CITY OF MUSKEGO
PUBLIC WORKS COMMITTEE MEETING
MINUTES OF MEETING HELD MONDAY, JUNE 20, 2005
Chairman Chris Buckmaster called the meeting to order at 5:04 PM. Also present were
Committee Members Ald. Bob Melcher, Ald. Neil Borgman, and Engineering/Building
Inspection Director Sean McMullen. Chief John Johnson and Public Works
Superintendent Wayne Delikat were excused.
Chairman Buckmaster reported that the meeting was noticed in accordance with the Open
Meeting Law.
PLEDGE OF ALLEGIANCE
Chairman Buckmaster led those present in the Pledge of Allegiance.
APPROVAL OF MINUTES
Ald. Melcher moved to approve minutes of the meeting held May 16, 2005. Ald. Borgman
seconded. Motion carried 3-0.
ENGINEERING/BUILDING DIRECTOR – PUBLIC WORKS SUPERINTENDENT
REPORTS –
Discuss Urban/Rural Drainage – nothing to report
STATUS OF PROJECTS
Tess Corners Pond Expansion/Drainage Issues (New Berlin) – nothing new to
report.
Janesville Road Reconstruction Project – Surface course and striping has been
done. Final restoration will be done shortly. Bases for light fixtures have been
installed and light fixtures should be installed shortly. There was a problem with the
ADA markers in the crosswalk. The markers will be repainted at no cost to the City.
Lease agreement is complete. Waukesha County will not return signed lease until
they have received and approved copies of the design of the parking lot.
Engineering office is completing submittal.
Martin Drive Realignment – Final asphalt and restoration by Super Contractors will
commence after pond is dug for Lindale Estates.
Durham Drive Realignment – Nothing new to report.
Idle Isle Bridge Reconditioning – Final punch list completed. This will be removed
from future agendas.

Freedom Square Ponds – Ald. Borgman requested the contractor go back to using
concrete with the invert instead of riprap. The Homeowner’s Association thought it
would be cheaper to use riprap instead of concrete. Director McMullen stated there
is no additional cost to use concrete. The Committee agreed to use concrete
instead of riprap. Director McMullen also stated the Public Works Department
would take the Cottonwood trees down in winter.
Quietwood Creek – Diverting Structure – Nothing new to report.
Field Drive Repaving – S74 W21052 Field Drive – Work is on Payne & Dolan’s
schedule to be done in June.
Subdivision Development - At the last meeting Ald. Melcher requested a listing of
the lots still available in each subdivision. After researching, Director McMullen
explained there is a delay in receiving information from the County when the lot is
sold and tracking would not be accurate. Director McMullen suggested a listing of
the lots that have been built on or are in the building process. The Committee
agreed that would be sufficient. Ald. Buckmaster requested a column showing
which subdivisions have been turned over to the Homeowner’s Association.
*Ald. Melcher requested a report of single-family homes, multi-family homes and
demolition permits from the Building Department going back to last year.
Director McMullen noted he is working with the homeowner along Briargate with the
preservation of the tress along Briargate. Director McMullen stated the
homeowners will be involved in the process for replanting trees. There will be a
meeting with the residents, developer, City staff and Ald. Borgman.
Director McMullen explained the original pond for Northfield Green has been
redesigned to better handle large rain events.
Settlement Center (Old Town Hall) –Nothing new to report.
UNFINISHED BUSINESS
Discuss proposed request for City to petition County for a traffic study – Racine Ave from
Henneberry Drive to North Shore Drive – Nothing new to report.
Revocable Occupancy Permit – Lake Access 13, Schubring Bay - Common Council
revoked the occupancy permit on June 14, 2005. A letter is being drafted at the attorney’s
office to be sent to Mr. Sowinski, giving him notice of 30 days to come into compliance.
NEW BUSINESS
Lembezeder Court – Determination of required public road improvement Reno Berg was
present to discuss this item with the Committee. Director McMullen explained Lembezeder
Court is a 120 foot cul-de-sac. The proposed CSM will have a 60’ right-of-way with a 20’
jog to the east lot line of lot 3. The Committee discussed who would maintain the road.
The road will not be built to City standards and the City would not be responsible for
th
maintenance. Ald. Borgman moved to defer to a special Public Works on June 28 at

6:30 PM, to allow time for Director McMullen to work with the developer to include
the agreement on the deed and legal description. Seconded by Ald. Melcher.
Motion carried 3-0.
Discuss entrance to Plum Creek east to Apollo Drive (Industrial Park) - Director McMullen
explained trucks are leaving the Industrial Park through the Plum Creek Subdivision and
the residents are concerned. The road is already posted no trucking. One option would
be to cul-de-sac the industrial park, but that would only leave the subdivision one access
point and the City requires two. The Committee agreed to send this item to Committee of
the Whole for discussion. Director McMullen will prepare a list of the positive and negative
options. Ald. Borgman moved to defer. Seconded by Ald. Melcher. Motion carried
3-0.
Review request for stop sign (Meadow Green West) Joel and Brennan – The Police
Department will do a traffic study for next month’s meeting. Ald. Melcher moved to
defer. Seconded by Ald. Borgman. Motion carried 3-0.
Krogmann’s Subdivision – Extension of Center Drive – Director McMullen explained this
issued dated back to 1921 when Krogmann’s Subdivision was developed. The Town of
Muskego signed and approved the subdivision map in 1921 and the addition was
approved in 1923. In 1927 the developer deeded a portion of lot 4 at the end of Center
Drive to the Homeowner’s Association for access to Little Muskego Lake. The property
belonged to the Town according to the State’s Gastec Maps, which determine the State
Aids, but the Association has been paying the taxes on the property since. To clear up the
issue of ownership, Director McMullen recommended reiterating the Town of Muskego’s
1921 and 1923 acceptance of the plats according to the State’s Gastec maps by Council
Resolution and then leasing the land back to the Association through a 99 year lease.
Ald. Borgman moved to recommend to Council to accept the dedication, and further
moved to direct Director McMullen to draft the lease agreements and necessary
paper work for the acceptance. Seconded by Ald. Melcher. Motion carried 3-0.
