MINUTES OF MEETING HELD MONDAY, NOVEMBER 19, 2007
Alderman Borgman called the meeting to order at 5:00 p.m. with Ald. Noah Fiedler and Ald.
Tracy Snead present along with City Engineer David White, Public Works Superintendent
Wayne Delikat, City Administrator Jennifer Sheiffer, and those per attached list.
Alderman Borgman led those present in the Pledge of Allegiance.
The meeting was noticed in accordance with the Open Meeting Laws on November 15, 2007.
APPROVAL OF MINUTES OF OCTOBER 15, 2007
Ald. Fiedler moved to approve the minutes of October 15, 2007. Seconded by Ald. Snead.
Motion carried 3-0.
CITY ENGINEER/PUBLIC WORKS SUPT. REPORT
City Engineer White stated that there was nothing new to discuss. Superintendent Delikat
informed the Committee that leaf pick up has started.
STATUS OF PROJECTS
Janesville Road Phase II – City Engineer White stated that there was nothing new to report.
Traffic Signal installation at Racine Ave. and Hallandale Dr. – City Engineer White stated that
this project is behind schedule. The expected completion date is December 3, 2007.
Industrial Park Stormwater Alternatives – City Engineer White recommended that the
Committee review the proposal from Ruekert and Mielke to perform an economic benefit
analysis for the ponds. Ald. Fiedler suggested the City obtain a revised proposal that eliminates
the scenario of a regional pond on the Starla site.
Tess Corners Creek Stream bed stabilization – City Engineer White informed the Committee that
he expected the plans to be done and submitted to the DNR by next week. The bid process

should start in December with construction starting sometime between February 1, 2008 and

March 15, 2008.
UNFINISHED BUSINESS
Speed Study on Prospect from Sunny Hill to Westlyn Drive – The City received the speed study
from the Police Department. The average speed along this road is 28 mph. Ald. Borgman
suggested that Superintendent Delikat put up chevrons.
Road Work Hillside Drive – City Engineer White submitted the preliminary resolution to send
to Council. Ald. Fiedler expressed his concern about including the properties on the uphill side
of the street. City Engineer White stated that they would have to be included. Ald. Fielder
moved that the preliminary resolution be adopted by Council. Seconded by Ald. Snead.

Discuss Center Drive Extension to Lake – This item is deferred until the February 2008 meeting.
Speed Study South Denoon Road – The City received the speed study from the Police
Department. The average speed along this road is 30 mph. Superintendent Delikat informed the
Committee that he would purchase “Keep Kids Alive – Drive 25” signs and put them up.
Request by Ald. Pavelko to reconsider storm sewer installation at W155 S7652 Raintree Court –
The homeowners brought in a proposal to install a pipe that would provide drainage to the
retention pond without causing water to top the berm and go into the wetlands. City Engineer
White stated that this plan is adequate. Ald. Fiedler moved to approve the plan. Seconded by
Ald. Snead. Motion carried 3-0.
Discuss Little Muskego Lake Draw Down – The Lake was drawn down a total of 14 inches.
Request from Ald. Schaefer to discuss the Radish property at S102 W20650 Kelsey Dr. – The
City’s offer to install 1,300 feet of pipe if Mr. Radish purchases it is still open. Ald. Borgman
suggested Mr. Radish seek legal council or decide to install the pipe.
NEW BUSINESS
Bid results for the sale of a Plow Truck – Public Works Superintendent Delikat recommended
that the City accept the $17,001.00 bid. Ald. Fiedler moved to accept the bid of $17,001.00.
Seconded by Ald. Snead. Motion carried 3-0.
Request from St. Paul’s Church to install banners on Janesville Rd. – The church is requesting
permission to install seasonal banners along Janesville Road on 8 poles every year from the first
week of November until mid December. Ald. Fielder moved to approve the banners along
Janesville Rd. Seconded by Ald. Snead. Motion carried 3-0.
Bids for Pilak Creek Stream Stabilization Project – The property owners do not support this
project. City Engineer White recommended the City reject bids received for the Pilak Creek
Stream. Ald. Fiedler moved to reject the Pilak Creek Stream bids. Seconded by Ald.
Snead. Motion carried 3-0.
Standard for Traffic Devices installed in new subdivisions – The Planning Commission required
the developer of Wildflower Farms subdivision to install a traffic calming device on the
subdivision main street and subsequent to that Planning Commission meeting the Mayor asked
that a new subdivision standard for traffic calming devices be adopted by the Public Works
Committee. The Committee was hesitant to set a standard for every subdivision. If the
subdivision needs a traffic calming device the planners should decide which device works best
for their subdivision. Ald. Fiedler moved to approve the traffic calming device for the
Wildflower subdivision contingent on City Engineer’s approval of a redesign of the
narrowing of the lanes. Seconded by Ald. Snead. Motion carried 3-0.

Request by Ald. Snead to discuss the Burning Ordinance – Ald. Snead will check with the Police
Department to see how they enforce the Burning Ordinance.
Request by Ald. Snead for a brighter light at the entrance to Stoney Creek Retirement Complex –
Complaints were received by the residents of the Stoney Creek Retirement Complex that the
entrance light was not bright enough. Ald. Borgman suggested that Superintendent Delikat
contact the Power Company and ask that a 150 watt bulb be used at the entrance to the Complex.
Request by Ald. Snead for a street light at Tess Corners and College Ave. – Ald. Snead received
complaints that the intersection was too dark. Ald. Borgman suggested that the Committee look
into the cost of installing a light pole at this intersection.
