PUBLIC WORKS COMMITTEE
MINUTES OF MEETING HELD THURSDAY OCTOBER 16, 2006
Alderman Buckmaster called the meeting to order at 5:08 PM with Ald. Bob Melcher and
Ald. Nancy Salentine present along with Engineering/Building Inspection Director Sean
McMullen, Superintendent Wayne Delikat and City Administrator Jennifer Sheiffer.
Alderman Buckmaster led those present in the Pledge of Allegiance.
The meeting was noticed in accordance with the Open Meeting Law on October 13,
2006.
APPROVAL OF MINUTES OF OCTOBER 5, 2006 – Ald. Melcher moved to approve
the minutes of October 5, 2006. Seconded by Ald. Salentine. Motion carried 3-0.
COMMUNICATION FROM THE CHAIRMAN - none
ENG/BLDG. DIRECTOR – PUBLIC WORKS SUPT. REPORT – Superintendent Delikat
reported they are finishing up the Martin Drive Bike Path from Copper Oaks to Lannon
Drive, and will begin installation of a cul-de-sac at the end of Holz Drive.
Director McMullen reported the developer and contractor for Oakridge Glen subdivision
has started working Sundays. Messages were left from residents who do not want
contractors working on Sundays. The noise ordinance allows them to work from 10AM
to dusk. Ald. Salentine stated she does not have a problem with work on Sunday
especially since it rained all week. Ald. Buckmaster requested this ordinance be
reviewed. Director McMullen will research what other Communities have done and will
bring back to the next meeting.
STATUS OF PROJECTS
Janesville Road Reconstruction Project – nothing new to report
Janesville Road Phase II – Nothing new to report
Waukesha County Traffic Study – Part of the County’s Capital Budget. The County will
update the City after the budget is approved.
Discuss Urban/Rural Drainage – nothing new to report
2006 Little Muskego Lake Draw Down – In the past years the lake draw down has taken
place after the Public Works meeting on the third Monday in October. The draw down
will begin tomorrow.
Lakewood Meadows Pond Dredging – Met with DNR and Core of Engineers. A 404
nation wide permit will be required along with a Chapter 30 permit. Specifications and
design is being completed for the special assessment requirements. The project will not
be bid until after budget approval. Bid date mid November and construction beginning
January-February.

UNFINISHED BUSINESS
Preliminary discussion on reopening of Durham Drive cul-de-sac- There will be a
meeting in November and the group who originated the petition will be invited.
Request for a stop sign on Sunny Hill and Prospect- Ald. Melcher stated he has visited
every house and four were opposed out of 32 households. The resident who has
petitioned for this has been invited to the meeting several times and has not attended.
Several issues came up while talking to the residents; people coming down Sunny hill
are not stopping at the stop sign on Prospect and a problem with visibility, one side is
bushes and on the other is a large tree. A speed study is being done. Ald. Melcher
suggested placing signs “slow children 25mph” and paint the road. He also suggested
the residents call the Alderman or Police Department with a license plate number when
cars are speeding. Superintendent Delikat explained they do not paint on the road, but
they could install signs. Director McMullen suggested installing slow 25 mph signs and
see if they work. Ald. Melcher will work with staff on the location of the signs.
Request for stop sign on Cherrywood Drive and Westfield Way- Ald. Buckmaster stated
they are waiting for the area to be built out and then will re-look at the issue.
NEW BUSINESS
Discuss name change for Parker Road in Woodland Creek Estates- Director McMullen
explained to the Committee after discussions with the Assessor and Police Chief it
could be confusing for Police and Fire personnel responding to a call to locate the
properties if this name is continued to be allowed on the west side of Racine Avenue.
At the time of preliminary plat, staff recommended Parker Rd, the entrance of Woodland
Creek, be changed to another name. The changes were not made to the final plat. The
developer of Woodland Creek has requested that any name changes be made
immediately so they can re-do their marketing and advertising for the 2007 Parade of
Homes. Ald. Salentine moved to approve the name change to the satisfaction of
City staff for the Parker Drive roadway for Woodland Creek subdivision to go into
effect immediately with all costs for the name change being paid for by the
developers of Woodland Creek Subdivision, including the Affidavit of Correction
to the Final Plat. Seconded by Ald. Melcher. Motion carried 3-0.
Discuss “No engine Braking” on Racine Avenue from Lochcrest Blvd to Bayshore Drive-
Director McMullen explained the size of the hill and the steep grade may warrant engine
braking in certain emergency situations. The Police Department has to make the
judgment decision. The City Attorney feels that having “No Engine Braking” signs
posted at all of the entrance points of the City is sufficient. Ald. Melcher explained the
main problem is that Payne and Dolan is working late at night. Director McMullen will
call Rick Schmidt of Payne and Dolan to try and resolve the problem. Ald. Melcher
moved to direct Director McMullen to notify Payne and Dolan of the engine
braking problems and to report back at the next meeting. Seconded by Ald.
Salentine. Motion carried 3-0.

