Public Works Committee- MINUTES - 9/20/2004 CITY OF MUSKEGO APPROVED PUBLIC WORKS COMMITTEE MEETING MINUTES OF MEETING HELD MONDAY, SEPTEMBER 20, 2004 Chairman Chris Buckmaster called the meeting to order at 5:05 PM. Also present were Committee Members Ald. Nancy Salentine, Ald. Neil Borgman, Engineering/Building Inspection Director Sean McMullen, Public Works Superintendent Wayne Delikat and those per the attached sheet. Chairman Buckmaster welcomed the visitors who were auditing the meeting for a scout project. Chairman Buckmaster reported that the meeting was noticed in accordance with the Open Meeting Law. PLEDGE OF ALLEGIANCE Chairman Buckmaster led those present in the Pledge of Allegiance. APPROVAL OF MINUTES Ald. Borgman moved to approve minutes of the meeting held August 16, 2004. Ald. Salentine seconded. Motion carried 3-0. ENGINEERING/BUILDING DIRECTOR – PUBLIC WORKS SUPERINTENDENT REPORTS - Supt. Delikat reported that his crews are starting ditch repair and, with the help of Payne & Dolan, are on schedule despite the extensive Spring rain. STATUS OF PROJECTS  Tess Corners Pond Expansion/Drainage Issues (New Berlin) – Bids were opened on 9-9-04. At the opening, it was noted that two contractors (Iverson & Sons and A. W. Oakes) had not submitted their pre-qualification forms and, therefore, their sealed bids had been given back to contractors. Contractors then took their sealed bidding documents out of the room. After further investigating, it was determined that these two contractors had submitted their prequalification forms but the City of New Berlin staff had misplaced the forms. Sean and New Berlin’s city attorney agree that the bids will have to be rejected by the City of New Berlin’s council at their 9/28/04 and the bidding process started over. It is anticipated that the award of bid will occur at the October 28, 2004 meeting. Sean will keep the committee updated. It was noted that this project must not only be started, but water quality components completed by the end of the year in order to receive grant monies awarded for this project. When questioned about incentives, Sean explained the liquidated damages procedure, which is included in all bidding documents.  Janesville Road Reconstruction Project – Sent legal descriptions to Waukesha County. Their Cooperation Council will review the lease agreements for the parking lot. Should have something from them by October meeting for committee review. Ald. Borgman questioned timeline and Sean reported that the contractor is now running two weeks behind, but contractor feels they will be finished one week to 10 days before final completion date of November 1, 2004. Public Works Committee Minutes – September 20, 2004 Page 2  Durham Drive Realignment – Nothing new to report.  Martin Drive Realignment – Sean noted that Waukesha County is completing their second phase of a traffic study regarding the Martin Drive/Janesville Drive intersection. After completion, the County will look at possibly changing speed limit or amend their philosophy for signalization. This item will be put on new business for the October agenda.  Freedom Square Ponds - Work began on the storm sewer Thursday, 9-9-04. Making final changes to the bidding documents. Bid date of the pond project will be October 14, 2004. The Public Works Committee will review bids at their 10-18-04 meeting and make recommendation to Common Council for their 10-26-04 meeting. Sean will supply a copy of the final plans to Ald. Borgman.  Idle Isle Bridge Reconditioning – Contracts signed 9-14-04. Suzie Link, Chairman of the Little Muskego Lake District Commissioners, thanked the committee for the timing used for the bridge reconditioning which gave residents more of the summer months for launching their boats at Idle Isle.  Cherrywood Bridge Construction – Nothing new to report. The Committee thanked Sean for the recent email update on this project.  Durham Drive Cul-De-Sac – Starting Thursday, September 16, 2004, the contractor will be removing asphalt at the intersection for installation of the stamped concrete. Contractor will continue to work on pavement until the new cul-de-sac is installed. UNFINISHED BUSINESS Review status of Quietwood East – Woods Rd Damage – Director McMullen met with Payne and Dolan this morning. Payne and Dolan will come out again to fix the road. Rawson th Contractors is still responsible for the damage. The deadline set by the City is October 30. Status of installation of diverting structure – Quietwood Creek – Director McMullen stated the School District is willing to use extra topsoil from the High School project to create the diverting structure. NEW BUSINESS: Review proposed amendment to Chapter 35, Section 35.05 (7) Property Maintenance to include mailboxes – Chairman Buckmaster updated the committee that in a previous meeting with residents, concern was mentioned about the condition of mailboxes for commercial and multi-family property (over two-family). As a result of this discussion, Chairman Buckmaster would like the committee to recommend to council the following amendment to Chapter 35, Section 35.05 (7) Property Maintenance: (7) All fences, walls, lighting, signs, storage structures, mailboxes, postal boxes, news paper boxes, and other visual physical improvements or appurtenances shall be maintained in a safe, working order and in good appearance, and in conformance with all applicable codes. Public Works Committee Minutes – September 20, 2004 Page 3 Ald. Salentine moved to recommend to Common Council the above amendment to Chapter 35, Section 35.05 (7) Property Maintenance. Seconded by Ald. Borgman, motion carried 3-0. Discuss safety issues on Durham Drive South, before Durham Court – Chairman Buckmaster discussed with committee another concern brought up at a meeting with residents who strongly felt that the curve on Durham Drive, going south, prior to intersection with Moorland is extremely dangerous. Sean McMullen suggested the Public Works Department erect chevron signs to warn people to slow down for curve. He has discussed area with Chief Johnson who is looking into speed