MINUTES OF SPECIAL MEETING HELD TUESDAY, APRIL 26, 2005
Chairman Chris Buckmaster called the meeting to order at 6:25 PM with Committee
Member Nancy Salentine present along with Engineer/Building Inspection Director Sean
McMullen. Chairman Buckmaster led those present in the Pledge of Allegiance. Ald.
Schroeder and Committee Member Neil Borgman arrived during the meeting.
Chairman Buckmaster reported that the meeting was noticed in accordance with the
Open Meeting Law.
NEW BUSINESS
Approve 2005 Building Inspection Position
The item was deferred at the April 18, 2005 meeting. Ald. Buckmaster stated he was
looking for guidance. The City is currently reviewing a City Administrator position and
the possible restructuring of the Finance Department. He understands why Mr.
McMullen is bringing this forward. The services of two of the building inspectors are
very limited. If another inspector is hired, how will that affect fiscal year 2006?
Mr. McMullen stated that the accounting for the Building Inspection and Engineering
areas of his department is done separately. He was told in 2000 that the Building
Inspection area of his department had to be self-sufficient by 2001. In addition, the
Engineering area had to be self-sufficient by 2003 if he wanted to hire additional staff.
Both areas are now more than self-sufficient.
Ald. Buckmaster has concerns that the revenue generated by the Building
Inspection/Engineering Department will be needed in some other area. Ald. Salentine
stated funding was placed in the 2005 budget to allow a July start. Hiring consultants
costs more money. This request should be reviewed on its own merit and need. Mr.
McMullen’s request for an earlier start date is reasonable especially in light of the
circumstances that exist in his department.
Ald. Buckmaster stated the Public Works Committee was charged with evaluating the
need for an additional inspector. Mr. McMullen has met that burden but Ald.
Buckmaster still believes financial issues exist. However, the issue can be further
discussed at the Council level. Ald. Salentine moved that the Public Works Committee
recommends to the Common Council the need for an additional building inspector
pursuant to Resolution #200-2004. Ald. Buckmaster seconded; motion carried. Ald.
Borgman arrived.
