Public Works Committee - MINUTES - 8/18/2008 CITY OF MUSKEGO Approved PUBLIC WORKS COMMITTEE MINUTES OF MEETING HELD MONDAY, AUGUST 18, 2008 Alderman Fiedler called the meeting to order at 5:00 p.m. with Ald. Neil Borgman and Ald. Tracy Snead present along with Public Works Superintendent Wayne Delikat and City Engineer David Simpson. Alderman Fiedler led those present in the Pledge of Allegiance. The meeting was noticed in accordance with the Open Meeting Laws on August 12, 2008. APPROVAL OF MINUTES OF JULY 21, 2008 Ald. Borgman moved to approve the minutes of June 12, 2008. Seconded by Ald. Snead. Motion carried 3-0. CITY ENGINEER/PUBLIC WORKS SUPT. REPORT STATUS OF PROJECTS Janesville Road Phase II – City Engineer Simpson informed the Committee that the public information meeting will be scheduled some time in September 2008. 2008 Annual Road Program Update – City Engineer Simpson stated that the contactors are done with the road program. All that needs to be done is the striping. UNFINISHED BUSINESS Discuss drainage at S67 W18950 Steeplechase Dr. – The homeowners are concerned with drainage entering their property from homes to the rear of their property which are not part of their home owner’s association. City Engineer Simpson stated that the grading on this property does not match the approved master grading plan. Re-grading this area by the homeowner is the best solution to alleviate any problems related to standing water. He also stated that the assessment process used for levying special assessments for the Lakewood Meadows Detention Pond project was done correctly. Ald. Fiedler suggested that City Engineer Simpson talk with the homeowners about installing a sump line and catch basin. Discuss drainage at W180 S6698 Muskego Dr. – The homeowners, Mr. and Mrs. Beaudry, are contending that the City’s installation of a storm sewer on the property directly adjacent to their property has caused damage to their property. Ald. Borgman moved to direct staff to prepare an easement document for execution by the Beaudrys and upon obtaining their signatures the Department of Public works will place stone as discussed with Mr. Beaudry. Also, the Beaudry’s should sign a release of rights. Seconded by Ald. Snead. Motion carried 3-0. Request by Ald. Borgman to discuss drainage problems in Parkland Subdivision – The drainage ditches located on outlots owned by the Homeowners Association are not being maintained. City Engineer Simpson recommended that the Public Works Department clean and repair any failing culverts or underdrains in the public right of way per standard Public Works Committee Page 2 August 18, 2009 procedures. Ald. Fiedler suggested the City get a cost estimate for cleaning and repairing ditches and culverts in the outlots for a possible future special assessment. NEW BUSINESS Plan Commission referral for request for right of way vacation for Koso Drive (west of Golden Country Drive) – Ald. Borgman moved to vacate right of way on Koso Drive, west of Golden Country Drive. Seconded by Ald. Snead. Motion carried 3-0. Big Muskego Dam Seepage Study – City Engineer Simpson recommended that this study be done due to the long term elevated water levels in June. Ald. Borgman moved to proceed with the seepage study. Seconded by Ald. Snead. Motion carried 3-0. Lake Forest Subdivision – Drainage Easement Maintenance – The Lake Forest Home Owner’s Association has requested that the City complete necessary maintenance and repairs to an existing drainage swale. The City’s normal practice in these situations is to require the homeowner’s association to make any needed repairs. Ald. Borgman moved to defer request for maineneance and request City Attorney review of the matter. Seconded by Ald. Snead. Motion carried 3-0. Request by Ald. Fiedler to discuss a ditch on Tess Corners Drive that is eroding – Ald. Fiedler stated that this item has already been taken care of.