limit issue. Chairman Buckmaster suggested that the Public Works Department also paint white chevrons on the road. Sean stated that this becomes extremely slippery and he would prefer to look into raised pavement markings if the chevron signs do not work. Ald. Borgman moved to defer this item until the October meeting. Seconded by Ald. Salentine, motion carried 3-0. Annual discussion on drawdown of both Little Muskego Lake Dam and Big Muskego Lake Dam – Suzi Link, Chairman of the Little Muskego Lake District Commissioners, appeared before the committee to discuss the date for the annual drawdown of Little Muskego Lake. Supt. Delikat advised that the Big Muskego Lake is presently down 6 to 7 inches. It is the policy of the Public Works Committee to review this item every September. The DNR wants all waters levels to remain stable. Ms. Link inquired if we could move the date this year th from the usual October 15 date to a little later in October. Ald. Salentine moved to defer th this item to the October 18 meeting for a final decision on the date of drawdown. Seconded by Ald. Borgman, motion carried 3-0. Discuss Historical District Street Lighting and Crosswalk Signage – Chairman Buckmaster advised that this item was a continuation of an item discussed at the 9/16/04 Committee Of The Whole meeting. At that meeting, the Committee Of The Whole voiced concern with the budgeted amount of $400,000.00 for street lighting. Ald. Salentine brought to the committee’s attention that the intent of the Mayor’s Task Force was for the light fixtures to be the same as used at the Library, Walgreen’s and Arby’s. The “adopted” Tess Corners Design Guide has a more expensive fixture than was originally agreed upon. Sean stated that this was discovered during a meeting with Ald. Salentine this afternoon, and he was only able to secure rough cost estimates for this evening. The original fixture is approximately $1,100.00 less than the fixture in the design guide. Sean also explained that the original intent of the Mayor’s Task on Economic Development was to have the lights run from Durham Drive to the east side of the old St. Paul’s Church. Ald. Salentine added that the (single-armed) lights were to be at least every 100 feet on the opposite side of the road and where boulevard begins, one (double-armed) light for every 150 ft. Sean explained that along with the cost of the fixtures, you have to add in the two control boxes @ $7,500 each along with the cost for the installation of the lights which is approximately 1.5 times the cost of the fixture for approximately $52,000. An option to eliminate double-arm fixtures and use only one-arm fixtures was discussed, along with reducing the amount of lights. After considerable discussion, Ald. Borgman moved to direct Sean to put together cost estimates on all options to be available for the Committee Of The Whole meeting on Thursday, rd September 23, along with a street map showing layout of street lights. Seconded by Ald. Salentine, motion carried 3-0. It was noted that the Chamber of Commerce has requested that the City install a GFCI at each light pole at approximately $300 per pole. Public Works Committee Minutes – September 20, 2004 Page 4 The following paragraph was removed at Common Council meeting of 9/28/04 Sean discussed cost estimate received from Waukesha County on a citizen’s request to have the signal items painted black. The cost estimate for the painted (black) signal items is $4,019.25. There would be an additional cost to the City to stock one of each signal item estimated at $5,900.00. These numbers do not include any restocking fees, freight, or tax. It would also require an additional 2 to 3 weeks lead-time. If this were the committee’s wish, the County would need to receive a formal request and agreement from the City to pay for these items. Ald. Borgman moved to stay with original fixtures, not colored. Seconded by Ald. Salentine, motion carried 3-0. Sean will notify Waukesha County of decision after acceptance by the Common Council on 9/28/04. Discuss Candlewood Village street signs at Sandalwood Drive and Rosewood Drive – Sean reminded the committee that when the road plans for this subdivision were originally reviewed by the committee, it was determined that the signage be addressed after construction. He stated that both he, Chairman Buckmaster and Chief Johnson feel that until such time as it becomes an issue, we don’t want to do anything to this area. The vision corners are much wider than normal vision corners. Ald. Borgman moved to leave until such time as it becomes a problem and requests that this item be revisited in six months. Seconded by Ald. Salentine, motion carried 3-0. Discuss Atonement Lutheran Traffic Issues - Ald. Borgman advised the committee that he had spoken with the pastor of Atonement Lutheran Church about the traffic turning off of Janesville Road at the entrance to the church using it as a cut-through to Durham Drive. Chairman Buckmaster stated that he had been in contact with the pastor today and there is a question as to who owns the ingress/egress easement. Sean advised that this easement is owned by Atonement Lutheran Church but there is a signed agreement that it can be used by Bushy’s Pub. Supt. Delikat advised that his department has put up “no thru” signs. Chairman Buckmaster noted that the pastor thought those signs should be moved to Cornell Drive. Supt. Delikat will take care of putting up the required signs. Chairman Buckmaster reminded the committee that there will be an annual review of this area as it is a requirement for the approval of the building, site and operation plan for Bushy’s Pub. SUBDIVIDER’S EXHIBITS - None ACCEPTANCE OF IMPROVEMENTS: Sean alerted the committee that there would be six (6) subdivision that will be on their October agenda: Martin Estates, Candlewood Creek Addn. #1, Prairie Meadows; Reserve of Champions Village; Riverview Court and Sarah Estates. Subdivision improvements can be approved prior to November lst and after May lst of each year. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW - None ADJOURNMENT - Ald.
