Public Works Committee- MINUTES - 2/18/2008 CITY OF MUSKEGO Approved PUBLIC WORKS COMMITTEE MINUTES OF MEETING HELD MONDAY, FEBRUARY 18, 2008 Alderman Borgman called the meeting to order at 5:00 p.m. with Ald. Noah Fiedler and Ald. Tracy Snead present along with Public Works Superintendent Wayne Delikat and City Administrator Jennifer Sheiffer. Alderman Borgman led those present in the Pledge of Allegiance. The meeting was noticed in accordance with the Open Meeting Laws on February 15, 2008. APPROVAL OF MINUTES OF JANUARY 21, 2008 Ald. Snead moved to approve the minutes of January 21, 2008. Seconded by Ald. Fiedler. Motion carried 3-0. STATUS OF PROJECTS Janesville Road Phase II – Ald. Borgman stated that there were no updates to report. UNFINISHED BUSINESS Road Work Hillside Drive – City Administrator Sheiffer informed the Committee that Ruekert & Mielke will bring their preliminary assessment to the March meeting. Discuss Center Drive Extension to Lake – Ald. Borgman stated there is nothing new to report. Request by Ald. Snead to discuss the Burning Ordinance – Ald. Snead requested this item be tabled until further notice. NEW BUSINESS Request for street light at Olive Cir. And Martin Dr. – Superintendent Delikat stated that the developer should have put a street light at this intersection. Ald. Fiedler directed the Public Works Department to contact the developer and also to get prices on purchasing the light. Warning signs for intersection of Janesville Rd. and Martin Dr. – Ald. Borgman stated that the problems at this intersection will be resolved when Janesville Rd. gets rebuilt. Until then he would like to see solar blinking “stop sign ahead” signs installed. Superintendent Delikat informed the Committee that these signs are expensive and are at risk of being stolen. Ald. Schaefer suggested that the use of flags on the existing signs might be effective. Ald. Snead suggested to start with flags and have the police department conduct a study to see how effective the solar signs are in other communities. Public Works Committee Page 2 February 18, 2008 Discussion and review of present day need for City Ordinance, Section 8.03 Entitled Uniform Address System, specifically Section 8.03(9)(a-c), Section 8.03(10), (11), and (12) which deals with purchase and placement of address numbers on properties and homes in the City – Ald. Borgman informed the Committee that this was prompted by the fact that the Building Department is sending out letters informing residents that they are required to have City approved address numbers on their house. Chief Geiszler stated that this is a safety issue. If houses are posted with the required reflective numbers they are easier to find in an emergency. It was suggested by City Administrator Sheiffer that this issue be addressed in the City Newsletter. Discussion and review of City Ordinance, Section 10.05(4) Obstruction of Intersections and Section 10.05(14)(b) Snow Plowing – City Administrator Sheiffer stated that a resident complained about people plowing snow onto City property causing vision problems at intersections. Superintendent Delikat informed the Committee that the Public Works Department moves snow that obstructions vision at intersections. Request from Ald. Schaefer to waive refuse and recycling fees for Rachel Lang at W187 S9676 Parker Dr. – Ald. Schaefer explained that this property is vacant at this time. Ald. Borgman noted that the refuse and recycling contract is set up in a way that the city pays for every parcel with a certificate of occupancy. If someone opts not to use this service the City is still paying for that property. Ald. Snead moved to deny the request to waive refuse and recycling fees for W187 S9676 Parker Dr. Seconded by Ald. Fiedler. Motion carried 3-0.
