PUBLIC WORKS COMMITTEE MEETING correct/unapproved
MINUTES OF MEETING HELD MONDAY, May 17, 2004
Chairman Chris Buckmaster called the meeting to order at 5:00 PM. Also present were
Committee Member Ald. Nancy Salentine, Ald. Neil Borgman (5:20 PM) and
Engineering/Building Inspection Director Sean McMullen.
Chairman Buckmaster noted that the meeting was noticed in accordance with the Open
Meeting Law.
PLEDGE OF ALLEGIANCE
Chairman Buckmaster led those present in the Pledge Allegiance.
APPROVAL OF MINUTES
Ald. Salentine moved to approve minutes of the meeting held May 11, 2004. Ald.
Salentine seconded. Ald. Buckmaster requested the last sentence of unfinished
business, review request to waive stormwater requirements (Heather’s Way), The
Committee noted that the developer could submit another request in the future if an off-
site area for stormwater was acquired, be removed. Ald. Salentine moved to amend.
Ald. Buckmaster seconded. Motion carried 2-0. Ald. Salentine moved to approve
as amended. Ald. Buckmaster seconded. Motion carried 2-0.
STATUS OF PROJECTS
Engineering Director Sean McMullen updated the committee on the status of projects:
Rosewood Landscaping - A letter was sent to Paula Johnson. Ald.
Buckmaster requested after the City receives a response from Ms. Johnson a
deadline be set for work to be completed.
Tess Corners Pond Expansion/Drainage Issues (New Berlin) – Nothing new
to report.
Janesville Road/Moorland Road Intersection – Nothing new to report.
Janesville Road Reconstruction Project – Nothing new to report.
Durham Drive Realignment - Nothing new to report.
Martin Drive Realignment – Nothing new to report.
Idle Isle Bridge Reconditioning – Nothing new to report.
Cherrywood Bridge Construction – Nothing new to report.

Discuss Urban/Rural Drainage – Director McMullen stated the Sunny Hill Drive project
is finishing up. Public Works is installing additional culverts and doing ditch work as
requested due to rain.
Review status of Quietwood East – Woods Rd Damage – Director McMullen stated
repairs will be done June 2, 2004, by Payne and Dolan.
Discuss request for speed control – Country Club Villages – The Committee
reviewed the speed study for Champions Drive. Director McMullen noted the posted

speed is 25mph and the 85percentile is 28mph. Director McMullen explained speed is
not a problem according to the speed study and recommend enforcement by the Police
Department. Ald. Salentine moved to upgrade enforcement in this area. Ald.
Buckmaster seconded. Motion carried 3-0.
NEW BUSINESS
Continued discussion on temporary stop signs Oak Grove and Lions Park –
Director McMullen explained Oak Grove and Lions Park is a three-way intersection. A
year and a half ago the City put in a temporary permanent stop sign on the south bound
leg of Lions Park. That did not resolve the problem with northbound traffic. Ald.
Salentine moved to install a temporary permanent 3-way stop sign at Oak Grove
and Lions Park Drive. Ald. Buckmaster seconded. Motion carried 3-0.
Review roads, stormwater management and soil erosion for Golf View Estates –
The developer is requesting the Committee waive the requirements for curb, gutter and
storm sewer. Director McMullen noted this is not a conservation subdivision. St.
Andrews Village is the subdivision across the street and is built to City standards. The
developer requested municipal sewer installed. Director McMullen informed him he
could petition MMSD. In 1999 the Committee adopted the policy requiring curb, gutter
and storm sewer. Ald. Salentine moved to deny waiving of curb, gutter and storm
sewer requirements for Golf View Estates. Seconded by Ald. Borgman. Motion
carried 3-0.

ADJOURNMENT - Ald. Salentine moved to adjourn the meeting at 5:31 PM.
Seconded by Ald. Buckmaster, motion carried 3-0.
