Public Works Committee - MINUTES - 6/12/2008 CITY OF MUSKEGO Approved PUBLIC WORKS COMMITTEE MINUTES OF MEETING HELD MONDAY, JUNE 12, 2008 Alderman Fiedler called the meeting to order at 5:00 p.m. with Ald. Neil Borgman and Ald. Tracy Snead present along with Public Works Superintendent Wayne Delikat and those per attached list. Alderman Fiedler led those present in the Pledge of Allegiance. The meeting was noticed in accordance with the Open Meeting Laws on June 10, 2008. APPROVAL OF MINUTES OF MAY 19, 2008 Ald. Borgman moved to approve the minutes of May 19, 2008. Seconded by Ald. Snead. Motion carried 3-0. CITY ENGINEER/PUBLIC WORKS SUPT. REPORT STATUS OF PROJECTS Janesville Road Phase II – Nothing new to report. 2008 Annual Road Program Update – Nothing new to report. UNFINISHED BUSINESS Hillside Drive – Ald. Schneider brought in the costs for the project, which were under $40,000.00. Superintendent Delikat informed the Committee that easements still have to be obtained and utilities have to be moved. Ald. Fiedler stated that when the work is done according to this plan, that’s the last the Committee will hear about this. Ald. Schneider agreed. Ald. Borgman moved to approve the estimate for the reconstruction of the Hillside Drive culvert and repaving. Seconded by Ald. Snead. Motion carried 3-0. Grading issues Candlewood Creek – Since the property owners are not present this item will be deferred until next month. Discuss spring pick up of yard waste – Ald. Fiedler suggested this item be taken off the agenda. Discuss drainage at S67 W18950 Steeplechase Dr. – Ald. Borgman stated that he thought the grades were mismatched when two subdivisions were attached. The property owners are requesting the City install a drainage pipe on the east side of the property. Ald. Fiedler said he needs the property owner to provide proof that the City is causing their problem. Ald. Snead suggested that Superintendent Delikat and Engineer Tech. Dan Flamini look into the problem and come back to the Committee with cost estimates and potential problems. Discuss drainage at W180 S6698 Muskego Dr. – Since the property owners are not present this item will be deferred until next month. Public Works Committee Page 2 June 12, 2008 Request by Ald. Werner to discuss donation of pier at Center Street – Ald. Werner stated that the City Attorney had some concerns about a privately owned pier on City owned property. The DNR also has a rule that states the pier in the water must be put in by the property owner. Mary Hinner has offered to pay for the pier and donate it to the City. Ald. Borgman moved to accept the donation of a pier as described in the letter from Mary Hinner to the City as long as it complies with the full standards of the law. Seconded by Ald. Snead. Motion carried 3-0. NEW BUSINESS Request from Sue Ryan, S104 W20822 Cindy Dr., to place a fence in easements on her property – The homeowner wants to place a fence in the drainage easement in her back yard. Ald. Borgman moved to allow the fence under a revocable occupancy permit for S104 W20822 Cindy Dr. Seconded by Ald. Snead. Motion carried 3-0. Request by Ald. Schneider to discuss water drainage problems at W205 S8251 Pasadena Dr. – The homeowner is requesting the City install a drainage pipe in her yard. Engineer Tech. Dan Flamini stated that the lot was graded incorrectly causing the drainage problem. Ald. Fiedler suggested that the homeowner get proof that the City is responsible for their drainage problem. Road way and storm water management plans Commerce Center East – Bill Carity explained the storm water management system for phase one of Commerce Center East. RA Smith informed the Committee that they have not had enough time to review the plans. Ald. Fiedler suggested that RA Smith finish reviewing the plans and bring this item back next month.
