Public Works Committee - MINUTES - 7/19/2004 CITY OF MUSKEGO PUBLIC WORKS COMMITTEE MEETING approved MINUTES OF MEETING HELD MONDAY, July 19, 2004 Chairman Chris Buckmaster called the meeting to order at 5:00 PM. Also present were Committee Members Ald. Nancy Salentine and Ald. Neil Borgman. Engineering/Building Inspection Director Sean McMullen, Police Chief John Johnson and Public Works Superintendent Wayne Delikat were excused. Chairman Buckmaster noted that the meeting was noticed in accordance with the Open Meeting Law. PLEDGE OF ALLEGIANCE Chairman Buckmaster led those present in the Pledge Allegiance. APPROVAL OF MINUTES Ald. Salentine moved to approve minutes of the meeting held June 28, 2004. Ald. Borgman seconded. Motion carried 3-0. STATUS OF PROJECTS  Rosewood Landscaping - Paula Johnson has decided to do the filling. City staff has staked the area; Paula’s contractor is working on filling. Engineering Department will be working with Paula on the completion and final installation of the fill.  Tess Corners Pond Expansion/Drainage Issues (New Berlin) – Meeting held between City of New Berlin and DNR on 7-12-2004 regarding appraisals and acquisition.  Janesville Road Reconstruction Project – Moving along. Hit a large area of contaminated soil on the Schaumberg property, which may jeopardize the road closures. Will be working with contractor to remove the soil within the timeline and it may necessitate some additional lane closures.  Durham Drive Realignment – There is a Department of Transportation meeting on 7/14/2004 regarding status of funding.  Martin Drive Realignment – Discussed with WEPCO the need for a streetlight at the intersection of Martin and Janesville. It was agreed that most cost- effective way is to delay the project until the Lindemann property on the corner is developed and electrical distribution is installed. City has also requested that the existing light be taken down to avoid further accidents.  Idle Isle Bridge Reconditioning – This project will be bid at the end of the month.  Cherrywood Bridge Construction – Bids received. Low bidder was Edward Kraemer and Sons at $170,701.09. Bid came in below estimates. As soon as preconstruction meeting can be scheduled the project will start. Public Works Committee Minutes – July 19, 2004 Page 2 UNFINISHED BUSINESS Discuss Urban/Rural Drainage – Status of drainage concerns at Country Squire – Ald. Buckmaster reported staff did research and found the original subdivision grading plan required a ditch between the two properties to allow drainage to the ditch on Carolyn Ct. Letters were sent out requesting the property owners restore the ditch to the master grading plan. Also, the Country Squire should remove a shed that is impeding some of their drainage. Discuss defunct Homeowner’s Associations – Nothing new to report. Review status of Quietwood East – Woods Rd Damage – Waiting 90 days to see if repairs hold up before the City will accept. Status of installation of diverting structure – Quietwood Creek – Last item the developer needs to resolve before the City accepts the subdivision. Further discussion of drainage concerns – Parkland Dr Subdivision – Ald. Borgman discussed the cost estimates from staff for this project. Ald. Borgman did not agree with the estimate. He would have liked to see more options that were less cost intensive. Ald. Salentine felt staff has put enough time into this. Ald. Buckmaster explained committee members have gone through the Parkland Subdivision files and have heard what residents have stated at the last meeting. Ald. Buckmaster also explained to those present the process of this Committee’s recommendations and the acceptance of the minutes by Common Council. Ald. Borgman moved to recommend to Council to accept the cost estimates of staff and repair the ditches of Parkland Drive as a City project. Motion died for lack of a second. Ald. Salentine explained she has gone through the files and could not find anything that showed the City should repair the ditches. Ald. Salentine then suggested the residents re-establish the homeowners association and repair the ditches as an association. Ald. Salentine moved to deny the request to repair the drainage ditches along Parkland Drive as a City project. Seconded by Ald. Buckmaster. Ald. Buckmaster opened for discussion. Billy Denson, Briargate Lane, explained when the system was designed there was a building moratorium and the system was self-reliant. Now