Public Works Committee - MINUTES - 6/18/2007 CITY OF MUSKEGO Approved PUBLIC WORKS COMMITTEE MINUTES OF MEETING HELD MONDAY JUNE 18, 2007 Alderman Borgman called the meeting to order at 5:00 p.m. with Ald. Noah Fiedler and Ald. Tracy Snead present along with City Engineer David White, Public Works Superintendent Wayne Delikat, City Administrator Jennifer Sheiffer, and those per attached list. Alderman Borgman led those present in the Pledge of Allegiance. The meeting was noticed in accordance with the Open Meeting Laws on June 15, 2007. APPROVAL OF MINUTES OF MAY 21, 2007 Ald. Fiedler moved to approve the minutes of May 21, 2007. Seconded by Ald. Snead. Motion carried 3-0. CITY ENGINEER/PUBLIC WORKS SUPT. REPORT City Engineer White stated that there was nothing extra to discuss. STATUS OF PROJECTS Janesville Road Phase II – City Engineer White stated there was nothing new to discuss. He also stated that the City Planner Jeff Muenkel sent out a request for street scape work. Waukesha County Traffic Study (Racine/HenneberryNorth Shore Drive) – Ald. Borgman informed the committee that Waukesha County lower the speed limit to 45 mph. Urban/Rural Drainage The Island Drive Drainage Project – Ald. Borgman was unable to contact all residents involved. Superintendent Delikat informed the committee that the restoration of grass was complete and culverts were installed. Lakewood Meadows Pond Dredging – City Engineer White stated that the City is waiting for the contract to be returned by the low bidder. Traffic Issues – Racine Avenue and Hillendale Drive – Preliminary plans for traffic signals were received from Waukesha County. Tess Corners Box Culvert Project – City Engineer White stated that the plans are done and we are waiting for permit from the DNR. Once the permit is received the City will bid the project and schedule construction. Janesville Road Box Culvert Project – City Engineer White stated that the road will be open this week. Public Works Committee Page 2 June 18, 2007 2007 Road Program – City Engineer White stated that Woods Road will be started after th the 4 of July. Industrial Park Stormwater Alternatives – R&M has just started to review the two alternatives. UNFINISHED BUSINESS Speed Study on Prospect from Sunny Hill to Westlyn Drive – The speed study was done on the top of the hill. Ald. Melcher proposed the use of tubular markers between Sunny Hill and Westlyn Drive. City Engineer White stated that these markers are used for consruction zones, not for residential areas. Ald. Fiedler suggested to start with double yellow lines and more signage in that area. Kelsey Drive Storm Sewer Easement – City Engineer White stated that the alternatives to pipe the water someplace else are quite expensive. He also stated that he will be running a sewer camera through the system to determine whether the existing piping system has failed. Road work Hillside Drive – Mr. Rich Eberhardt from Ruekert & Mielke reported that they did a design survey and investigated several different designs. He couldn’t give a firm recommendation without further study. The Committee needs to decide if the City should spend the time and money to study this project further. Ald. Borgman requested that R & M work up an estimated cost for this study. Several residents that live on Hillside Drive expressed their concern about the amount of water that is running through their property. Request for Crosswalks and signs at the intersection of Moorland and Princeton – Ald. Palvelko requested to defer this for 1 month due to the fact that he couldn’t contact all the residents involved. Ald. Fiedler stated that it would be safest to encourage pedestrians to cross at the crosswalk at the intersection of Janesville and Moorland. NEW BUSINESS Holtz Drive Cul de sac No Parking Signs – Ald. Fiedler informed the Committee that this cul de sac is being used for parking. The residents in this area are requesting a No Parking sign be placed in this area. Superintendent Delikat stated that with the construction of a new home on this road temporary parking would need to be established. Ald. Fiedler moved to establish a no parking zone at the cul de sac at the end of Holz Drive and move this item onto the Common Council. Seconded by Ald. Snead. Motion carried 3-0. Discussion and direction concerning possible changes to Chapter 29 of the Code of Ordinances titled Erosion Control – City Administrator Sheiffer recommended to amend Public Works Committee Page 3 June 18, 2007 the current ordinance to discontinue the practice of requiring surety bonds related to erosion control. Ald. Fiedler moved to accept and recommend to Council the changes in Chapter 29 recommended by the City Administrator. Seconded by Ald. Snead. Motion carried 3-0. Discuss Center Drive extension to lake – Ald. Borgman informed the Committee that in 1922 when Krogman’s subdivision was built this piece of land was deeded as a city right of way. The City never completed that piece of road. In 1927 this property was given to the citizens of Krogman’s subdivision for lake access by the developer. Two year ago the City decided that the original document written in 1922 stands. That piece of lot is City road way, but will never be developed. Since this is public land it cannot be used by only one group of people. Discuss culvert installation in Quietwood East – Ald. Palvelko appeared on behalf of Joe Rosiak permission to install a culvert in the drainage easement in his back yard. The City had offered the people in Quietwood East that if they bought the culvert the City would bury it. At that time the Rosiak’s couldn’t afford to buy the culvert. They now have the culvert and want to install it. City Engineer White stated that the drainage course shouldn’t be changed after the subdivision has been completed. He also stated that the best way to filter out impurities in stormwater is to run it in grass ditches over land before it gets to the waters of the state and not put it in pipes. Ald. Palvelko stated that other residents had previously been given permission by the City to install culverts. Ald. Fiedler moved to deny the culvert installation request. Seconded by Ald. Snead. Motion carried 3-0. Discuss speed table installation to Muskego Drive – Ald. Borgman informed the Committee that Superintendent Delikat had set up chevrons last winter. Speed bumps had been used in the past, but did not meet the approval of the citizens. There is now a group of citizens who are petitioning that smaller speed bumps be installed. SUBDIVIDER’S EXHIBITS Request from Carity Land Development for review and approval of construction plans for Belle Chasse Subdivision – City Engineer White said plans had been reviewed by R&M and the City and is recommending approval of the plans on the condition that R&M and City comments be addressed. Motioned by Ald. Fiedler. Seconded by Ald. Snead. Motion carried 3-0. ACCEPTANCE OF IMPROVEMENTS None.
