Public Works Committee - MINUTES - 4/10/2007 CITY OF MUSKEGO Approved SPECIAL PUBLIC WORKS COMMITTEE MINUTES OF MEETING HELD TUESDAY APRIL 10, 2007 Chairman Buckmaster called the meeting to order at 7:01 PM. Also present were Committee Member Ald. Melcher, City Administrator Sheiffer, Mayor Johnson, Ald. Borgman and Deputy Clerk Blenski. Committee Member Ald. Salentine was excused. Ald. Buckmaster led those present in the Pledge of Allegiance. The Deputy Clerk noted that the meeting was noticed in accordance with the Open Meeting Law. APPROVAL OF MINUTES Ald. Melcher moved for approval of the minutes of the meetings held March 19, 2007 and March 27, 2007. Ald. Buckmaster seconded; motion carried. COMMUNICATIONS FROM THE CHAIRMAN On behalf of the Public Works Committee, Ald. Buckmaster extended wishes for a speedy recovery to Committee Member Ald. Salentine. UNFINISHED BUSINESS Recommendation to the Council to Discontinue the Future Durham Drive Alternative Route and Further Recommend to Council to Remove it from the City’s Official Map Mayor Johnson asked that the Committee defer this matter. He has experienced problems communicating with the DNR. The two plans involve going through the wetlands or going on the existing right-of-way. The cost of each plan is about the same. The differences involve land acquisition costs vs. construction costs. It appears that going through the wetlands will be an issue. Ald. Melcher moved to defer. Ald. Buckmaster seconded; motion carried. Mayor Johnson left the meeting. NEW BUSINESS Approval of 2007 Road Program City Administrator Sheiffer stated that $586,000 was budgeted for the 2007 Road Program. The projects that are anticipated to be part of the 2007 Road Program are: Woods Road - Janesville to Racine Avenue Tans Drive - Racine Avenue to Hillendale Drive Lions Park Drive - Janesville Road to 175’ West of Kelsey Holz Cul-de-Sac - Paving Public Works Committee Page 2 April 10, 2007 Lake Drive - Lannon to Michi Drive Ms. Sheiffer noted that the Woods Road project was the largest and most expensive with a cost estimate of $437,600. The other projects are smaller and were deemed to be the next most important by Public Works Superintendent Delikat. The estimated total for the road program as it now stands would $604,670, which includes a 10% contingency in the amount of $54,970. Depending on the bid amounts that are submitted, one of the smaller projects may have to be eliminated. With the total estimated cost figure of $604,670, the City would be $18,670 over the budgeted amount. The City Administrator stated that Hillside Drive is not on the list of projects to be done as part of this year’s road program. Ruekert & Mielke will further review a resolution to the problem on that street. That project would be bid out separately. Funding was not to come out of the $586,000. The Committee had recommended $40,000 be set aside for that project. Ald. Buckmaster noted that discussion took place previously that would allow contingency money from the 2007 Road Program ($15,000) to be used for the Hillside Drive project if needed. The total approved for the Hillside project was $55,000. Ald. Melcher moved to bid out the 2007 Road Program as presented with the stipulation that Hillside Drive be reviewed separately. Ald. Buckmaster seconded; motion carried. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW Ald. Melcher thanked Ald. Buckmaster who has served as Committee Chairman. ADJOURNMENT Ald.
