that the average speed is 23 mph. He would like to conduct another speed study in September to be more accurate. Ald. Snead stated that at this time the Committee is not recommending a four way stop sign at this intersection, conduct another speed study in September, and post officers upon availability. Request for no parking restriction along one side of Muskego Drive – Ald. Borgman stated that he would like the no parking signs to be consist along Muskego Drive. Chief Geiszler informed the Committee that there would be more than enough of room for emergency vehicles if parking were restricted on one side. Ald. Schneider moved to restrict parking on the non-lakeside of Muskego Drive from Hardke to Martin. Seconded by Ald. Snead. Motion carried 2-0. Public Works Committee Page 2 July 20, 2009 Determine final leaf pick up date – Superintendent Delikat informed the Committee that November th 29would be the last date the City will have leaf pick up for each year. Discuss reinitiating of design and construction of the Boxhorn/Ryan Road streambank project – th City Engineer Simpson informed the Committee that on May 15, 2006 a contract was entered into between the City of Muskego and Bonestroo for the Ryan Road-Boxhorn Drive Channel Restoration Project in the amount of $72,359.00. Work progressed and the project was submitted to the WDNR for approval. The WDNR asked that further information be provided to them on th November 15, 2007, at which time the City Engineer, David White, withdrew the City’s application for unknown reasons. This project is warranted and would improve the drainage basin’s overall quality and restore the streambank’s eroded condition. The costs spent to date for engineering total $55,200.00. In order to complete the engineering and permitting, Bonetroo is estimating an additional $30,000.00 is needed. The estimated construction cost for this project is $450,000.00 with an additional $45,000.00 for survey, inspection and management. City Engineer Simpson recommended that the Committee approve reinitiating the design and permitting this year and budget for 2010 construction from the Storm Water Management Special Revenue Fund. Ald. Schneider moved to approve City Engineer Simpson’s recommendation. Seconded by Ald. Snead. Motion carried 2-0. Discuss policy for allowing curb head cuts – City Engineer Simpson informed the Committee that past policy of the City did not allow for the cutting of mountable curb head in order to allow for a smoother transition from roadway to driveway. The City has received many requests and complaints that this policy exists. While he could not find a formal policy preventing it, he is bringing this forward so that the City can officially allow for the cutting of mountable curb heads. The majority of communities that use mountable curbs do currently allow for cutting and removal of 2 ½” of curb head. This allows for no disruption to the roadway while still maintaining the structural integrity of the curb. City Engineer Simpson will write up an official policy to present to the Committee. Request to allow rural section roadway design for Golf View Estates – City Engineer Simpson informed the Committee that the developer of Golf View Estates subdivision, Brian Schoenleber, has requested that the Committee consider approving a rural cross section roadway design for this subdivision which would allow ditch section roadways. Maintenance of ditch section roadways is much more difficult in long term applications than those of urban section roadways that have curb and gutter and storm sewer. Much of the Public Works Department’s time is spent maintaining roadside ditches and handling calls for wet ditches. By having curb and gutter, all of these long term problems are avoided. Ald. Schneider moved to deny the request for rural section roadway in Golf View Estates. Seconded by Ald. Snead. Motion carried 2-0.
