Public Works Committee - MINUTES - 11/22/2005 Approved CITY OF MUSKEGO PUBLIC WORKS COMMITTEE MINUTES OF MEETING HELD TUESDAY, NOVEMBER 22, 2005 Chairman Chris Buckmaster called the meeting to order at 5:34 PM with Ald. Bob Melcher and Ald. Neil Borgman present along with City Administrator Jennifer Sheiffer and Engineering/Building Inspection Director Sean McMullen. Chairman Buckmaster led those present in the Pledge of Allegiance. Chairman Buckmaster reported that the meeting was noticed in accordance with the Open Meeting Law. COMMUNICATIONS FROM THE COMMITTEE CHAIRMAN – None. APPROVAL OF MINUTES OF NOVEMBER 8, 2005 – Ald. Borgman moved to approve the minutes of November 8, 2005. Seconded by Ald. Melcher. Motion carried 3-0. NEW BUSINESS Approve encroachment in easement – lot 32 Kenwood Estates(Michael Hughes) – Director McMullen explained Kenwood Place subdivision originally showed several drainage easements for the ditch-line along the southern portion of the development. During the design of the development, the developer filled in the ditch and installed a 36-40” concrete pipe to enhance the lots. The drainage easement for the ditchline is much greater than necessary for the maintenance of a storm sewer pipe. The property owner purchased this lot with the intention of building a deck with a canopy. The steps of the deck and cantilever will encroach up to four feet into the easement. The encroachment of the deck into the easement will have no negative impacts on the drainage system or the easement. Staff is recommending approval of the revocable occupancy permit. Ald. Borgman moved to recommend to Common Council the approval of the Revocable Occupancy permit for Michael Hughes and Amy Loizzo. Seconded by Ald. Melcher. Motion carried 3-0. Acceptance of Improvements – Quietwood Creek – Director McMullen explained the developer has fulfilled all of his obligations to the City, including items discussed with several private homeowners and the association, and staff is recommending acceptance of improvements by the City. Ald. Buckmaster agreed that all items documented on a walkthrough two years ago have been completed. Ald. Buckmaster also noted the school district’s cooperation with the City by installing the diverting structure to alleviate a drainage problem for several lots. Ald. Borgman moved to recommend to Common Council the acceptance of improvements for the Quietwood Creek Subdivision. Seconded by Ald. Melcher. Motion carried 3-0.
