PUBLIC WORKS COMMITTEE MEETING
MINUTES OF MEETING HELD MONDAY, AUGUST 22, 2005
Chairman Chris Buckmaster called the meeting to order at 7:08 PM. Present were
Committee Members Ald. Bob Melcher and Ald. Neil Borgman. Also present was Ald. Pat
Patterson. Engineering/Building Inspection Director Sean McMullen, Chief John Johnson
and Public Works Superintendent Wayne Delikat were excused.
Chairman Buckmaster reported that the meeting was noticed in accordance with the Open
Meeting Law.
PLEDGE OF ALLEGIANCE
Chairman Buckmaster led those present in the Pledge of Allegiance.
APPROVAL OF MINUTES
Ald. Melcher moved to approve minutes of the meeting held July 18, 2005. Ald. Borgman
seconded. Motion carried 3-0.
ENGINEERING/BUILDING DIRECTOR – PUBLIC WORKS SUPERINTENDENT
REPORTS –
Discuss Urban/Rural Drainage –
STATUS OF PROJECTS (per the Engineers Report from 8-17-2005)
Tess Corners Pond Expansion/Drainage Issues (New Berlin) – nothing new to
report.
Janesville Road Reconstruction Project – The punch list and miscellaneous
landscape repairs have been completed. The HADCO lights have been delivered
and are assembled. We are waiting for the control cabinet to be installed before
the lights can go up. The control cabinet was delivered on 8/16/2005.
Martin Drive Realignment – Pond construction complete. Super Excavators will
repair the roadway within the next two weeks.
Durham Drive Realignment – Nothing new to report.
Freedom Square Ponds – When hot-lining the concrete invert replacement, an
exposed water service was found. The water service is an inner-connect between
the two 8 inch mains; however, due to well problems at well #10, the well pump
problem needs to be corrected prior to lowering the water service as the well will be
the only supply for buildings one and two. Municipal Well & Pump will have the well
th
up and running by Friday, August 19. D.F. Tomasini will lower water service on
Monday, 8/22. Concrete invert will commence the day after the water service is
complete.

Quietwood Creek – Diverting Structure – completing work and installing the outfall
pipe.
Field Drive Repaving – S74 W21052 Field Drive – Payne and Dolan will start road
program in two weeks and will do driveway at that time.
Settlement Center (Old Town Hall) –Contractor started doing site and demolition
work. Project should be completed by October 1, 2005.
UNFINISHED BUSINESS
Personal appearance of resident to discuss parking concerns for the Fountainwood Pool –
Ald. Buckmaster gave a brief history on this issue. Residents have approached the
Committee and Ald. Patterson with concerns of traffic and parking related to the
Fountainwood pool. Since the meeting last month, the City has placed temporary no
parking signs along both sides of Fennimore. Ald. Buckmaster opened the meeting up for
the pool owner, Dale Schrank, and the residents to speak on the traffic and parking issues.
Dale Schrank, New Berlin – Mr. Schrank explained he has overflow parking for lessons
that run for 30 days total in the summer. He has restricted membership and adjusted the
lesson start times to accommodate parking. Flyers were handed out to members and
residents coordinating parking on the right and left sides of the street. Fennimore was not
used for parking during lessons. Staff was instructed to park on Sherwood Circle.
Parents had been asked to not make the turn around on Fennimore in residents
driveways. Permanent no parking signs would not affect the pool or lessons and Mr.
Schrank would not object to them. Mr. schrank feels the problems have been resolved.
Corrine Oleniczak, S66 W13348 Sayroyan Road – Ms. Oleniczak explained her house
faces south on Sayroyan but the side lot is on Fennimore. Fennimore is a dense street for
cars, very few cars there. Would like to be able to park on the side of her property and
have guests be able to park there also. No parking on Fennimore puts a burden and
safety concern on Sherwood Circle where people would be able to park on both sides of
the street.
Patty Pilarski, W133 S6582 Fennimore – Concerned with the safety of kids with cars
parking on the street. There are many kids in the neighbor who ride their bikes down the
street. With cars parked on both sides of the street it is hard to see the kids. Another
concern is people parking in front of the mailboxes. The mail will not be delivered if there
are cars parked in front of the mailboxes. Also, people are parking along the ditches and
making ruts in the ditch. Wants no parking signs in front of her house. Would like to see
more off street parking for the pool.
