MINUTES OF MEETING HELD MONDAY FEBRUARY 19, 2007
Alderman Buckmaster called the meeting to order at 6:00 PM with Ald. Nancy Salentine,
Ald. Bob Melcher, Superintendent Wayne Delikat, City Administrator Jennifer Sheiffer,
Ruekert-Mielke representative Mike Campbell and those per the attached list.
Alderman Buckmaster led those present in the Pledge of Allegiance.
The meeting was noticed in accordance with the Open Meeting Law on February 16,
2007.
APPROVAL OF MINUTES OF DECEMBER 11, 2006 – Ald. Melcher moved to
approve the minutes of December 11, 2006. Seconded by Ald. Salentine. Ald.
Salentine questioned why the agenda item No Parking on Sue Marie Ct was placed
th
under Unfinished Business. At the December 11 meeting the issue was deferred. Ald.
Buckmaster explained this item has been placed under New Business Placed on File. It
is still available for discussion but cannot be acted on. Motion carried 3-0.
COMMUNICATION FROM THE CHAIRMAN –
Discuss Committee concerns related to the Settlement Center Site – nothing new to
report
Citizen Study Committee on the future of City owned Settlement Center property
(oversight, status of progress, goals and objectives) – Ald. Melcher stated good
progress is being made. The Committee is on the last page of the agreement. Ald.
Snead explained the Committee has worked through a draft agreement. There will be
two more meetings before the end of the month and the agreement should be
completed by the last meeting. After the agreement is completed the draft will go to the
Historical Society and Committee of the Whole for minor changes before it comes
before Common Council for final approval.
Letters of Commendation/Appreciation – Ald. Buckmaster stated letters of appreciation
will be coming forward for the following:
Plan Director Jeff Muenkel and Dave Simpson for staff support to the Mayor’s
Task Force Committee.
Mayor’s Task Force Members
Public Works Department for efforts with the Historical Society to get them ready
for Historical Days.

Ald. Buckmaster stated he has heard many comments on the good job the Public Works
Department is doing with the plowing.
STATUS OF PROJECTS
Janesville Road Reconstruction Project – nothing new to report
Janesville Road Phase II – nothing new to report
Settlement Center – nothing new to report
Waukesha County Traffic Study – nothing new to report
Discuss Urban/Rural Drainage – nothing new to report
Lakewood Meadows Pond Dredging – Mr. Campbell explained seven bids have been
received for this project. The project was bid in two parts. The base bid included
dredging and placing the outfall structure. The second part was for storm sewer work
on the hill at the request of past staff. Base bids range from $48,000-$154,000 and the
alternate from $25,000-$30,000. The project has not been awarded and has also been
extended until August. Administrator Scheiffer noted preliminary assessment notices
have already been sent out.
Traffic Issues/Racine Avenue and Hillendale Drive – Ald. Buckmaster stated he was
under the understanding that the County will be paying the total costs for the
improvements to make the Racine and Hillendale Intersection a Class “A” intersection.
Ald. Buckmaster requested the status of projects report be updated for the next
meeting.
UNFINISHED BUSINESS
Preliminary discussion on reopening of Durham Drive cul-de-sac- Ald. Buckmaster
gave some background and explained a petition was signed by residents who want the
Durham Drive cul-de-sac re-opened. The main issue is traffic that cuts through Bushy’s
and Atonement Church’s parking lots. The costs to re-open the Durham Drive cul-de-
sac range from $700,000 to $1.2 million. Ald. Salentine moved to deny. Seconded
by Ald. Melcher. Motion carried 3-0.
Discuss “No Engine Braking” on Racine Avenue from Lochcrest Blvd to Bayshore Drive-
Superintendent Delikat stated the No Engine Braking signs have been installed. Ald.
Melcher reported no complaints. The Committee will monitor this issue in spring when
the asphalt plants open again.
Discuss storage of items in right of way at W184 S6555 Ruby Drive, tax key 2174.131-
Ald. Buckmaster stated the property owner has been mailed several letters from staff
and has received no response. Ald. Salentine moved to deny the revocable
occupancy permit for items in the right-of-way and to direct the Plan Department
to move forward with code enforcement. Seconded by Ald. Melcher. Motion
carried 3-0. Ald. Buckmaster noted that any citations will be mailed by certified mail.
Request for stop sign on Cherrywood Drive and Westfield Way – Ald. Buckmaster
explained the subdivision is built out and is requesting stop signs be placed at
Cherrywood Drive and Westfield Way. Ald. Salentine moved to recommend

