Public Works Committee - MINUTES - 3/19/2007 approved CITY OF MUSKEGO PUBLIC WORKS COMMITTEE MINUTES OF MEETING HELD MONDAY MARCH 19, 2007 Alderman Buckmaster called the meeting to order at 6:00 PM with Ald. Bob Melcher, Superintendent Wayne Delikat, Ruekert-Mielke representative Mike Campbell and those per the attached list. Alderman Buckmaster led those present in the Pledge of Allegiance. The meeting was noticed in accordance with the Open Meeting Law on March 16, 2007. APPROVAL OF MINUTES OF February 19, 2007 – Ald. Melcher moved to approve the minutes of February 19, 2007 with one correction. Under Request to waive refuse and recycling fees for six months for W219 S7646 Crowbar Drive, is should be changed to he. Seconded by Ald. Buckmaster. Motion carried 2-0. COMMUNICATION FROM THE CHAIRMAN – Discuss Committee concerns related to the Settlement Center Site – Citizen Study Committee on the future of City owned Settlement Center property (oversight, status of progress, goals and objectives) – Ald. Buckmaster stated the Public Works Committee has fulfilled the terms of the Resolution giving Public Works the authority to deal with the immediate issues and needs of the Historical Society. At this time the Resolution has been rescinded. Ald. Melcher explained at the last meeting with the Citizen Study Committee the agreement was completed and sent on to the Park and Recreation Board. Ald. Melcher noted the Committee did a fine job creating the agreement. Ald. Buckmaster thanked Ald. Melcher and Ald. Snead. These two items will be removed from the agenda. Ald. Buckmaster noted the next regular Public Works Committee meeting will be the second Monday in April in the Muskego Room. ENG/BLDG. DIRECTOR – PUBLIC WORKS SUPT. REPORT – Superintendent Delikat reported crews are working on brush trimming and sign replacement from winter damage. About 40 mailboxes have been replaced and there are no major complaints. STATUS OF PROJECTS Janesville Road Reconstruction Project – nothing new to report. Janesville Road Phase II – The Mayor’s Task Force has been recreated to look at the streetscaping plan and other issues. Settlement Center – nothing new to report. Waukesha County Traffic Study – nothing new to report Discuss Urban/Rural Drainage – nothing new to report Public Works Committee Page 2 March 19, 2007 Lakewood Meadows Pond Dredging – Mr. Campbell reported bids were opened th January 26. The low bid came in lower than the project estimate. The public hearing for the assessment went well. Mr. Campbell is recommending approval of the low bid from K&L Construction for $48,370.50 and also the quote from Giles Engineering for sediment sampling and testing services for $5,913.00. Ald. Buckmaster explained action cannot be taken at this meeting, but a special Public Works meeting will be th scheduled prior to Finance on March 27. This item will be placed on the Finance and th Common Council agenda for approval on March 27 also. Traffic Issues/Racine Avenue and Hillendale Drive – Ald. Melcher stated he heard talk of the County installing a roundabout at this intersection. This item will be placed on the agenda for the special Public Works meeting to make a formal recommendation to Waukesha County that the City of Muskego would prefer a Class A intersection instead of a roundabout. UNFINISHED BUSINESS Drainage concerns on Bellview and Bay Lane – Margie Backhaus, W165 S7467 Bellview Drive was present. Ms. Backhaus stated water is flooding her basement and her neighbor Mr. Wagener’s basement. The land is sinking, where trees used to be on a hill it is now flat. Ms. Backhaus further stated her water is running into her neighbor’s yard. Ms. Backhaus feels the water is coming from the top of the hill. Mr. Campbell explained there is a drainage problem at W165 S7423 Bellview Drive. Water is being trapped by the Library parking lot. At the time of construction a storm sewer and catch basin were not installed and the parking lot was graded differently. A berm was installed to keep the drainage from the parking lot from going into the yards. Mr. Campell proposed installing a 12” pipe across the parking lot with the end section in the ditchline and with a perforated drain tile running into the yard at W165 S7423 Bellview to alleviate the problem. This will also help the neighbor to the south. Mr. Campbell stated there may be drainage problems along the other properties, which include Ms. Backhaus’ property, because the water is flowing from the south to the north. However, according to the topography maps the problem is not being caused by the construction of the Library or the condos. The City built a berm to keep the water from the condos from going to the east. Superintendent Delikat reported the berm is working properly. Ald. Buckmaster stated the options to correct the drainage problem will be mailed out to all the affected residents and the Library Board. Discuss no parking signs on Sue Marie Court – Ald Buckmaster explained Ald. Schaefer has withdrawn her request for the no parking signs to be removed on Sue Marie Court. Fred Korth, S86 W18505 Denice Ct. South – Mr. Korth stated they are in favor of the no parking signs remaining. Concerned with high school students cutting through the yards, leaving debris, and parking in front of fire hydrants and driveways. Also feels Public Works Committee Page 3 March 19, 2007 parking along this street would be hazardous to the younger children who are walking to the bus. Ald. Melcher moved to remove this item from the agenda. Ald. Buckmaster seconded. Motion carried 2-0. Speed study on Prospect from Sunny Hill to Westlyn Drive - Ald. Melcher moved to defer. Seconded by Ald. Buckmaster. Motion carried 2-0. NEW BUSINESS Approval of Woodland Creek Subdivision sign located