Ryan Olson, W133 S6559 Fennimore – Lives north of the pool and has three mailboxes of
neighbors on his property. Mailboxes have been blocked and he asked the drivers to
move, but the drivers have gotten upset. Put cones out at the end of the driveway and
people still park in front of the mailboxes. Majority of traffic is during swim lesson times.
There is overflow parking on weekends also. Temporary no parking signs have really
helped.
James Goetzke – W134 S6535 Fennimore – Traffic has increased within the last few
years. People have been parking in front of mailboxes and when asked to leave they

become obscene. Drivers who turn around in the driveways run ruts into the ditches.
Emergency vehicles would not be able to get through with cars parked on both sides of the
street.
Tim Stache, W133 S6620 Sayroyan – Has lived in the same house for 45 years. Has not
seen the traffic that the other residents are speaking of. The most cars he has seen is
during the swim meet, one Saturday a year. Has not seen cars parked up and down
Fennimore. Has only seen cars parked in front of his neighbors house. Feels as a
taxpayer he should be able to park on public roadways. If cars are parked in front of
mailboxes, the owners should call the police and have them ticketed. The pool program is
a very structured pleasant atmosphere. The ditches are owned by the City and are in
good shape.
Ann Moss, S67 W13793 Fleetwood – Family rides bikes to the pool and are pool members
and also take lessons. Last year the parking was a problem. Mr. Schrank handed out
pamphlets and corrected the problem. This year there are no problems. Mrs. Moss does
not feel there is a safety issue.
Jill Kieweg, S66 W13432 Sayroyan – Lives directly adjacent to basketball court, on the
corner of Sayroyan and Sherwood. Since the no parking signs went up on Fennimore it
brought all the parking on her side. She has not had any problems and her ditches look
fine. Drivers have not been turning around in driveway.
Tracey Snead, W134 S6598 Sherwood - Involved with the pool lessons last year and is at
the pool all the time. Didn’t notice a problem last year. Staff addressed any problems on
an individual basis. Surprised when she heard of problems this year, too. Still did not see
any problems. Would like some areas on Fennimore left open for parking. Feels Mr.
Schrank has done an excellent job of getting people to park properly. If people are parking
in front of mailboxes the police should be called to deal with the problem.
Diane Osten, W133 S6570 Fennimore – Had no parking signs permanently installed
because of parking. Would like to see more off-street parking installed for the pool.
Blair Dixon, W134 S6554 Sherwood – When people bought the houses in this subdivision
they should have known there would be parking issues related to the pool. During the
swim meet Saturday morning the pool was busy, but there were no safety problems.
School busses were able to get through. Surprised to hear there were concerns with
people parking on City ditches.
Tom Wiese, W134 S6621 Sherwood – Lives directly west of the pool. No problems with
parking. The are cars on the road stay mostly on one side of the street. Is able to get his
boat in and out of the driveway.
Larry Cichucki, W135 S6522 Sherwood – Doesn’t want to see no parking signs installed
on Sherwood and Windsor. Wants to be able to park in front of his property.
John Snead, W134 S6598 Sherwood – Understands concern with people parking on both
sides of the street. It does become congested when one class starts and one class ends.
Post no parking on one side of the street, with mailboxes, from 9:30 till 1:00 pm. No
problems on the weekends.

Gary Austin, W133 S6570 Fennimore – Parking lot is in front of his driveway. Last year
the cars parked on both sides of the street. This year since the signs went up the parking
has been good.
Ald. Patterson – Ald. Patterson explained there was not a Business Site and Operation
Plan on file with the Planning Department. The no parking signs went up after the last
meeting as a temporary solution to the problem. Mr. Schrank has submitted plans to the
Planning Department and staff feels there should be 30-32 parking spaces in the lot.
There have never been more than 23-24 cars in the lot at any one time, and 12-18 cars on
the street at any one time. Looking at putting a culvert into the southwest corner of
Sherwood for staff parking of 8-10 cars. Ald. Patterson suggested installing the culvert for
staff parking and installing temporary no parking sings for 60 days on Fennimore on the
east side from one end to the other and on the west side of the pool driveway north to
Windsor. Residents and Mr. Schrank will work with Ald. Patterson to come to an
agreeable resolution. Options will be brought back to Committee before a decision is
made.
