MINUTES OF MEETING HELD MONDAY, APRIL 21, 2008
Alderman Fiedler called the meeting to order at 5:00 p.m. with Ald. Neil Borgman and Ald.
Tracy Snead present along with Public Works Superintendent Wayne Delikat, City
Administrator Jennifer Sheiffer and those per attached list.
Alderman Fiedler led those present in the Pledge of Allegiance.
The meeting was noticed in accordance with the Open Meeting Laws on April 18, 2008.
APPROVAL OF MINUTES OF MARCH 10, 2008
Ald. Borgman moved to approve the minutes of March 10, 2008. Seconded by Ald. Snead.
Motion carried 3-0.
CITY ENGINEER/PUBLIC WORKS SUPT. REPORT
Update on Tess Corners Streambank Stabilization – City Administrator Sheiffer informed the
Committee that the City has the Chapter 30 permit from the DNR. The project is scheduled to
start June 1, 2008 with completion by October 1, 2008.
STATUS OF PROJECTS
Janesville Road Phase II – City Administrator Sheiffer stated that there was nothing new to
report.
2008 Annual Road Program Update – City Administrator Sheiffer informed the Committee that
the agreement with Franklin is in place for Ryan Rd. Advertisements for bids for the 2008

Annual Road Program will go out May 27 – May 29 with possible bid openings June 5. All
road projects should be completed by September 2008.
UNFINISHED BUSINESS
Hillside Drive – Ken Ward with Ruekert-Mielke gave several options that might help with the
drainage problem. The City could go with the project as discussed with the assessment, do
nothing, have Public Works do some ditching work, or mill and overlay the road. Ken Ward will
meet some of the residents on site to determine which option will work the best. Ald. Borgman
moved to deny the special assessment and work on a less intrusive means to fix the
problem. Seconded by Ald. Snead. Motion carried 3-0.
Request by Ald. Borgman to discuss the Burning Ordinance – Ald. Snead suggested that the
Committee look at how the Snowmobile Ordinance is written to see how the Burning Ordinance
can be improved.

NEW BUSINESS
Grading issues Candlewood Creek – Ald. Pavelko informed the Committee that he received
several complaints about flooding and drainage problems in this area. There is a patio and swing
set in the drainage easement that may be causing some of the problems. Ald. Fiedler suggested
that Engineering Tech. Dan Flamini check for blockages and come back next month with his
recommendations.
Purchase of Roadside Mower Tractor – Superintendent Delikat recommended that the City
purchase the Roadside Mower Tractor from Proven Power for $44,316.00. Ald. Borgman
moved to approve this purchase. Seconded by Ald. Snead. Motion carried 3-0.
Purchase of Roadside Mower – Superintendent Delikat recommended that the City purchase the
Roadside Mower from Otter Sales for $12,436.00. Ald. Borgman moved to approve this
purchase. Seconded by Ald. Snead. Motion carried 3-0.
Fee Schedule Public Works – Superintendent Delikat requested a 15% increase in the Public
Works Fee Schedule. Ald. Borgman moved to approve the 15% increase. Seconded by Ald.
Snead. Motion carried 3-0.
Contract for Refuse and Recycling between the City of Muskego and Onyx Waste Service – Ald.
Fiedler wanted the Committee to know that the contract with Onyx Waste Service is up at the
end of the year. Public Works is tasked with negotiating the contract so he suggested that the
Committee members read the contract.
Request by Ald. Borgman for speed control on Shady Lane – Ald. Borgman suggested that the
City install temporary speed bumps on this street. He will check with all residents to make sure
everyone is in agreement. Once this is done Superintendent Delikat will install the temporary
speed bumps for the summer.
