SPECIAL PUBLIC WORKS COMMITTEE MEETING
MINUTES OF MEETING HELD TUESDAY, June 8, 2004 Unapproved
Chairman Chris Buckmaster called the meeting to order at 6:01 PM.
PLEDGE OF ALLEGIANCE
Chairman Buckmaster led those present in the Pledge Allegiance.
ROLL CALL
Present were Committee Members Ald. Nancy Salentine and Ald. Neil Borgman, Mayor
Mark Slocomb, Ald. Eileen Madden and Iterim City Clerk/Treasurer Jill Blenski.
Chairman Buckmaster stated that the meeting was noticed in accordance with the Open
Meeting Law.
NEW BUSINESS
Discuss traffic regulation philosophy
Chairman Buckmaster advised that he had put this item on this special Public Works
Committee meeting in order that the committee understands its role regarding traffic
enforcement signs for the City. He stated that basically there are three people who can
authorize putting up a temporary stop sign or yield enforceable sign under an
emergency situation and that would be the Mayor, Chief of Police, or Public Works
Superintendent. Aside from an emergency, any sign requiring enforcement or any sign
that the Police Department tickets for requires an ordinance or resolution adopted by
the Common Council.
An advisory sign can be recommended by the Public Works Committee based on the
minutes being accepted by the Common Council.
Ald. Salentine explained that she has had a safety problem with a particular area and
has been trying to remedy it for several years by redesigning the intersection making it a
perpendicular 90 degrees. Because of the financial cost to the City by the utility
company and cable company, it is not feasible so last year she asked if we could put up
a temporary stop sign to see if it would help the situation. It has now been up for over a
year and we are having more problems. Ald. Salentine explained that she takes full
responsibility for that temporary sign and also for her request at the last meeting to try a
three-way temporary stop sign. She was not trying to break the rules; she was just
trying to resolve the blind spot problem. She thanked Chairman Buckmaster for calling
this special meeting to rectify the error. Chairman Buckmaster feels that everyone is on
the same page with input from the Police Department and Engineering Department.

Replace existing “Yield Sign” (established by adoption of Resolution #130-71) on Oak Grove
Drive at Intersection of Lions Park Drive with a “Stop Sign”

Ald. Salentine moved to recommend to Common Council a resolution of enforcement to
put a “stop” sign at Oak Grove Drive at Intersection of Lions Park Drive to replace
existing “Yield” sign. She proceeded to point out the area’s blind spot. Seconded by
Ald. Borgman, motion carried 3-0.
ACCEPTANCE OF IMPROVEMENTS – None.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW

ADJOURNMENT - Ald. Borgman moved to adjourn the meeting at 6:16 PM.
Seconded by Ald. Salentine, motion carried 3-0.
