MINUTES OF MEETING HELD MONDAY AUGUST 20, 2007
Alderman Borgman called the meeting to order at 5:05 p.m. with Ald. Tracy Snead present along
with City Engineer David White, Public Works Superintendent Wayne Delikat, City
Administrator Jennifer Sheiffer, and those per attached list.
Alderman Borgman led those present in the Pledge of Allegiance.
The meeting was noticed in accordance with the Open Meeting Laws on August 17, 2007.
APPROVAL OF MINUTES OF JULY 23, 2007
Ald. Snead moved to approve the minutes of July 23, 2007. Seconded by Ald. Borgman.
Motion carried 2-0.
CITY ENGINEER/PUBLIC WORKS SUPT. REPORT
City Engineer White stated that there was nothing extra to discuss.
STATUS OF PROJECTS
Janesville Road Phase II – City Engineer White stated that the first Operational Plan Meeting
was scheduled for August 22, 2007.
Lakewood Meadows Pond Dredging – City Engineer White informed the Committee that the
work is complete.
Traffic Issues – Racine Ave and Hillendale Dr – City Engineer White stated that construction
will start in September and that the project is on schedule.
Tess Corners Box Culvert Project – City Engineer White informed the Committee that the bid
was awarded last week to Woleske Construction and construction will start after Labor Day.
2007 Road Program – City Engineer White informed the Committee that this project is complete
and the remainder of money is available to go towards the Hillside Drive Project.
Industrial Park Stormwater Alternatives – City Engineer White informed the Committee that
R&M is working on this project and the City is expecting their results next month.
Speed table installation on Muskego Dr. – City Engineer White informed the Committee that the
contractor will be back to modify the tables according to the City’s specifications. They will be
reheating the road and adding new asphalt to reshape the speed tables.
Tess Corners Creek Stream bed stabilization – City Engineer White stated that the work has not
been started yet.

UNFINISHED BUSINESS
Speed Study on Prospect from Sunny Hill to Westlyn Drive – Superintendent Delikat informed
the Committee that the double yellow lines have been painted. There will be another speed study
done in a few months to see if the lines are working.
Kelsey Drive Storm Sewer Easement – Ald. Borgman stated that the system appears to be
working properly and that the City agreed to fill in some sink holes. Superintendent Delikat
stated that the City will fill in the sink holes as soon as the rain stops and may install a temporary
culvert in the easement.
Road Work Hillside Drive – City Engineer White informed the Committee that R&M studied the
problem and proposed installing a slotted drain system on the east side of the pavement. Ald.
Borgman suggested that R&M finish their proposal and get bids for construction.
Island Drive Drainage Problem – Ald. Borgman stated that the project was completed
successfully.
Discuss Center Drive Extension to Lake – Ald. Borgman informed the Committee that the
homeowners in this area will be meeting with the City on August 27, 2007. He suggested this
item be tabled until that time.
Speed Study South Denoon Road – The Committee looked over the speed study and determined
that the average speed on this road was 28 mph, but there were still some vehicles going faster
than that. Superintendent Delikat informed the Committee that this road is maintained by the
Town of Norway and he will talk to them about putting up more 25 mph signs. Ald. Borgman
suggested that the police to another speed study at the end of September.
Request by Ald. Pavelko to reconsider storm sewer installation at W155 S7652 Raintree Court –
Ald. Pavelko stated that the homeowners were given verbal approval to install a culvert last year.
City Engineer White stated that he is against installing a pipe, but he would work with the
homeowners if they had a plan he could look at. Ald. Snead suggested that the homeowners
work with the City Engineer and come back with a plan to the Committee next month.
Discuss Little Muskego Lake Draw Down – Ald. Borgman stated the he has talked to the
Chairman of the Little Muskego Lake Protection and Rehabilition District. He will come up
with a recommendation to the City of the drawn down and draw down dates should be based on
the consensus of the riparian owners. Ald. Borgman suggested this item be put on hold until the
September Lake Meeting.
NEW BUSINESS
Review and action on proposed storm sewer easement at W186 S7756 Lincoln Dr. –
Superintendent Delikat recommended that the City acquired an easement on Lincoln Dr. and
install a storm sewer pipe for drainage. City Engineer White recommended approval. Ald.
Snead moved to approve the easement on Lincoln Dr. Seconded by Ald. Borgman. Motion
carried 2-0.

Discussion and action on 2008-2009 LRIP Paving Program – City Engineer White explained
that the LRIP Paving Program is a state program that gives an entitlement of money to cities to
pave roads. He would like to include the paving of Martin Drive in this program. He would also
like to see the money from the 2006-2007 program be transferred to this project. Ald. Snead
moved that the City approve the paving of Martin Drive from College Ave. to JanesvilleRd.
for the LRIP 2008-2009 Program. Seconded by Ald. Borgman. Motion carried 2-0.
Discussion of Hardtke Drive drainage ditch – City Engineer White suggested that a camera be
run through the 18” pipes to make sure they are working properly. He stated that a lot of the
water comes from the Park Arthur site and suggested that a retention pond be placed in the
design of Park Arthur.
Discussion on truck traffic noise on Moorland from Janesville Rd. to Woods Rd. – Ald. Borgman
informed the Committee that this road is already posted with “No Trucking Over 10,000 lbs”
signs. Ald. Snead suggested that the City talk to Waukesha County about placing more signs and
talk to the Police Department about patrolling this area a little better.
