Public Works Committee - MINUTES - 5/16/2005 APPROVED CITY OF MUSKEGO PUBLIC WORKS COMMITTEE MEETING MINUTES OF MEETING HELD MONDAY, MAY 16, 2005 Chairman Chris Buckmaster called the meeting to order at 5:00 PM. Also present were Committee Members Ald. Bob Melcher, Ald. Neil Borgman, Public Works Superintendent Wayne Delikat and Engineering/Building Inspection Director Sean McMullen. Chief John Johnson was excused. Chairman Buckmaster reported that the meeting was noticed in accordance with the Open Meeting Law. PLEDGE OF ALLEGIANCE Chairman Buckmaster led those present in the Pledge of Allegiance. APPROVAL OF MINUTES Ald. Melcher moved to approve minutes of the meeting held April 18, 2005. Ald. Borgman seconded. Motion carried 3-0. Ald. Borgman moved to approve minutes of the meeting held April 26, 2005. Ald. Melcher seconded. Motion carried 3-0. ENGINEERING/BUILDING DIRECTOR – PUBLIC WORKS SUPERINTENDENT REPORTS – Discuss Urban/Rural Drainage – Superintendent Delikat reported skeleton storm sewer work is being done on Racine, Hillendale and Tans for ice problems. STATUS OF PROJECTS  Tess Corners Pond Expansion/Drainage Issues (New Berlin) – nothing new to report.  Janesville Road Reconstruction Project – Ald. Melcher questioned the 25mph speed zone. Director McMullen explained the speed limit is set by ordinance and will be raised when final restoration is completed. Paving and restoration are st scheduled to be completed the week of June 1. Light poles and additional touch up restoration will be completed four weeks following the asphalt.  Idle Isle Bridge Reconditioning – Boat launch is completed. Rip rap is being done by the Parks Department.  Freedom Square Ponds – City received a claim from a property owner claiming cracking in basement walls. Wanasek will be back out to finish putting rip rap in. Final completion date for the th contract is June 15. Project should be completed by next meeting. Public Works Committee Minutes – May 16, 2005 Page 2  Quietwood Creek – Diverting Structure – Work will be started when Bay Lane School lets out for the year.  Field Drive Repaving – S74 W21052 Field Drive – nothing new to report.  Settlement Center (Old Town Hall) -Ald. Buckmaster requested the spreadsheet on the Old Town Hall for cost and every action continue to be updated and included in the Public Works agenda packets. Advertisement for bids for the completion of the Old Town Hall will be in the paper this Thursday.  Subdivision Development - Ald. Melcher would like to see the number of lots still available added to the subdivision spread sheet. Director McMullen noted there is a delay from the sale of the lot to when the City received the information from the County. Director McMullen informed the Committee of a situation that took place at Kenwood Estates. Before the storm water pond could be built, the rains carved a swale through the area running out onto Wentland Drive. The contractor made the repairs. The DNR will be out to look at the repairs this week. UNFINISHED BUSINESS Discuss proposed request for City to petition County for a traffic study – Racine Ave from Henneberry Drive to North Shore Drive – Waukesha County completed the traffic study. The second phase of the study is to have someone sit at the intersection and physically count the traffic in the intersection in 15 min. increments. Revocable Occupancy Permit – Lake Access 13, Schubring Bay - Last month the Committee revoked the revocable occupancy permit because Mr. Sowinksi did not remove the driveway encroachment which was a condition of the permit. Mr. Sowinski sent the th City a letter dated May 4 stating he will have the driveway removed within 30 days and is requesting to keep the retaining wall per the terms of the original agreement. Director McMullen stated he received a phone call from Mr. Sowinski and the driveway has been removed. Mr. McMullen will do an inspection of the property and report back to the Committee at the next meeting. Ald. Borgman moved to defer. Seconded by Ald. Melcher. Motion carried 3-0. NEW BUSINESS Approval of curb removal & replacement permit – The department has been receiving requests to remove the mountable curb to accommodate lower vehicles. Director McMullen is recommending the curb be removed completely and replaced. If the curb is not completely removed and replaced the exposed aggregate will be damaged and will begin to damage the surrounding curb. The permit fee of $75.00 will cover staff time and two inspections after the forming of the curb is completed and after the curb has been poured and any asphalt damage is repaired. Ald. Borgman moved to recommend to Public Works Committee Minutes – May 16, 2005 Page 3 Finance