Determination of access for Schultz Rod and Gun Club – Director McMullen explained
at the end of Schultz Lane there are old structures that are being torn down. There is a
large section of access named Kayla Court(Laura Lane) as part of a CSM, done several
years ago, giving access to Schultz Rod and Gun Club. The DNR is currently in the
process of purchasing the southern land western portions of the Meier property as part
of the Big Muskego Lake Protection Project. The Gun Club is negotiating to purchase
the remaining lands for their new rifle and pistol ranges and the newly approved archery
range. The Gun Club currently has an easement to enter across the southern 15’ of the
Kayla Drive(Laura Lane) CSM from 2004. The Gun club is looking for direction and
approval from the committee to continue to use this entrance area for the club once the
land division goes through and not be required to put in a full roadway access. The
private roadway policy is written for single-family homes and the issue of commercial
use has not come before the Committee yet. If in the future the Gun Club would sell
the property for single-family homes to be built, the owner would have to install a fully
improved roadway.
Len Pilak, W165 S8108 Kurtz Lane – representing the Gun Club. Stated the Gun Club
needs Committee approval for the access into the Gun Club prior to purchasing the
property. According to the DNR the easement has been in place since 1879.
Thomas McHugh, Laura Lane – recently purchased land on Laura Lane and does not
want to see an improved road to go through as traffic would then go past his property
instead of the easement that is currently used.
Ald. Salentine moved to allow the Gun Club to continue to use the existing
access to the site for the purpose of using the property as a gun club. Further
approving that if the use changes on the property the Public Works Committee
will review the site for any necessary roadway improvement or upgrades.
Discuss roadway drainage on Hillside Drive – Ald. Melcher explained he has met with
the residents along Hillside and there is concern that rainwater is running down towards
the lake into their yards.
Director McMullen stated in 1998 the road was repaved with a 2” overlay as part of the
road program.
Director McMullen explained the three options for correcting the drainage problem.
Install 6” high Carlson Curb along the entire eastern side of the roadway to drain
the water to the east and west along the new gutter section. Could handle ¼ - ½
inch of rain over several hours. Approximate cost $4,500.
Mill the entire pavement section from Hillview Drive to Lochcrest Blvd and super-
elevate the pavement cross section to the western ditch line. Install a new
pavement section including 4 inches of asphalt base. Approximate cost $31,000.
Install a storm sewer with a slotted grate opening along the middle section of the
road, including the replacement of an asphalt strip. The slotted grate would drain
into a 15” storm sewer that would be directed to the south toward the ditchline of

