Public Works Committee - MINUTES - 5/21/2007 CITY OF MUSKEGO Approved PUBLIC WORKS COMMITTEE MINUTES OF MEETING HELD MONDAY MAY 21, 2007 Alderman Borgman called the meeting to order at 5:00 p.m. with Ald. Noah Fiedler and Ald. Tracy Snead present along with City Engineer David White, Public Works Superintendent Wayne Delikat, City Administrator Jennifer Sheiffer, Mayor Johnson and those per attached list. Alderman Borgman led those present in the Pledge of Allegiance. The meeting was noticed in accordance with the Open Meeting Laws on May 18, 2007. APPROVAL OF MINUTES OF APRIL 10, 2007 Ald. Borgman moved to approve the minutes of April 10, 2007 in good faith. Seconded by Ald. Snead. Motion carried 3-0. CITY ENGINEER/PUBLIC WORKS SUPT. REPORT Superintendent Delikat informed the committee that they are installing culverts and fixing damage that had occurred over the winter. STATUS OF PROJECTS Janesville Road Reconstruction Project Lighting and final Restoration – Ald. Borgman stated that all lighting has been done and this item should be removed from the agenda. Janesville Road Phase II – City Engineer White stated that Waukesha County went through their election process and chose the team of Ayres Associates and CH2 M Hill to design the project. Waukesha County Traffic Study (Racine/HenneberryNorth Shore Drive) – Ald. Borgman informed the committee that this item was put back on the agenda due to a fatal accident in this area. Reconsider speed limit. Urban/Rural Drainage The Island Drive Drainage Project – This project was started last year. Superintendent Delikat stated trees were replanted and residents were happy with the work. Rain gutters will be installed on East Drive. Park Arthur/Hardtke Drive Drainage – Ald. Borgman stated that during rain storms plumes of water and dirt are going into the lake off of Hardke Dr. and ditches are being eroded. Superintendent Delikat suggested that a pond be installed in Park Arthur. Ald. Borgman stated they should research this item further. Lakewood Meadows Pond Dredging – City Engineer White reported that the DNR stated sediment testing is not required. As soon as the K & L Contractors get the documents Public Works Committee Page 2 May 21, 2007 signed they will be forwarded to the city for execution and a preconstruction meeting will be held. Traffic Issues – Racine Avenue and Hillendale Drive – There will not be a roundabout at this intersection. Traffic signals will be installed in fall of this year. Tess Corners Box Culvert Project – City Engineer White stated that Ayres Associates are the designers. Their design was to be completed last week and the City is expecting to see it this week. They also need to submit the design to the DNR to get a permit to work in the creek. When the DNR permit is approved the City can bid the project and schedule construction. Proposed date of completion is September 3, 2007. Janesville Road Box Culvert Project – City Engineer White informed the committee that the Project is on schedule and the road should be open by June 15, 2007. UNFINISHED BUSINESS Drainage Concerns on Bellview and Bay Lane – Ald. Borgman considers this item closed business stating we can find no valid reason the City is causing the problem. Speed Study on Prospect from Sunny Hill to Westlyn Drive – Ald. Melcher, who was in attendance, stated that a speed study was done but he wanted to defer this item for one more month. During this time he would like the City Engineer to look into different types of traffic calming for this street. Insustrial Park Stormwater Alternatives – City Engineer White stated the City had R&M do an investigation on how to manage the stormwater run off from the Industrial Park. He had met with R&M personnel and recommended that alternatives 4a and 4c be studied further by R&M. He will get a services agreement from R&M and forward to the Finance Committee for approval. Kelsey Drive Storm Sewer Easement – Attorney Buck Sweeney and Hank Hermann were present for the meeting. Atty. Sweeney informed the Committee about promises that were made to him by the former Director of Engineering. Ald. Snead suggested that City Engineer White look at what the former Director of Engineering proposed to see what is a viable option and report back to the Committee next month. Road Work Hillside Drive – Mr. Rich Eberhardt, from R&M, reported that R&M did a design survey and investigated several different designs including the design requested by the previous Public Works committee. All options investigated would not work to a certain degree. Ald. Melcher stated that he thought when the City repaved the road in 2002 the road slanted the wrong way causing increased water problems for the residents. City Engineer White stated there was no change in the slant of the road when the City did roadwork in 2002. Ald. Snead suggested that the Committee first talk to the residents to see if they want the City to spend more money to study this item further. NEW BUSINESS Approval and Recommendation for 2007 Road Program Bid – Wolf Paving was the low bidder. Ald. Fiedler moved to accept the bid and recommend approval by Finance and Council. Seconded by Ald. Snead. Motion carried 3-0. Request for Crosswalks and Signs at Intersection of Moorland and Princeton – Superintendent Delikat stated that this section of the road is a City road and we can put up signs and paint a crosswalk if needed. Ald. Fiedler reminded the Committee that this intersection is in walking distance to Janesville Rd. and Moorland Rd. where there is a crosswalk and walk signals. He feels that putting a crosswalk at the Princeton intersection would be more dangerous. Ald. Fiedler requested to defer this item for 1 month. Request to waive Recycle and Refuse charges for S81 W16448 Kurtze Lane – Ald. Borgman explained that this property is vacant at this time. Ald. Borgman noted that Recycle and Refuse contract is set up in a way that the City pays for every parcel with a certificate of occupancy. If someone opts not to use this service the City is still paying for that property. Ald. Fiedler moved to deny the request to waive refuse and recycling fees for S81 W16448 Kurtze Lane. Seconded by Ald. Snead. Motion carried 3-0. Revocable Occupancy Permit for S70 W19219 Kenwood Dr. – Ald. Borgman informed the Committee that David and Neva Reimer are requesting a Revocable Occupancy Permit for their new home. They have a deck that encroaches 5’ onto a drainage easement. In the event that there is a problem the deck will have to be removed. Ald. Fiedler moved to approve a Revocable Occupancy Permit for S70 W19219 Kenwood Dr. Seconded by Ald. Snead. Motion carried 3-0. WDOT Proposal for 143/Racine Ave. Interchange – The DOT is proposing 2 roundabouts at I43 and Racine Avenue to get on and off the expressway. City Engineer White stated that roundabouts are cheaper and have a better flow of traffic. This item was placed on the agenda for information only. Approval of Truck purchase – 2007 International – Superintendent Wayne Delikat informed the Committee that this purchase was already approved in the budget. Ald. Snead moved to approve the purchase and move onto the Finance Committee. Seconded by Ald. Feidler. Motion carried 3-0. SUBDIVIDER’S EXHIBITS None. ACCEPTANCE OF IMPROVEMENTS None. NEW BUSINESS PLACED ON FILE Draft Policy for Speed Bump Placement – Ald. Borgman encouraged Superintendent Delikat to purchase portable speed bumps and install them in problem areas to see how they work. Draft Policy for Traffic Calming Items – Ald. Borgman stated he wants more information on this item for the next agenda. 2007 Little Muskego Lake Draw Down – Ald. Borgman suggested the possibility of taking the responsibility of the drawn down from the City and giving it to the District. This item will be placed on future agendas. ADJOURNMENT Ald.