Status of City’s request to Waukesha County for traffic study – Racine Ave from
Henneberry Drive to North Shore Drive – The traffic study results should be available by
October or November.
Discuss entrance to Plum Creek East to Apollo Drive – Ald. Buckmaster explained the
Engineering department has provided information and does not feel this issue should be
pursued. Ald. Buckmaster requested this item be removed from future agendas.
Review request for stop sign (Meadow Green West) Joel and Brennan – Ald. Borgman
moved to defer. Seconded by Ald. Melcher. Motion carried 3-0.
Status of acceptance of extension of Center Drive – Ald. Borgman moved to defer.
Seconded by Ald. Melcher. Motion carried 3-0.
Discuss off lake parking and public access to lake- - Ald. Melcher explained his concerns
with lack of parking to access the lake. Ald. Melcher is waiting to hear from a resident on
Bayshore with no parking issues. Ald. Melcher also expressed concern with the launch
revenue decreasing at Idle Isle. Ald. Melcher moved to defer. Seconded by Ald.
Borgman. Motion carried 3-0.
NEW BUSINESS
Request study – “No Parking” signs Parkland, south of Janesville – Ald. Buckmaster
explained there are cars for sale being parked on Parkland south of Janesville Road that
are causing a safety issue, as it is already a busy intersection. The Committee reviewed a
memo from Police Chief Johnson. Ald. Melcher moved to recommend to Council a
“No Parking” zone be created on both sides of Parkland Drive south of Janesville
Road. This would be to a point on the east side of Parkland to the driveway of the
Library, and on the west side to the driveway opposite of the Library entrance.
Seconded by Ald. Borgman. Motion carried 3-0.
Drainage issues – Bellview Subdivision – Water is draining down from the condos and the
library flooding four lots next to the library. There is a drain under Janesville Road that
needs to be cleaned out to allow the water to continue to flow to the ponds. Public Works

could do the work, but there is not a plan and cost for the project at this time. Ald.
Melcher moved to defer for more details. Seconded by Ald. Borgman. Motion
carried 3-0. Ald. Borgman stated there was cloud of topsoil filling into the lake. Ald.
Buckmaster stated the detention/retention ponds are designed to hold the sediment so it
doesn’t go into the lake. Ald. Melcher asked if the retention ponds are full. Ald.
Buckmaster referred this issue to the Engineering Department. Ald. Melcher expressed
concern with grass clippings making their way into the lake. Ald. Melcher noted if you cut
your grass towards the house rather than the curb the clippings would not end up in the
lake.
Aesthetic issues of prairie grass on Library property – Ald. Buckmaster explained the
prairie grass south of the library never developed like it did at Lake Denoon. Residents are
unhappy with the weeds and mice. The City has already cut back the prairie grass, but
there is an issue of who will maintain the cutting, the Parks Department or Public Works.
Ald Melcher will bring this item to the Park Board. The Conservation Coordination is
looking into other options than prairie grass. Ald. Borgman moved to defer. Seconded
by Ald. Melcher. Motion carried 3-0.
SUBDIVIDER’S EXHIBITS
Copper Oaks – Ald. Buckmaster stated there were several issues that have been resolved:
- Median added
- Street widened
- No extension to Rossmar
- Trail on opposite side of Martin will go to Park Arthur
- 8” storm sewer instead of 6”
The project meets the minimum requirements for subdivision design. Ald. Borgman
moved to approve the grading, drainage and erosion control plans for Copper Oaks
subdivision. Seconded by Ald. Melcher. Motion carried 3-0.
ACCEPTANCE OF IMPROVEMENTS
NEW BUSINESS PLACED ON FILE – No action intended for these items. The following
may be placed on the agenda at a future meeting.
Moorland Road extension by-pass lane – Durham to Cherrywood
COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW –
Ald. Melcher would like to see a speed study done on Pasadena Dr. This will be placed on
a future agenda.
Ald. Borgman also requested the potholes on Lannon Drive be repaired with something
more permanent than gravel. The gravel wares away within a couple of days.
