MINUTES OF SPECIAL MEETING HELD TUESDAY, MARCH 22, 2005
Chairman Chris Buckmaster called the meeting to order at 6:21 PM with Committee
Members Nancy Salentine and Neil Borgman present along with Conservation
Coordinator/Urban Forester Tom Zagar. Chairman Buckmaster led those present in the
Pledge of Allegiance. Ald. Schroeder and Interim Plan Director Muenkel arrived at
about 6:32 PM.
Chairman Buckmaster reported that the meeting was noticed in accordance with the
Open Meeting Law.
Ald. Salentine moved to approve minutes of the February 21, 2005 meeting. Ald.
Borgman seconded; motion carried.
NEW BUSINESS
Discuss Janesville Road Decorative Lighting
The Committee reviewed and discussed documentation regarding the Janesville Road
decorative lighting. One issue is the color of the light poles. The lighting in the
Janesville Road/Tess Corners area was supposed to be the same color (green) as the
lighting used at the library. However, the traffic lights are black and there is a concern
that the green will clash. Ald. Salentine stated the posts must be aluminum and not cast
iron. Staff is requesting that the Public Works Committee make a determination
regarding the color. Ald. Salentine stated the black makes more sense because the
City paid extra for the black traffic poles. Ald. Borgman moved that the decorative
lighting be as follows: North Yorkshire Series Cast Aluminum Black Post (NY12F5/20-
CA/finish, 5” Diameter Fluted Shaft, 16’ - Weatherproof Receptacle at Top). Ald.
Salentine seconded; motion carried.
Determine Funding Source for Janesville Road Tree Plantings
Mr. Zagar reviewed the landscaping plan with the Committee. A total of 151 trees will
be planted; 86 are proposed within the boulevards of Janesville and Moorland Roads.
The trees to be planted within the boulevard were chosen for their salt tolerance. Forty-
four of the 86 trees will be flowering. Waukesha County will review the plan. Ald.
Salentine moved to accept the conceptual Janesville/Moorland Boulevard Tree Planting
Plan and to direct staff to bid out the project. Funding will come from the Moorland
Road extension project. Ald. Borgman seconded; motion carried.
Adoption of Policy Regarding Grading Plan Changes for New Home Construction
The Committee reviewed a proposed Public Works policy regarding elevation and
grading modifications. Staff have requested the policy to give them discretion to any
changes in approved grades greater than three inches from the master grading plan.
Ald. Salentine moved to approve the policy. Ald. Borgman seconded; motion carried.

Ald. Salentine moved to adjourn the meeting at 6:55 PM. Seconded by Ald. Borgman;
motion carried.
