Public Works Committee - MINUTES - 5/11/2004 CITY OF MUSKEGO SPECIAL PUBLIC WORKS COMMITTEE MEETING Amended/ MINUTES OF MEETING HELD TUESDAY, MAY 11, 2004 Approved Chairman Chris Buckmaster called the meeting to order at 6:45 PM. Also present were Committee Members Nancy Salentine and Neil Borgman, Engineering/Building Inspection Director Sean McMullen and Public Works Superintendent Wayne Delikat. Ald. Schroeder was also in attendance. Those present recited the Pledge of Allegiance Chairman Buckmaster noted that the meeting was noticed in accordance with the Open Meeting Law. APPROVAL OF MINUTES Ald. Salentine moved to approve minutes of the meeting held April 26, 2004 with correction on page 2 under Bridge Plans for Cherrywood Drive noting the word “inches” was changed to “feet.” Ald. Buckmaster seconded; motion carried. Mr. McMullen gave a brief update on the Freedom Square Ponds project. UNFINISHED BUSINESS 1. Discuss Urban/Rural Drainage Mr. Delikat stated the project on Sunny Hill was near completion. He will work with the County regarding the culvert on Janesville Road near the Country Squire. The Janesville Road reconstruction project was discussed with Mr. McMullen stating that the road can be closed for up to a 28-day period. He does not when this will occur but will be responsible for notification. The road closure will occur sometime during the summer while school is not in session. Appropriate signage is required to be in place prior to the road being closed. 2. Review Status of Quietwood East - Woods Road Damage Mr. McMullen stated there was nothing new to report. 3. Review Request to Waive Stormwater Requirements (Heather’s Way) Ald. Buckmaster stated he requested deferral of this item so he could obtain more information. A hydrology report would be required to support that the wetlands would not be adversely affected. However, Mr. McMullen stated that wetland areas could not be used for stormwater management. He presented information to show the calculations used for the Big Muskego Estates Phase II development and how stormwater management was included in the yield plan. Mr. McMullen stated that he told the developer an area of approximately 11% to 15% is required to accommodate stormwater management. Mr. Tom Stang appeared on behalf of the developer. He asked if land or an easement could be acquired and be utilized. Mr. McMullen responded off-site land could be used for stormwater management purposes pursuant to Chapter 34 of the City’s Municipal Code. However, the off-site area has to allow the physical conveyance of stormwater. Public Works Committee Minutes - May 11, 2004 Page 2 Ald. Salentine moved to deny the waiver for stormwater management requirements for Heather’s Way. Ald. Borgman seconded; motion carried. ADJOURNMENT Ald. Salentine moved to adjourn the meeting at 7:03 PM.
