Public Works Committee - MINUTES - 4/18/2005 APPROVED CITY OF MUSKEGO PUBLIC WORKS COMMITTEE MEETING MINUTES OF MEETING HELD MONDAY, APRIL 18, 2005 Chairman Chris Buckmaster called the meeting to order at 5:09 PM. Also present were Committee Members Ald. Nancy Salentine, Ald. Neil Borgman and Engineering/Building Inspection Director Sean McMullen. Chief John Johnson and Public Works Superintendent Wayne Delikat were excused. Chairman Buckmaster reported that the meeting was noticed in accordance with the Open Meeting Law. PLEDGE OF ALLEGIANCE Chairman Buckmaster led those present in the Pledge of Allegiance. APPROVAL OF MINUTES Ald. Salentine moved to approve minutes of the meeting held March 22, 2005. Ald. Borgman seconded. Motion carried 3-0. ENGINEERING/BUILDING DIRECTOR – PUBLIC WORKS SUPERINTENDENT REPORTS – Discuss Urban/Rural Drainage – nothing to report. STATUS OF PROJECTS  Tess Corners Pond Expansion/Drainage Issues (New Berlin) – nothing new to report.  Janesville Road Reconstruction Project – Director McMullen explained he attended the Re-Start meeting for the Janesville Road Construction Project on Wednesday, thth, April 13. Work will begin on April 18 and asphalt work will begin the week of May thth 8. Street lighting and landscaping will continue to May 24.  Janesville Road - Lighting – Director McMullen reviewed with the Committee the lighting plans on Janesville Road. The poles will be the same as used at the Library. Director McMullen noted the lights on the poles will be Lexon heads which will not shatter if hit. Also, the 120-volt outlets have been moved to the top of the poles instead of being at the bottom of the poles. The poles will be located 6 inches above the sidewalk/curbline. The poles will go past EJ Salentine’s and Biosource and will end at Poe’s Place. A city light will be reinstalled at the entrance for Atonement. Atonement has previously paid to have a light placed there. Director McMullen explained the layout of the poles could be adjusted for driveways. Director McMullen noted the layout will be available on the City’s website.  Martin Drive Realignment – nothing new Public Works Committee Minutes – April 18, 2005 Page 2  Durham Drive Realignment (McShane south to “OO”) – Director McMullen explained the State has removed the two programs that the City previously had been awarded grants for. They will not be available again until 2008. The application process to begin in 2007.  Idle Isle Bridge Reconditioning – Nothing new to report.  Freedom Square Ponds – Mr. Taj Jordan, who lives in Schubring Bay next to the ponds, was present. Mr. Jordan is concerned with land eroding back into the water. Mr. Jordan is also concerned with the aesthetics of the pipe coming out of the ponds. Mr. Jordan suggested painting the pipe to blend in with the landscaping. Director McMullen explained that mud was pumped into the ponds, but the Contractor was out today sucking it all back out and they will be coming out to remove the material. Director McMullen also explained the pipe coming from the ponds could be stained rather than painted. Ald. Buckmaster suggested staining the rim and a few feet of the top of the pipe to prevent sun glare. Director McMullen stated there should be funds available to do the staining. Director McMullen noted the tree-planting plan was approved at the March 22, 2005, meeting. Tom Zagar will contact Mr. Jordan before the work is started.  Quietwood Creek – Diverting Structure – nothing new to report.  Field Drive Repaving – S74 W21052 Field Drive – nothing new to report.  Settlement Center (Old Town Hall) - Director McMullen explained the City has just signed a contract with Bonestroo to begin design work. Design and bidding should be completed by the last week in May. Old Town Hall should have full occupancy this year. The project is under budget, with Public Work’s time included.  Subdivision Development - Ald. Buckmaster thanked the Engineering Department, Sean McMullen and Dave Simpson, for creating and updating the subdivision tracking sheet. The Committee agreed the list has been very helpful. UNFINISHED BUSINESS Martin Drive- second phase of traffic study for intersection of Martin Drive/Janesville Rd – Director McMullen stated the traffic study will be done in May. Ald. Salentine moved to defer until the June meeting. Ald. Borgman seconded. Motion carried 3-0. Further review of request for speed bumps on Kurtze Lane - Director McMullen stated the traffic study will be done in May. Ald. Borgman moved to defer until the June meeting. Seconded by Ald. Salentine. Motion carried 3-0. Status of permanent ROW dedication for cul-de-sac of Valley View Subdivision – Director McMullen explained there will be no utility connection between Valley View and Marlan Meadows subdivision. Therefore, he is recommending creating a permanent cul-de-sac at the end of Rossmar Drive. Director McMullen stated a new set of plans will come to the Committee after the Plan Commission