Public Works Committee- MINUTES - 7/23/2007 CITY OF MUSKEGO Approved PUBLIC WORKS COMMITTEE MINUTES OF MEETING HELD MONDAY JULY 23, 2007 Alderman Borgman called the meeting to order at 5:00 p.m. with Ald. Noah Fiedler and Ald. Tracy Snead present along with City Engineer David White, Public Works Superintendent Wayne Delikat, City Administrator Jennifer Sheiffer, and those per attached list. Alderman Borgman led those present in the Pledge of Allegiance. The meeting was noticed in accordance with the Open Meeting Laws on July 20, 2007. APPROVAL OF MINUTES OF MAY 21, 2007 Ald. Fiedler moved to approve the minutes of June 18, 2007, with the correction of the spelling of his name on pages 2 and 4. Seconded by Ald. Snead. Motion carried 3-0. CITY ENGINEER/PUBLIC WORKS SUPT. REPORT City Engineer White stated that there was nothing extra to discuss. STATUS OF PROJECTS Janesville Road Phase II – City Engineer White informed the Committee that this Project is the County reconstruction of Janesville Road from Racine Ave. to Moorland Rd. There have not been any engineering contracts signed yet. They anticipate the first public information meeting to be held sometime in September of this year. Lakewood Meadows Pond Dredging – City Engineer White stated that digging should begin this week. Traffic Issues – Racine Ave and Hillendale Dr – City Engineer White informed the Committee that Waukesha County is designing traffic signals for that area and has set a bidding schedule for August. Construction will start in September and should be complete by the end of October. Tess Corners Box Culvert Project – City Engineer White stated that the plans were prepared by Ayres Associates and the bids are out. The bid opening is scheduled for rd August 3, 2007. The City is still waiting for a permit from the DNR. 2007 Road Program – City Engineer White stated that this project is almost complete. The only work left is surface layer on Woods Road, from Racine to Janesville, which should be complete by the end of the week. Industrial Park Stormwater Alternatives – City Engineer White informed the Committee that R&M is working on this project and the City is expecting their results by August. Public Works Committee Page 2 July 23, 2007 UNFINISHED BUSINESS Speed Study on Prospect from Sunny Hill to Westlyn Drive – Superintendent Delikat informed the Committee that the double yellow lines have been painted. Ald. Snead suggested that we give the lines time to work and then do another speed study. Kelsey Drive Storm Sewer Easement – City Engineer White informed the Committee that they ran a sewer camera through the piping system and found it to be in good condition. He stated that the piping system is functioning the same as when it was first built. There are some sink holes which need to be filled in. Ald. Borgman moved to have City Engineer White contact Attorney Sweeney and inform him of the results of the sewer camera and have Superintendent Delikat fill the sink holes in the 25’ easement area. Seconded by Ald. Fiedler. Motion carried 3-0. Road Work Hillside Drive – Ald. Borgman informed the Committee that last year’s Public Works Committee put funds into the budget for this project and the current Committee should honor that decision to find a solution. He suggested that City Engineer White instruction R&M to work up plans not to exceed $40,000.00. Request for Crosswalks and Signs at Intersection of Moorland and Princeton – City Engineer White did not recommend painting crosswalks that would not connect to any pedestrian facilities. Ald. Borgman suggested that Ald. Pavelko speak to the resident who recommended crosswalks at this intersection. Island Drive Drainage Problem – Superintendent Delikat informed the Committee that the problem was already resolved. Ald. Borgman stated that there was still one lot that needed work and he find out if they are still having water problems. Discuss Center Drive Extension to Lake – City Assessor Mecha is putting together an outline of the history on this item. Ald. Fiedler moved to defer this item to the October 2007 meeting. Seconded by Ald. Snead. Motion carried 3-0. Discus Speed Table Installation to Muskego Drive – Ald. Borgman informed the Committee that a petition was done to see if the residents in this area objected to the installation of speed tables. The majority of the residents were in favor of the installation. Ald. Snead moved to get a proposal to install speed tables. Seconded by Ald. Fiedler, with the amendment to include a $15,000.00 limit. Motion carried 3-0. Durham Drive Road Project (McShane to North Cape) – City Engineer White discussed the history of this project. He suggested that the City make improvements on Durham Road with it’s existing alignment. Ald. Fiedler moved to authorize minor reconstruction on Durham Road, based on advice from City Engineer White, and bring this issue back in 3 years to determine the needs of the road based on usage. Seconded by Ald. Snead. Motion carried 3-0. Public Works Committee Page 3 July 23, 2007 NEW BUSINESS Discuss Speeding concerns on Janesville Rd., Racine Ave., and S. Denoon Rd., per Ald. Schaefer – Ald. Tina Schaefer discussed speeding issues on these roads and suggested that the Committee submit a letter to Waukesha County requesting reduced speed limits on Janesville Road and Racine Ave. The Committee asked for a speed study on Denoon Road. Request for revocable Occupancy for W155 S7664 Raintree Ct. – Ald. Borgman informed the Committee that Cary and Sandra Donovan are requesting a Revocable Occupancy Permit for their new home. They want to build a berm within the 10’ watermain easement. Ald. Fiedler moved to approved the Revocable Occupany Permit with specified changes to the document. Seconded by Ald. Snead. Motion carried 3-0. Review and Action on Engineering Proposal from Bonestroo for Tess Corners creek Stream Bed Stabilization Project – Brian Lennie from Bonetroo discussed the erosion of the stream bed along Tess Corners Creek. City Engineer White stated that there is already money in the budget for this project. Ald. Snead moved to forward this item to the Finance Committee to spend the money to get this project started. Seconded by Ald. Fiedler. Motion carried 3-0. Discuss proposed Amendment to Chapter 8 of the Municipal code to Delete Section 8.025 which requires payment of a ditch inspection fee and ditch bond where there is curb and gutter – City Administrator Sheiffer recommended to amend the current ordinance to discontinue the practice of collecting a ditch bond fee and inspection fee for properties with curb and gutter. Ald. Fiedler moved to accept and recommend to council the changes in Chapter 8 recommended by the City Administrator. Seconded by Ald. Snead. Motion carried 3-0. SUBDIVIDER’S EXHIBITS Request for Review and Approval of Construction Plans for Rustic Trail Estates – City Engineer White recommended approval of the plan contingent upon 2 minor changes. Ald. Snead moved to approved the plan. Seconded by Ald. Fiedler. Motion carried 3-0. ACCEPTANCE OF IMPROVEMENTS None.
