Public Works Committee - MINUTES - 8/16/2004 CITY OF MUSKEGO PUBLIC WORKS COMMITTEE MEETING Approved MINUTES OF MEETING HELD MONDAY, AUGUST 16, 2004 Chairman Chris Buckmaster called the meeting to order at 5:00 PM. Also present were Committee Members Ald. Nancy Salentine, Ald. Neil Borgman, Engineering/Building Inspection Director Sean McMullen and Police Chief John Johnson. Public Works Superintendent Wayne Delikat was excused. Chairman Buckmaster noted that the meeting was noticed in accordance with the Open Meeting Law. PLEDGE OF ALLEGIANCE Chairman Buckmaster led those present in the Pledge Allegiance. APPROVAL OF MINUTES Ald. Salentine moved to approve minutes of the meeting held July 19, 2004. Ald. Borgman seconded. Motion carried 3-0. STATUS OF PROJECTS  Rosewood Landscaping - Paula Johnson has completed the fill and restoration. The City will be installing a fence shortly. This item will be removed from future agendas.  Tess Corners Pond Expansion/Drainage Issues (New Berlin) – Appraisals have been ordered. We should receive the appraisals within the next 35-45 days.  Janesville Road Reconstruction Project – Working with Waukesha County on acquiring either an easement or some type of other arrangements for a parking lot at the old Prestige Auto next to Country Trader. We are waiting for the DNR to approve plans on the box culvert so we can rip out the old culvert. Paving st should commence on 8-16-2004. Will be switching traffic by the 1 of September. The project is 31/2 weeks behind schedule.  Durham Drive Realignment – We will be receiving a formal letter from the DOT that we are not receiving the funding for Durham Drive for this budget cycle and we will be reapplying for the next budget in November.  Martin Drive Realignment – Nothing new to report.  Freedom Square Ponds - Received letter from the DNR approving dump site. We will finalize documents and will be bidding shortly.  Idle Isle Bridge Reconditioning – Bid opening is scheduled for August 19, 2004, at 11:00AM and will go to Council on August 24, 2004, for approval. A copy of the plans and specifications are on the desk in the Alderman’s office for review prior to the meeting. UNFINISHED BUSINESS Discuss Urban/Rural Drainage – Status of drainage concerns Country Squire – The neighbors are working with the Country Squire to resolve the drainage problem. This item can be removed from the agenda. Discuss defunct Homeowner’s Associations – Nothing new to report. This item can be removed from the agenda. Review status of Quietwood East – Woods Rd Damage – Director McMullen met with Payne and Dolan this morning. Payne and Dolan will come out again to fix the road. Rawson Contractors is still responsible for the damage. The deadline set by the th City is September 30. Status of installation of diverting structure – Quietwood Creek – Director McMullen stated the School District has extra topsoil from the High School project that they will be using the create the diverting structure. It is expected to be completed within a month. Status of Letter to Waukesha County regarding consistent speed limit on Janesville Road to Racine Avenue – The City received a copy of a letter sent to County Supervisor Dan Pavelko. The County feels the speed limits on Janesville Road are appropriate and do not intend to reduce it at this time. Ald. Buckmaster noted the City can request the County to review again in 18-24 months. Establish speed limit on Durham Drive north of Moorland Road- Ald. Salentine moved to recommend approval to Council posting the speed limit on Durham Ct 25mph. Ald. Buckmaster noted there are recreation trails on both sides of Durham Drive, and Tess Corners School being in the area the 25mph speed limit is safer for pedestrians. Chief Johnson stated cars will continue to drive what is reasonable for the street. Ald. Borgman seconded. Motion carried 3-0. Ald. Salentine moved to recommend approval to Council posting the speed limit on Durham Place 25mph. Ald. Borgman seconded. Motion carried 3-0. Discussion of street renaming – Durham Drive north of Moorland Road – Director McMullen explained letters were sent from the City to residents affected by the renaming of Durham Drive from Woods Road North to Janesville Road. Ald. Salentine explained there is confusion from people coming in and out of Muskego and also the Post Office. Staff came up with two options for renaming. First option is Durham Court North and Durham Court South. The second option is Durham Place and Durham Ct. Mrs. Robert Zahn explained she is not happy with the design of Moorland Road South. Mrs. Zahn also stated she does not want Durham Drive to be renamed. Mr. Brent Foy who lives on Durham Drive would like the name to remain the same, but if if the name had to change he would like to see Durham Place for section A. And if the other option would be used he would like it to be North