MINUTES OF SPECIAL MEETING HELD FRIDAY JUNE 9, 2006
Alderman Buckmaster called the meeting to order at 8:00 AM with Ald. Bob Melcher and
Ald. Nancy Salentine present along with Engineering/Building Inspection Director Sean
McMullen, City Administrator Jennifer Scheiffer, Public Works Superintendent Wayne
Delikat, Joe Roman and those per attached list.
Alderman Buckmaster led those present in the Pledge of Allegiance.
The meeting was noticed in accordance with the Open Meeting Laws on June 6, 2006.
NEW BUSINESS
Draft resolution to Common Council for all items related to the Settlement Center – Ald.
Buckmaster explained this meeting was scheduled to discuss issues related to the
Settlement Center. The City is at an impasse with the Historical Society related to the
Settlement Center. The intent is that the Public Works Committee be the intermediate
authority and the Council be the ultimate authority. Ald. Buckmaster noted the Mayor
has suggested a task force be created, but has been having difficulty recruiting
members. Administrator Scheiffer has drafted a working resolution that Council
members would be able to discuss and amend. Ald. Buckmaster requested the
following information be added to the Council packets for discussion:

Financial report
Current agreement with Park and Recreation
Current lease
Original lease from 1973
Ald. Salentine moved to recommend to Common Council to create a body to
oversee the process of the Settlement Center Grounds and determine through
past and present items, resolve any future issues and bring plans forward.
Seconded by Ald. Melcher. Motion carried 3-0.
Review of the Settlement Grounds - Ald. Buckmaster explained the second issue is an
immediate need to determine and address issues prior to Historical Days and Treasure
the Holidays. Ald. Salentine questioned what the costs for the repairs would be.
Director McMullen explained the Request for Proposals (RFPs) were published and
then withdrawn from the paper because he needed direction from the Public Works
Committee to publish the advertisement. Ald. Salentine moved to direct staff to
publish the advertisement for public bidding for the Wollman House and the
School House. Ald. Salentine withdrew the motion.

Joe Roman, president of the Historical Society, informed the Committee the two last
items the Society is requesting is a workable Wollmann House and School House for
the upcoming Historical Days. Director McMullen updated the Committee on the repair
specifications for the Wollmann House and School House. The porch on the Wollmann
House needs repairs, which involves removing the skirting replacing 44 concrete
pedestals, resetting the columns and replacing the skirting. The School House entry-
way has leaks from the bell tower that need repairs, beams for the flooring are rotten
and may not have support underneath and the roof has to be replaced. Mr. Roman
stated the Society has discussed changing the way the bell is rung; instead of ringing it
from inside the school, they are considering re-routing it to out side the school.
Superintendent Delikat noted the barn roof is in bad condition and should be temporarily
repaired until a permanent repair can be made to avoid damaging items being stored in
the barn.
The Committee discussed the public bidding process and requirements. Director
McMullen explained with proper approvals and permits the Public Works Department
could do the repair work. Mr. Roman explained he spoke to the Historical Division of
the State and has an email from the director stating the project does not have to be
publicly bid. Mr. Roman will forward the email to Director McMullen. Administrator
Scheiffer clarified it is in both parties interest to find the most cost effective solution
while following the intent of the public bidding laws.

Ald. Salentine moved to adjourn the meeting at 9:20 AM. Seconded by Ald.
Melcher; motion carried 3-0.