within the City right of way – The Committee reviewed the plans for the Woodland Creek Subdivision sign located within the City right of way. Ald. Melcher moved to approve the location of the Woodland Creek Subdivision sign. Ald. Buckmaster seconded. Motion carried 2-0. Amendment to Chapter 9 of the Municipal Code – Loud and Unnecessary Noise Prohibited (Sunday Work Hours) –Ald. Buckmaster explained this item was referred back to the Public Works Committee by Common Council. Discussion took place on distinguishing between residential and commercial construction work. Mr. Campbell stated due to weather setbacks it has been necessary to work on weekends to complete public works projects. Ald. Buckmaster requested Mr. Campbell research other Communities as to how they address work on Sundays. Ald. Melcher moved to defer. Seconded by Ald. Buckmaster. Motion carried 2-0. Discuss Tess Corners Box Culvert Project – Superintendent Delikat updated the Committee on the status of the Tess Corners box culvert project. Ayres Associates will provide engineering services necessary to complete the entire project. This will include design of the box culvert, bidding, permits, construction and inspections. Ald. Buckmaster requested this item be placed on future agendas under status of projects. Discuss Durham Drive Alignment – Superintendent Delikat explained Plan Director Muenkel received correspondence from the DNR stating the City was told over a year ago that the DNR could not approve the original alternative due to the wetlands. Superintendent Delikat explained the alignment portion of the project is being discontinued, but the road still needs to be paved. Ald. Buckmaster questioned how this will affect the 5 Year Capital Plan. Ald. Buckmaster moved to send this item to Finance. Seconded by Ald. Melcher. Motion carried 2-0. Approval of Baseler CSM Construction Plans – Ald. Buckmaster read a letter from Ken Ward, Ruekert-Mielke, recommending approval of the Baseler CSM Construction Plans. Ald. Melcher moved to approve the Baseler CSM construction plans. Seconded by Ald. Buckmaster. Motion carried 2-0. Discuss Industrial Park Stormwater Alternatives – Mr. Campbell presented different alternatives for regional detention ponds in the Industrial Park. A detailed plan was submitted to the Mayor’s Office. A regional detention pond would allow the Industrial Park to finish out its development without construction of several smaller ponds. Having Public Works Committee Page 4 March 19, 2007 to locate a pond on each of these lots restricts the use of the lots. The plan shows six different sites where the water could be captured and stored. Potential developers could then contribute to the construction of the regional pond. Mr. Campbell discussed the storage needs for the Industrial Park and the flow reduction for each alternative. The most promising alternative is the Delta site on Mercury Drive. Ald. Buckmaster requested copies of the plan submitted to Mayor Johnson. Ald. Melcher moved to defer. Seconded by Ald. Buckmaster. Motion carried 2-0. Discuss parking concerns on Princeton Drive – Ald. Buckmaster explained there have been issues with semi trailers parking on the residential street behind Aldi and Jetz Fuel. The Police Department has been requesting they move by leaving a business card with a courtesy note. Ald. Buckmaster questioned if the City should post no parking signs on this street or by Ordinance restrict semi trucks from parking within the entire City unless permission is received by the Police Department. Aldi, Jetz and Waukesha State Bank all have their security guards patrol the area and do not allow their trucks to park there. Ald. Buckmaster requested Mr. Campbell research other communities as to how they address these concerns. SUBDIVIDER’S EXHIBITS - none ACCEPTANCE OF IMPROVEMENTS - none NEW BUSINESS PLACED ON FILE Draft policy for traffic calming items/ Draft policy for speed bump placement - Mr. Campbell distributed information from Madison on their polices and procedures from review to construction of traffic calming devices. Mr. Campbell noted in one community in Louisiana after a request has been received from a Homeowners Association or Alderman it is reviewed by Engineering and then will go back to the residents for funding of construction and maintenance of these devices. Ald. Buckmaster requested copies of the Neighborhood Traffic Management Program for the Committee members. Ald. Melcher moved to defer. Seconded by Ald. Buckmaster. Motion carried 2-0. 2007 Little Muskego Lake draw down- Staff along with Mr. Campbell will research the files relating to who determines at what level the lake is drawn down. This information should also be shared with the Lake District at their annual meeting in August/September. Discuss 2007 Road Program - Superintendent Delikat explained Durham Drive should be repaved this year and will need funding included in the Road Program. Mr. Campbell stated asphalt prices increased this about 15% from last year. Superintendent Delikat stated Hillside Drive will need to be repaired this year to correct a drainage problem. Ald. Buckmaster noted Council has set aside additional funding for Hillside Drive in the amount of $40,000. Public Works Committee Page 5 March 19, 2007 Superintendent Delikat explained the Moorland Road at Sandalwood Drive turning lanes are budgeted this year but for only $30-40,000, the turn lanes on Durham Place and Moorland Road cost $98,000 last year. With the price increase this year the turning lanes on Moorland and Sandalwood could cost $120,000. Staff will prepare the road ratings with the cost estimates and a five-year plan for the next meeting COMMUNICATION AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW. ADJOURNMENT Ald.