approves the new layout. Public Works Committee Minutes – April 18, 2005 Page 3 Discuss proposed request for City to petition County for a traffic study – Racine Ave from Henneberry Drive to North Shore Drive – Director McMullen has emailed Waukesha County requesting a traffic study be completed on Racine Ave. NEW BUSINESS Discuss Application for Industrial Park Infrastructure Funding – Director McMullen explained the City qualifies for Local Road Improvement Funds(LRIP) with a matching amount of up to $100,000. Ald. Salentine moved to authorize Director McMullen to apply for the LRIP Funding for the 2006 funding cycle for the roadway improvements. Ald. Borgman seconded. Motion carried 3-0. Approve Permanent Drainage Easement for maintenance of stormwater/Michael & Lynn Stein – Director McMullen explained to the Committee the Lakewood Meadows original phase placed an easement along the north side of the Stein property to accommodate the roadside drainage and the offsite drainage. With the development of the area, the drainage patterns have made it very difficult to drain the water to the existing easement. In severe storm events the water will back up across the roadway and the front yards of Hillendale lots. The new easement area will allow a faster and steeper course for the overland flow. The Steins have requested this easement relocation. The City will cut down the scrub trees, which will take about 4-6 hours. The culvert replacements will be paid for by the owner of lot 6 of Lakewood Meadows and the Steins. There will be no financial impact to the City. Ald. Salentine moved to approve the relocation of the drainage easement on the Stein property. Seconded by Ald. Borgman. Motion carried 3-0. Review bill for broken fame, post and paper box due to snowplow – Guy Coe Enterprises – Director McMullen explained Mr. Guy Coe has submitted a claim for damages due to snowplowing. Mr. Coe is upset with the type of pole used to replace the decorative post and mailbox that was damaged. Director McMullen stated it is the City’s policy and past practice to replace mailboxes with standard 4X4 treated posts and standard mailbox. Mr. Coe is requesting 2- 4x4x8 treated cedar posts and is also requesting $150.00 for labor. Director McMullen noted his mailbox has been hit two times in the last six years. Noting that Thode Drive is a narrow road, the Committee has recommended while plowing this road to not use the wing of the plow. Ald. Salentine moved to deny the request for reimbursement for the decorative post and box. Seconded by Ald. Borgman. Motion carried 3-0. Discuss filling of additional building inspector position – Director McMullen informed the Committee of the limited services of two of the building inspectors and the immediate need to hire an additional inspector. Jim Polinski, the commercial and residential electrical inspector, is out on indefinite medical leave. Al Biwer, commercial building and plumbing inspector, is on restricted duty. Ald. Buckmaster requested more time to review the th information and if necessary will hold a special meeting before Council on April 26. Ald. Borgman moved to defer to a special meeting prior to the Common Council meeting th on April 26. Seconded by Ald. Salentine. Motion carried 3-0. Determination of curb and gutter requirement – Rustic Trails – Director McMullen explained Rustic Trails is a conservation subdivision on Field Drive and is required to come to committee for determination of curb, gutter and storm sewer requirements. Ald. Public Works Committee Minutes – April 18, 2005 Page 4 Salentine moved to deny the request for the exception to the standard cross section. Ald. Borgman seconded. Motion carried 3-0. Revocable Occupancy Permit – Lake Access 13, Schubring Bay - Director McMullen noted in the Revocable Occupancy Permit, issued to Mr. Jareth Sowinski, item #6 states; “furthermore, within 15 days of approval, asphalt parking and driveway areas shall be removed from within 3 feet of the property line, and said area shall be restored and maintained in a vegetative cover.” Director McMullen showed the Committee pictures of Mr. Sowinski’s property from August 2004, and pictures from today, noting the work has not been completed. Director McMullen explained the retaining wall is encroaching into the right of way 1.6 feet and the driveway is encroaching 4.6 feet. Ald. Salentine moved to recommend to Council to exercise the option to revoke the occupancy permit. Seconded by Ald. Borgman. Motion carried 3-0. Director McMullen will bring the above-mentioned pictures to the Council meeting for discussion. SUBDIVIDER’S EXHIBITS ACCEPTANCE OF IMPROVEMENTS - None NEW BUSINESS PLACED ON FILE – No action intended for these items. The following may be placed on the agenda at a future meeting. Candlewood Village traffic issues - COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW – ADJOURNMENT – Ald. Salentine moved to adjourn the meeting at 6:30 PM. Seconded by Ald.
