Public Works Committee - MINUTES - 4/20/2009 CITY OF MUSKEGO Approved PUBLIC WORKS COMMITTEE MINUTES OF MEETING HELD MONDAY, APRIL 20, 2009 Alderman Fiedler called the meeting to order at 5:00 p.m. with Ald. Snead and Ald. Borgman present along with Superintendent Wayne Delikat and City Engineer David Simpson. Alderman Fiedler led those present in the Pledge of Allegiance. The meeting was noticed in accordance with the Open Meeting Laws on April 14, 2009. APPROVAL OF MINUTES OF MARCH 23, 2009 Ald. Snead moved to approve the minutes of March 23, 2009. Seconded by Ald. Borgman. Motion carried 3-0. CITY ENGINEER/PUBLIC WORKS SUPT. REPORT City Engineer Simpson informed the Committee that Hardtke Drive and Crowbar drainage areas were surveyed. Durham Realignment design project is underway and survey work should be completed this week. Superintendent Delikat stated that the Little Muskego Lake Dam was th closed on April 15, 2009. STATUS OF PROJECTS Janesville Road Phase II – City Engineer Simpson stated that the City will receive the 60% plans st from the County on May 1. UNFINISHED BUSINESS Request by Superintendent Delikat for a new leaf pick-up machine – Ald. Borgman moved to appropriate $26,000.00 for the new leaf pick up machine, LCT 6000. Seconded by Ald. Snead. Motion carried 3-0. NEW BUSINESS Approval of a Storm Sewer Easement between the city of Muskego and Don Erno for a property located at S103 W20251 Kelsey Drive (Tax Key 2286.996) – City Engineer Simpson informed the Committee that an existing drain tile system that currently collects drainage from the ditches along Kelsey Drive has become completely clogged with tree roots and is inoperable. This drain tile has existed for quite some time and does not currently have an easement over it to allow the City to complete repairs. Ald. Borgman moved to approve the Storm Sewer Easement between the City of Muskego and Don Erno for the property located at S103 W20251 Kelsey Drive. Seconded by Ald. Snead. Motion carried 3-0. Public Works Committee Page 2 April 20, 2009 Approval of agreement for AE COM to provide inspection services for the big Muskego Lake Dam – City Engineer Simpson informed the Committee that in 2008, the Public Works Committee authorized the completion of a preliminary study by Aquifer Science & Technology to identify seepage paths and/or elevated water flow through the big Muskego Dam site. On December 15, 2008, the City received this report. This study concluded that further investigation was needed by a specialist in this particular area of Engineering. City Engineer Simpson contacted different Engineering firms and located an expert in this field and reviewed the report with him. He visited the site and has since submitted a proposal for the inspection services he feels are needed to ensure the dam’s integrity. The proposal from AECOM outlines his approach and a not to exceed dollar amount of $3,000.00 to complete the study. Ald. Snead moved to approve the proposal from AECOM to provide inspection services on the Big Muskego Lake Dam. Seconded by Ald. Borgman. Ald. Fiedler abstained from the vote due to the fact that his firm represents AECOM. Motion carried 2-0, with one abstaining. SUBDIVIDER’S EXHIBITS Commerce Center East II – City Engineer Simpson asked for the approval of a small road extension, bike path, storm sewer, and grading for Commerce Center East II. Ald. Borgman moved to approve the subdivider plan for Commerce Center East II. Seconded by Ald. Snead. Motion carried 3-0. ACCEPTANCE OF IMPROVEMENTS None NEW BUSINESS PLACED ON FILE None COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW – Ald. Werner expressed his thanks to the Public Works Committee and the Public Works Department for their work in approving and installing the Center Street Pier. The pier is complete and there will be a ribbon cutting ceremony as soon as the signage is complete. ADJOURNMENT Ald. Snead moved to adjourn the meeting at 5:22 p.m. Seconded by Ald. Borgman.