Durham Court and South Public Works Committee Minutes – August 16, 2004 Page 3 Durham Court. Mr. Foy also questioned the access to Bushys. Ald. Buckmaster explained there will be an ingress/egress off of Janesville Road and off of Durham. It will be possible for traffic to cut through Bushy’s. The Plan Commission is structuring the parking lot at Bushys to make it difficult for cars to cut through. Ms. Laverne Wollman stated she would like the name to remain Durham Dr. Ms. Ruth Kurth stated she would like the name to remain Durham Dr. Ms. Shandra Cherney stated she understands the confusion. People stop her while she is walking and ask for directions. She would like to see the road renamed Durham Place. Ald. Salentine moved to recommend to Council renaming Section A of Durham Drive from Janesville Road to Moorland Road Durham Place, and to rename section B of Durham Drive from Morland Road to Woods Road Durham Court. Woods Road to Hwy OO will remain Durham Drive. Seconded by Ald. Borgman. Motion carried 3-0. Futher review of request for speed bumps on Kurtze Lane - Chief Johnson discussed the speed study that was done on Kurtze Lane. Chief noted the posted th speed is 25mph and the speeds of the 85 percentile are 32mph southbound and 33mph northbound, which are within reasonable rates. Chief informed the Committee he has talked to the Day Care owner at the end of the road and brought the issue to her attention. She will talk to the parents when they drop off their children. Ald. Salentine moved to deny the request of the speed bumps. Ald. Borgman seconded. Motion carried 3-0. Chief suggested looking at the signage along Kurtze Lane. Speed limit signs or slow children signs could be installed by Public Works. Discuss Interior Trails and Emergency Access to Woodland Creek Estates - Ald. Salentine moved for approval of installation of a 15ft paved emergency temporary access extended off of Woodberry Court to Racine Ave within Outlot 1. Ald. Borgman seconded. Motion carried 3-0. Once the second access is completed with a future development the emergency access will become a recreational trail. NEW BUSINESS Review recommendation from Parks & Recreation Board for recreation trail for Forest Glen Subdivision – Director McMullen showed the Preliminary Plat for the Forest Glen Subdivision. He explained the Park and Recreation Board recommended an 8ft asphalt recreational trail to extend from Bay Lane north to the first intersection, Oak Hill Trail, and eventually north to Martin Drive. Ald. Salentine moved to recommend approval to Council for an 8ft wide asphalt recreational trail. Ald. Borgman seconded. Motion carried 3-0. Review dedicated right-of-ways – Groveway CSM (Metropolitan Survey – Director McMullen explained Burke properties is proposing a 3 lot CSM and dedicating a 125ft roadway with a 120 foot dedicated cul-de-sac. There is an area of wetlands in the cul- de-sac, which will not be improved. There is a small piece of property that is not owned by Burke Properties or the City of Muskego. Burke Properties is asking the City to Public Works Committee Minutes – August 16, 2004 Page 4 accept the gap. Ald. Salentine moved for approval of a 3 lot driveway and approval of the easement. Ald. Borgman seconded. Motion carried 3-0. Review request for “No Parking of Trailers” on Richdorf Drive (Ald. Salentine) – Ald. Salentine explained she received a call from a resident who was having problems with cars with trailers blocking the mailboxes and the driveways along Richdorf. Residents have received letters from the Post Office that they will not deliver if the mailboxes are blocked. There is a deep ditch on one side of the Richdorf where cars can not park but the other side is grassy. Ald. Salentine moved to place “No Parking with Trailer” signs on the west side of Richdorf from Bayshore Dr To Racine Ave. Ald. Borgman seconded. Motion carried 3-0. SUBDIVIDER’S EXHIBITS Kenwood Place – Director McMullen explained Kenwood Place is a 35-lot subdivision located off of Lembezeder Dr and Hillendale Dr. The plans are for storm water, grading and roadway. Technical corrections will be addressed at staff level. Ald. Salentine recommended approval to Council subject to technical corrections. Seconded by Ald. Borgman. Motion carried 3-0. Boxhorn Reserve – Director McMullen explained Boxhhorn Reserve is located at the intersection of Boxhorn Dr and North Cape. The plans meet all requirements. Ald. Borgman moved to recommend approval to Council subject to technical changes. Ald. Salentine seconded. Motion carried 3-0. Fireside Orchard – Issues with adjoining property owner to the south have been resolved. Stormwater will be handled through an easement on the adjoining property that will benefit future development. Ald. Salentine move to recommend approval to Council subject to technical changes. Ald. Borgman seconded. Motion carried 3- 0.
