MINUTES OF MEETING HELD MONDAY MAY 15, 2006
Acting Chairman Nancy Salentine called the meeting to order at 5:00 PM with Ald. Bob
Melcher present along with Engineering/Building Inspection Director Sean McMullen,
Public Works Superintendent Wayne Delikat, Ald. Neil Borgman and those per attached
list.
Alderman Salentine led those present in the Pledge of Allegiance.
The meeting was noticed in accordance with the Open Meeting Laws on May 12, 2006.
APPROVAL OF MINUTES OF May 9, 2006 – Ald. Melcher moved to approve the
minutes of May 9, 2006. Seconded by Ald. Salentine. Motion carried 2-0.
COMMUNICATION FROM THE CHAIRMAN
ENG/BLDG DIRECTOR – PUBLC WORKS SUPT. REPORT
STATUS OF PROJECTS
Janesville Road Reconstruction Project – Final punchlist completion report was
submitted to the contractor based on resident feedback from Public Informational
meeting. Contractor will be on site completing necessary repairs.
Janesville Road/County Capital Plan – nothing new to report.
Martin Drive Realignment – nothing new to report. Item will be removed from the list.
Field Drive Repaving –Payne and Dolan will be completing the repaving work when the
patch crews begin the paving work at Lion’s Park Drive.
Settlement Center (Old Town Hall) – Bidding phase of the project has been placed on
hold until issues are resolved with the Society.
Waukesha County Traffic Study – nothing new to report.
Urban/Rural Drainage – nothing new to report. .
UNFINISHED BUSINESS
Discuss cost sharing and scheduling of work for culvert at S70 W17479 Muskego Dr –
Director McMullen explained he received the cost estimate from Payne and Dolan for
the installation of approximately 100 feet of 15” culvert pipe and the filling of the existing
drainage swale along the western edge of the property. The total cost of the installation
is $2,670 of which the City will be responsible for half at $1,335. Ald. Salentine moved

to recommend approval to Council for the City’s portion of the cost sharing of
$1,335 for the installation of the culvert along Muskego Drive, but not including
the culvert and associated drainage. Seconded by Ald. Melcher. Motion carried
2-0.
Further Review of the Karides property right-of-way width – In 1984 SEWRPC did a
study on what the right-of-way requirements should be. At that time they changed it
from 50-feet to 60-feet. Director McMullen further explained the only way the Karides’
land division can occur is if the Public Works Committee waives the 60-foot
requirement. Ald. Salentine explained after researching this issue it was found that in
1977 the City did not approve a land division, only the lot lines moved. Ald. Melcher
moved to deny. Seconded by Ald. Salentine. Motion carried 2-0.
UNFINISHED BUSINESS SCHEDULED FOR DEFERRAL –
Ald. Melcher moved to defer items 1-4 of unfinished business schedule for
deferral en gross. Seconded by Ald. Salentine. Motion carried 2-0.
1. Further discussion on 3-4 parcel land divisions and a policy for improving right-of-
way to City standards
2. Preliminary discussion on reopening of Durham Drive cul-de-sac (Durham Drive
and Janesville Road)
3. Discuss on-going drainage problem at S68 W17941 Island Drive – Tolfa
Residence
4. Discuss request to vacate right-of-way on Crest Drive
NEW BUSINESS
Approval of Hrin driveway maintenance agreement – Director McMullen explained this
agreement is similar to the agreement on Lembezeder Court. Each of the four
properties is one quarter responsible for the maintenance, repairs, improvement and
upkeep of the private driveway. Each property owner must sign the agreement and it
will be recorded against the deed. Ald. Salentine moved to approve the driveway
agreement. Seconded by Ald. Melcher. Motion carried 2-0.
Discuss Groveway Lane CSM right-of-way issues – Director McMullen explained there
is a piece of property at the end of Groveway Lane that Muskego Lakes Partnership and
Burkes Properties is trying to develop. There are two gaps within the 60 foot right-of-
way that is assumed to be City property. In August 1996 this issue came before the
Public Works Committee and the Committee told Muskego Lakes/Burke Properties to
work this out with the property owners to resolve the access/right-of-way issue.
Previous information and legal research required the developer to acquire the entire 60-
foot right of way or show title evidence that the land is owned by the City of Muskego.
Ald. Salentine moved to require the developer to privately acquire the lands
needed to create a public right-of-way to the full sixty feet and dedicate those
lands at the time of land division, or show title evidence the City of Muskego
currently owns the land. Seconded by Ald. Melcher. Motion carried 2-0.

Discuss streetscaping master plan for Janesville Road – Director McMullen discussed
the streetscapng master plan for Janesville Road from Moorland Road to Racine
Avenue. Director McMullen suggested planning for sidewalks, street trees, decorative
concrete, street lighting and boulevard plantings before the road plans are completed.
The streetscaping master plan will coincide with the County’s road plan and the public
hearings. Director McMullen noted during the last phase of Janesville Road a
streetscaping master plan was not created prior to the road project and there was not
room for some of the things the City wanted to do due to the location of storm sewer,
fiber optic, gas lines and sanitary sewer. Director McMullen requested having a
consultant prepare a streetscaping master plan through a Request for Proposal.
Funding for the plan will come from the Moorland Road account. There is no impact to
the city until the Request for Proposal is approved. Ald. Melcher directed staff to use
a portion of the money from the Moorland Road account to hire a consultant to
prepare a master streetscaping plan for Moorland Road to Racine Avenue.
Seconded by Ald. Salentine. Motion carried 3-0.
SUBDIVIDER’S EXHIBITS
Oakridge Glen – Director McMullen reviewed the Oakridge Glen Construction plans with
the Committee for grading, drainage and storm water retention. Director McMullen
noted a retaining wall made of fieldstone or masonry block will be built along the
backside of lots 35-39 to protect the roots of the trees in the drip line during construction
of the subdivision. The property owners will be required to maintain the retaining wall.
Ald. Melcher moved to approve the grading, drainage and storm water retention
plans for Oakridge Glen. Seconded by Ald. Salentine. Motion carried 2-0.
ACCEPTANCE OF IMPROVEMENTS

Further discussion to amend Chapter 9, Section 9.1 Discharge of firearms and Guns
Prohibited– Ald. Salentine noted this Ordinance was taken out of the Public Works
minutes and defeated by Common Council on April 25, 2006. Ald. Salentine moved to
defeat. Seconded by Ald. Melcher. Motion carried 2-0.
Ald. Borgman questioned when a washed-out section on Lembezeder will be repaired.
Director McMullen explained the Contractor for Kenwood Estates did the damage and
will repair before the City will sign off on the subdivision.
Ald. Melcher requested an item be placed on the agenda for a stop sign request on
Sunny Hill and Prospect for the next meeting.
