SPECIAL PUBLIC WORKS COMMITTEE
MINUTES OF MEETING HELD TUESDAY MARCH 27, 2007
Chairman Buckmaster called the meeting to order at 5:50 PM. Also present were
Committee Members Ald. Salentine and Melcher (arrived at 5:53 PM), City
Administrator Sheiffer, Ald. Borgman and Deputy Clerk Blenski.
Ald. Buckmaster led those present in the Pledge of Allegiance.
The Deputy Clerk noted that the meeting was noticed in accordance with the Open
Meeting Law.
NEW BUSINESS
Recommendation to Council for Lakewood Meadows Pond Dredging Bid and Quote for
Soil Testing
The following bids were received for the detention pond rehabilitation project:
K & L Construction, Inc. $ 48,370.50
Capitol Pavers, Inc. 68,760.00
Fischer Construction LLC 75,815.00
Willkomm Excavating and Grading, Inc. 98,669.00
Schneider Excavating, Inc. 129,010.00
A. W. Oakes and Son, Inc. 135,280.00
Valia Excavating, Inc. 154,475.00
Ald. Salentine moved to recommend acceptance of bid submitted by K & L
Construction, Inc. in the amount of $48,370.50 for the project and to recommend
approval of the sediment testing at a cost of $5,913. Ald. Buckmaster seconded;
motion carried.
Recommendation to Council to Discontinue the Future Durham Drive Alternative Route
and Further Recommend to Council to Remove It from the City’s Official Map
Ald. Salentine asked if another alternative had been determined. Ald. Buckmaster
responded no. At the last Committee meeting, it was noted that the DNR would not
approve the route as proposed. Ald. Salentine expressed concern about removing the
realignment from the map. If the development (Belle Chasse) is going to encroach on
any future realignment, are we doing a disservice? She is concerned that the
realignment will not take place. Ald. Buckmaster stated an amended preliminary plat for
Belle Chasse (with the dedication for the potential realignment removed) would be at
the next Plan Commission meeting. The City Administrator stated that the City cannot
deny the right to develop based on an alignment that would not be approved. Ald.

Buckmaster requested information from the DNR regarding why the proposed
realignment was not approved. He also requested the status of alternative options be
provided by the City Engineers. He will request that the Plan Commission defer making
a recommendation regarding the preliminary plat. Ald. Salentine moved to defer.
Ald. Melcher seconded; motion carried.
ADJOURNMENT
Ald. Salentine moved to adjourn the meeting at 6:04 PM. Seconded by Ald.
Melcher; motion carried.