approval of installing stop signs on Cherrywood Drive and Westfield Way.
Seconded by Ald. Melcher. Motion carried 3-0.
NEW BUSINESS
Drainage concerns on Bellview and Bay Lane – Superintendent Delikat explained
grades have been taken of the area and staff has pictures of the flooding.
Margie Backhaus of W165 S7467 Bellview Drive was present. Ms. Backhaus explained
her property and the neighbor’s property used to be flat. The land is now sloping down
hill and has standing water. Trees have lost ground from the running water because of
water running down from the apartment buildings.
Mike Duplanty, W165 S7423 Bellview Drive, stated he brought this issue forward when
the library was being built. Staff has been out there. The only thing that was done to
help the problem was a berm being installed to stop some of the water coming off of the
parking lot. Mr. Duplanty also stated his yard has eroded from flooding.
The Committee directed Mr. Campbell to propose options and draft a supplement for
the March meeting. Notices will be mailed out to the residents with the options prior to
the meeting.
The Committee recessed at 7:18 PM.
The Committee returned at 7:25 PM.
Speed study on Prospect from Sunny Hill to Westlyn Drive – Ald. Melcher stated he had
concerns with the study being done at the top of the hill when the problem is taking
place at the bottom of the hill. Ald. Melcher also stated the residents are requesting
speed bumps. Ald. Melcher moved to defer. Seconded by Ald. Salentine. Motion
carried 3-0.
Request to waive refuse and recycling fees for S110 W16126 Union Church Rd – Ald.
Melcher moved to deny the request to waive refuse and recycling fees for S110
W16126 Union Church Road. Seconded by Ald. Salentine. Motion carried 3-0.
Request to waive refuse and recycling fees for six months for W219 S7646 Crowbar
Drive - Jeff Davis was present. Mr. Davis explained he also has a home in Colorado
where he spends a significant portion of the year. He is requesting to either have the
fees waived for several months or cancel pick up altogether. Ald. Buckmaster explained
according to the contract the City is charged per house. Mr. Davis stated he has
requested several times for something is writing stating he has to pay these charges.
Ald. Salentine gave him a copy of Ordinance #1115. Ald. Salentine moved to deny
the request to waive refuse and recycling fees for six months for W219 S7646
Crowbar Drive. Seconded by Ald. Melcher. Motion carried 3-0.
Review quotes for chipper – The Committee reviewed the three quotes for the chipper.
Superintendent Delikat recommended approving the low bid from Vermeer – Wisconsin,

Inc. for $30,360.00 without the extended warranty options. Ald. Salentine moved to
approve the quote from Vermeer- Wisconsin Inc. for $30,360.00. Seconded by Ald.
Melcher. Motion carried 3-0.
Kelsey Drive stormwater – purchasing of material – Superintendent Delikat explained
the company the City buys storm water pipe from is going out of business. All the
materials is ½ price. Currently there is a pipe on Kelsey Drive that is failing and will
need to be replaced. The road has flooded out because of this failing pipe. The cost for
a 24” diameter pipe is $15.50/foot. At the most 2800 feet will be needed, but possibly
less if the City can get permission from the property owners to go through their farm
fields. Ald. Melcher moved to approve the purchase of materials not to exceed
2000 feet of pipe with installation in 2008. Seconded by Ald. Salentine. Motion
carried 3-0.

NEW BUSINESS PLACED ON FILE
Draft policy for traffic calming items/ Draft policy for speed bump placement (March
meeting) - Ald. Buckmaster requested options from Ruekert-Mielke for additional traffic
calming devices.
2007 Little Muskego Lake draw down – Ald. Buckmaster recommended research be
completed to determine what authority the City has to regulate the draw down. Mr.
Campbell suggested looking back at the original permit. Superintendent Delikat
recommended meeting with a representative from each lake group, the DNR and City
staff.
Discuss no parking signs on Sue Marie Ct. (Ald. Schaefer) – Ald. Salentine gave
background on this item. Problems arose when high school students were parking on
the street and walking to school and destroying resident’s yards. No parking signs
were placed on Sue Marie Court. Signs were also placed along Racine Ave from
Woods Road to Henneberry. There are four townhouses along Sue Marie Court with
eight families. Ald. Salentine recommended removing the no parking signs if all the
eight residents were to sign off with their approval. Ald. Salentine also noted when the
school was remodeled that opened up more parking spots for the students to park.
Ald. Salentine stated Chief Geiszler has not seen any problems with street parking
since the school was remodeled. Ald. Salentine suggested taking any requests to
remove the no parking signs on an individual basis.
Ald. Schaefer was present with Rick Witzlsteiner of W183 S8533 Sue Marie Court. Ald.
Schaefer requested the no parking signs be removed on Sue Marie Court. The high
school currently has 130 open parking spaces and has not revoked many parking
privileges this year. Ald. Schaefer stated she has petitions from six of the eight
residents along Sue Marie Court to remove the signs. Mr. Witzlsteiner explained his

family has four vehicles and cannot fit them all in the driveway. He has been ticketed
twice for having the vehicles parked in front of his house. Mr. Witzlsteiner stated there
is currently one townhouse that has both units vacant.
Eric Schroeder of W131 S8437 Eagles Way was present as a member of the school
board. Mr. Schroeder stated when there were issues with students parking on Racine
Avenue he worked with the Police Department to place no parking signs within a ½ mile
to a mile radius around the high school. The cost to park in the high school parking lot
is $200.00 a year. This year the parking spots are paid for so there probably won’t be a
problem with street parking, but if the signs are removed on Sue Marie Court, next
school year there will be a problem.
Committee directed Ald. Buckmaster to notify Chief Geiszler to temporarily cover the No
Parking Signs on Sue Marie Court for eight months. This issue can be re-visited when
school starts in September. Superintendent Delikat suggested removing the sign and
leaving the poles in place. Committee agreed.
Discuss 2007 Road Program – Superintendent Delikat recommended not re-paving
Hillendale Drive and Martin Drive as part of the 2007 Road Program. Watermain may
installed along Hillendale Drive within the next two years and Martin Drive has two
subdivisions under construction. Superintendent Delikat is proposing to include the
following:
Woods Road from the High School to the County Park
Hillside Drive form Hillview to Lochrest Blvd
Durham Drive from McShane to North Cape Drive
Moorland bypass/right turn lanes at Sandalwood Drive
Superintendent Delikat stated the turn lanes in the industrial park are not necessary
because there in not a need for them. Ald. Melcher questioned if there was an issue
with trucks going through the subdivision from the Industrial Park. Superintendent
Delikat stated signs were posted. Committee discussed placing this issue of the
Industrial Park on the Committee of the Whole agenda for clarification. Ald. Melcher
moved to include on the February Committee of the Whole agenda the 2007 Road
Program specific to the Industrial Park. Seconded to Ald. Salentine. Motion
carried 3-0.