Lochcrest Blvd. Approximate cost $73,500, not including any additional
downstream ditchline reconstruction.
David Drow, W192 S7224 Hillside Drive – stated it appears there is more than 2” of
paving when the road was repaved in 1998 and at that time it was sloped to the east.
The culvert is on the west side of the road and the east side residents get excessive
amount of run-off from other properties. Garage elevation is 6 inches below the
elevation of the road and others are 12” inches below the road. If he were to change
the elevation of the parking slab he would not be able to change the elevation of the
garage.
Ginny Kohler, W192 S7196 Hillside Drive – stated during heavy rainfalls the water runs
in through the garage and out the other end, sidewalk is like a waterfall and water runs
into the basement. At least one inch of water runs toward her property. Stated her
approach would be useable if the road was re-done.
Kristine Walker, W192 S7216 Hillside Drive - stated she is also a civil engineer and
met with Dave Simpson about a year ago to try and resolve the problem. Explained the
road slopes to the east and not the west where the ditch. The water runs down her walk
and into the basement. Roadway run off should be the City’s responsibility to resolve.
If the 6” Carlson Curb were installed she would not be able to get into her garage
because there is only 6 feet from edge of road to garage. Options 2 and 3 are
acceptable, but the slabs should be surveyed by the City. A core sample could also be
done to check the overlay.
Director McMullen noted that the City does not replace concrete approaches with
concrete but with asphalt.
Ald. Melcher moved to recommend approval of the expenditure for option 2 –
milling the entire pavement section from Hillview Drive to Lochcrest Blvd and
super elevate the pavement cross section to the western ditch line. Install a new
pavement section including 4 inches of asphalt base. Approximate length 1025’
by 16’ or approximately 1850 SY. To mill off and repave the roadway would cost
approximately $31,000, and to be completed as part of the 2007 Road
Improvement Program. Seconded by Ald. Salentine.
Ald. Melcher moved to amend the motion to include a not to exceed cost of
$40,000 and to be placed on the 2007 budget. Ald. Salentine seconded. Motion to
amend carried 3-0.
Ald. Melcher moved to recommended approval of amended motion. Seconded by
Ald. Salentine. Motion carried 3-0. Upon a voice vote amended motion to
recommend approval of option 2 with a cost not to exceed $40,000 carried 3-0.
Staff will look into the topography of the area and also the new home on west side of the
street for slope and final grade changes before landscaping is installed.

Discuss disposal of Historical Society donated materials- Director McMullen explained
he has received a request from Joe Roman, President of the Historical Society, to
remove some of the old rummage sale items that are not considered artifacts.
According to the lease the Historical Society has to notify the City before removing the
items. Ald. Salentine moved to allow the Society to dispose of the materials and
items deemed to be non-historically significant. Seconded by Ald. Melcher.
Motion carried 3-0.
Mr. Roman requested that the City allow the Society to determine what is historically
significant and the Committee agreed.
NEW BUSINESS SPECIFIC TO SETTLEMENT CENTER
Discuss Committee concerns related to the Settlement Center Site and
Citizen Study Committee on the future of City owned Settlement Center property – Ald.
Melcher gave a brief summary of what the Study Committee has accomplished and
what their goals are. Ald. Snead who also is on the Study Committee was present. Ald.
Buckmaster had asked City Administrator Jennifer Sheiffer to poll the Aldermen to
determine what each one expects from the Study Committee. Administrator Sheiffer
had the list for the Committee. Ald. Snead stated it will be helpful to take the list back to
the Study Committee. Ald. Snead stated she felt progress is being made at each
meeting.
SUBDIVIDER’S EXHIBITS
ACCEPTANCE OF IMPROVEMENTS
Quietwood East – Final surface course has been completed in Quietwood East, area off
of Woods Road on Raintree Court and the cul de sac on Applewood and does not
include Quietwood East II. Ald. Buckmaster moved to approve the acceptance of
improvements for Quietwood East. Motion carried 3-0.
NEW BUSINESS PLACED ON FILE
Request for street lights or widening of Cornell Drive – will be discussed next month
under unfinished business Durham Drive cul-de-sac.
Discuss extension of Penn Lane- will be discussed next month under unfinished
business Durham Drive cul-de-sac.
Discuss request to lower speed limit on Martin Drive from 35 mph to 30 mph – will be
placed on the agenda under new business for the next meeting.
Crystal Lake Subdivision – grading, drainage and erosion control – can be removed
from the agenda. Plan Commission denied the plat.
Speed study on Prospect from Sunny Hill to Westlyn Dr – waiting on speed study to be
completed.

2007 Little Muskego Lake draw down – Mr. Ron Ford, Little Muskego Lake Association
member, was present. Mr. Ford explained when the lake is lowered the residents on
the north end of the lake are not able to use the lake for recreation activities in the
winter and spring. The residents would not be opposed to a draw down if there were a
dredging project planned, but there is nothing planned for the future. Mr. Ford stated he
is requesting a lowering within the original 8-12 inches. Staff will complete a
supplement for the November or December meeting stating options and what
authorities would be involved.

COMMUNICATION AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW.
Director McMullen will prepare a draft policy for speed bump placement for the
Committee to review by the March meeting.
Director McMullen explained Waukesha County is re-bidding the Janesville Road box
thth
culvert and Janesville Road will be closed March 15 -August 15.
