MINUTES OF MEETING HELD TUESDAY MAY 9, 2006
Chairman Chris Buckmaster called the meeting to order at 5:30 PM with Ald. Bob
Melcher and Ald. Nancy Salentine present along with Engineering/Building Inspection
Director Sean McMullen, City Administrator Jennifer Scheiffer and those per attached
list.
Chairman Buckmaster led those present in the Pledge of Allegiance.
The secretary reported that the meeting was noticed in accordance with the Open
Meeting Law on May 5, 2006.
APPROVAL OF MINUTES OF MARCH 20, 2006 – Ald. Melcher moved to approve
the minutes of April 17, 2006. Seconded by Ald. Salentine. Motion carried 3-0.
NEW BUSINESS
Approval of Mayor’s Task Force Resolution #001-2006- Director McMullen reviewed
with the Committee the cost estimates for Janesville Road. The Construction costs
including 30% miscellaneous construction items and 10% contingencies will be $6.29
million in 2008 dollars. Items that are not included in this amount are sewer and water
relocations, residential electrical service conversions and storm water retention facilities.
Ald. Salentine requested the word sidewalk, in the cost estimate, be changed to combo
use trail. Ald. Buckmaster noted this resolution is a best-case wish list and would
depend on funding and grants. Ald. Melcher moved to recommend to Common
Council approval of Resolution #001-2006 in concept. Seconded by Ald.
Salentine. Motion carried 3-0.
Approval of Durham Hill Auto Sales parking in City right-of-way- Director McMullen
explained Ald. Madden requested this item be discussed. Durham Hill Auto is
requesting to install three parking spots in the right of way along Loomis Road. Director
McMullen stated the City does not have jurisdiction over Loomis Road, the State does.
Ald. Buckmaster explained a permit is required by the State and only the City can hold
it. Ald. Buckmaster suggested recommending to Plan Commission to amend the BSO
and require a yearly review. Director McMullen noted the permit has a one time fee
ranging from $125-$640. Ald. Buckmaster recommended the owner pay the permit fee
or reimburse the City. Director McMullen explained any area the owner disturbs must
be restored to City standards by the owner. Ald. Salentine moved to petition the
Department of Transportation to allow three parking stalls in the right of way on
Loomis Rd. The owner will be responsible for paying the one time permit fee, and
the parking stalls will be reviewed by the Plan Commission through a BSO.
Seconded by Ald. Melcher. Motion carried 3-0.

Review Karides property for right-of-way width- Ald. Borgman was present to discuss
this issue. Director McMullen explained the only way the Karides property could be
divided into two lots is if the 60-foot highway dedication requirement were waived and
the existing 50-foot wide right of way were allowed.
Ald. Borgman explained in 1977 the property owner was approved through Plan
Commission to divide his property. The owner had the survey done, but the papers
were never filed by the City. The property owner was unaware the land division did not
take place. Director McMullen explained since that time the ordinance requiring the
right of way width has changed and letters would have been sent out to all residents
affected. Staff is researching files for the mailing list of the notification that would have
been sent out. Ald. Buckmaster explained there have been 5-6 requests similar to this
one that Council has previously denied. Ald. Melcher moved to defer for staff to
continue researching for the mailing list. Seconded by Ald. Salentine. Motion
carried 3-0.