there is building going on the north and east and the system cannot handle the extra water. Ald. Salentine clarified part of the water from New Berlin goes through Linnie Lac and into the Lake and part goes to Root River, not through the Parkland system. Mr. Bill Unger stated the Sunnyslope water shed flows through the Parkland Subdivision. Public Works Committee Minutes – July 19, 2004 Page 3 Ald. Salentine explained the City of New Berlin and the City of Muskego are working together to create a pond to handle the water from the Sunnyslope water shed. Mr. Unger stated the Department of Public Works has been placing straw bails on the north side of culverts along Parkland for the last 5 years because of the extra silt flowing through the ditches. Mr. Unger and Mr. Denson would like to see minimal work done, enough to clean out the ditches and bring back to a maintainable situation. After discussion, Ald. Salentine called for the question. The Committee voted and the motion carried 2-1, Ald. Borgman voting no. Status of Letter to Waukesha County regarding consistent speed limit on Janesville Road to Racine Avenue – Waiting for a response from Waukesha County. NEW BUSINESS Review policy established for commercial properties with single family living units - Ald. Buckmaster explained there are commercial properties that hire a private company for refuse and recycling pick-up and are also being charged by the City for pick-up. Ald. Salentine moved to discontinue refuse and recycling pick up for commercial properties when there is only one single family unit attached. Ald. Borgman seconded. Motion carried 3-0. Establish speed limit on Durham Drive north of Moorland Road – Ald. Buckmaster explained currently Durham Drive from Janesville Rd to Cornell Circle is 25 mph and the rest of Durham Drive is 35 mph. Every adjoining street onto Durham Dr. is 25mph. Ald. Buckmaster also noted the “15 mph when children are present” sign on Durham Dr. is missing. Ald. Salentine moved to recommend the speed be 25mph the entire length of Durham, from the future cul-de-sac at Janesville to Moorland, and to replace the missing “15 mph when children are present” sign. Seconded by Ald. Borgman. Motion carried 3-0. (This item was sent back to Committee from the July 27, 2004, Common Council meeting.) Discussion on street renaming – Durham Drive north of Moorland Road – Ald. Buckmaster explained with the cul-de-sacing of Durham Drive at Janesville Road the street should be renamed. Ald. Salentine moved to rename Durham Dr. Durham Ct upon the cul-de-sacing of Durham Drive at Janesville Road. Seconded by Ald. Borgman. Motion carried 3-0. Durham Drive from Woods to McShane will remain the same. (This item was sent back to Committee from the July 27, 2004, Common Council meeting.) Discuss policy for mountable curbs – Ald. Salentine moved to defer for more information from Director McMullen. Seconded by Ald. Borgman. Motion carried 3-0. Public Works Committee Minutes – July 19, 2004 Page 4 Review request for speed bumps on Kurtze Lane - Collette Klenz and Len Pilak were present to request speed bumps on Kurtze Lane. Mrs. Klenz explained people are driving down Kurtze Lane at a high rate of speed. Mr. Pilak added they are driving so fast they miss their turn onto Woods Road and almost end up in the ditch. The Committee agrees speed bumps would help. Ald. Salentine explained all the speed bumps are currently being used. The Committee will check with staff on available funds to purchase more speed bumps. Mrs. Klenz will have the neighbors sign a statement giving the City permission to install the speed bumps. This item will remain on the agenda for next month. Review request for City to provide outfall maintenance (referred from Public Utilities – Lake Lore) – Ald. Buckmaster explained the Public Utilities Committee referred this item. Residents on Lake Lore are requesting smaller riprap. The smaller pebbles are more expensive and could be carried away by the water. Ald. Borgman moved to deny the request for smaller riprap. Seconded by Ald. Salentine. Motion carried 3-0. Discuss interior trails and emergency access to Woodland Creek Estates – Discussion took place on whether a temporary emergency access would be needed in Woodland Creek Estates. Ald. Borgman moved to defer. Seconded by Ald. Salentine. Motion carried 3-0. ACCEPTANCE OF IMPROVEMENTS: None COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW - None ADJOURNMENT - Ald.