the approval of the permit fee of $75.00 for the removal and replacement of curb and gutter to provide a driveway entrance. Seconded by Ald. Melcher. Motion carried 3-0. Ald. Melcher moved to approve the policy for removal and replacement of curb and gutter to provide a driveway entrance and including the final inspections being added to the permit application. Seconded by Ald. Borgman. Motion carried 3-0. Approve “No Parking” signs on Lions Park Drive - The City has received many phone calls requesting no parking signs on Lions Park Dr. There is a commercial business being run out the house with cars parking in front of residence causing a dangerous intersection. Director McMullen is recommending “No Parking” signs from the western right of way of Kelly Dr to 75’ to the west on Lions Park Dr. Ald. Melcher moved to recommend to Council the approval of the installation of No Parking signs along in the western right of way of Kelly Dr to 75’ to the west on Lions Park Dr. Seconded by Ald. Borgman. Motion carried 3-0. The Engineering Department will monitor and follow up with the Committee in June. Approve request from NABCO Industries for “No Parking” on Gemini Drive – Director McMullen explained NABCO Industries sent a request for no parking signs to the City. Nabco Industries is across from Wiza Industries, and there have been several occurrences with semi trucks not being able to back into the loading docks without hitting cars parked for Wiza Industries. The City has asked Wiza Industries to ask the employees not to park in this area, but they are continuing to park there. Director McMullen is recommending that the signs be installed to restrict parking from Mercury Drive to 100’ east of Wiza Industries on both sides of the road. Ald. Borgman moved to recommend to Council the approval of the installation of “No Parking” signs along Gemini Drive from Mercury Drive to 100’ east of Wiza Industries on both sides of the road. Seconded by Ald. Melcher. Motion carried 3-0. Ald. Buckmaster requested this item be sent to Committee of the Whole attached to the list of items for the Industrial Park. Review Waukesha County Traffic Count – Martin Drive 300 ft. south of CTH “L” – The Committee reviewed the traffic counts. As of now, the intersections do not meet the warrants for a traffic signal. Waukesha County will re-evaluate the intersection in three months. SUBDIVIDER’S EXHIBITS Forest Glen Subdivision – storm water management plan, retention pond plan and subdivider’s agreement – Director McMullen explained to the Committee the residents on Briargate had concerns with a buffer being added along the proposed subdivision. To elevate their concerns a preservation easement will be required along lot 12 through lot 24. There will be no grading under the tree canopy area. Director McMullen also explained this area would have been the site of the City’s Pond 5 . Pond 5 was originally designed for 100 CFS capacity to take of the entire basin. The proposed storm water pond has a 148.8 CFS with additional 2-foot free board. The developer needs the fill material out of the storm water pond and the City needs pond constructed. Until the land is developed there is no access to the pond. The City also needs a conveyance system to get to the Rasmussen and the Hedgewood properties. In the developers agreement the City will pay the developer 27% of the storm water management construction and 100% of the storm Public Works Committee Minutes – May 16, 2005 Page 4 sewer. The City and the Rasmussen parcel will benefit from storm sewer. When the Rasmussen parcel develops the City will recover the cost up to 50% of the storm sewer. This project is being funded by the $800,000 in capital account for the approved 2004 - 2005 budget cycle. Ald. Melcher moved to approve the developer’s agreement, storm water management report and construction plans. Seconded by Ald. Borgman. Motion carried 3-0. ACCEPTANCE OF IMPROVEMENTS Quietwood Creek Subdivision – Claim for payment by Diekfuss Contractors has been settled. However, the Homeowners Association has new officers and would like time to th review the process. The letter of credit does not expire until June 14. Ald. Melcher moved to defer to a special meeting. Seconded by Ald. Borgman. Motion carried 3- 0. NEW BUSINESS PLACED ON FILE – No action intended for these items. The following may be placed on the agenda at a future meeting. Candlewood Village traffic issues – nothing new to report. Durham Drive Realignment – nothing new to report. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW – Director McMullen noted the Janesville Rd parking lot layout of 26 vehicles will be in the Committee member’s boxes tomorrow.
