SPECIAL PUBLIC WORKS COMMITTEE MEETING
MINUTES OF MEETING HELD TUESDAY, APRIL 13, 2004 Approved
Chairman Nancy Salentine called the meeting to order at 6:45 PM. Also present were
Committee Member Ald. Chris Buckmaster and Engineering/Building Inspection Director
Sean McMullen. Committee Member Eileen Madden arrived at 6:53 PM.
Chairman Salentine noted that the meeting was noticed in accordance with the Open
Meeting Law.
APPROVAL OF MINUTES
Ald. Buckmaster moved to approve minutes of the meeting held March 22, 2004. Ald.
Salentine, motion carried 2-0.
UNFINISHED BUSINESS
Further review storm sewer, grading and paving plans - Northfield Green.
Director McMullen advised that he put this item on the agenda as he knew that the
Parks & Recreation Board would again be discussing this proposed subdivision at their
meeting held April 12, 2004. The Parks & Recreation Board had additional discussion
and voted to install the 8-foot asphalt pedestrian pathway on west side of Sandalwood
Drive, lots #19 and #10, and accept Mr. Carity’s offer of an easement, subject to
Engineering Department’s review.
Director McMullen asked if the committee wanted to affirm their action of their March 22,
2004 meeting or re-discuss or make any changes or recommendations to the Common
Council on this plat. Ald. Buckmaster moved to affirm. Chairman Salentine agreed
for several reasons. She felt that this was not on the approved plan; the road program
has experienced drastic cuts, etc. Ald. Buckmaster agreed that this is not on the
approved plan and a waste of park funds. Seconded by Chairman Salentine, motion
carried 2-0.
Director McMullen also asked the committee how they felt about making the south side
of Sandalwood Drive, from Janesville Road to Moorland Road, a No Parking area and
painting a dedicated bicycle path on that side of the roadway? Ald. Buckmaster advised
that this was an issue that was brought up at the Parks & Recreation meeting last
evening. The committee did not see a need for doing this at the present time.
NEW BUSINESS
Discuss Horwath driveway relocation (Hillendale)
Director McMullen advised that the information on this request came in late today and
he did not have ample time to review in order to give a recommendation. Ald.
Buckmaster moved to defer. Seconded by Ald. Madden, motion carried 3-0.

Discuss ingress/egress - Jetz Fuel
Director McMullen advised that the original intent of the right in and right out island was
to turn people in the staking lanes turning north on Moorland Road and coming across
the traffic. People are flushing through and going in the wrong direction. Studies have
been done and it does not appear to be warranted. Sean recommends that you allow
developer to take out the island. Ald. Buckmaster moved to have the developer take
out the island prior to installed his second and final lift of asphalt. Seconded by
Ald. Madden, motion carried 3-0.
Review quotes for 2004 mower purchase
Director McMullen reviewed the following quotes for the 2004 roadside mower purchase
in the Public Works Department. Both quotes meet the specifications set, however,
there is a vast disparity in the costs between the two quotes.
Kubota M9000 $34,775.00
Kubota M8200 $32,769.00
John Deere 6320 $47,782.00
Trade Allowance with mower (Kubota) $8,000
Trade Allowance w/mower (Deere) $3,800
New Mower $9,495
Director McMullen recommended approval of the purchase of the M9000 Kubota
Tractor in the amount of $34,775.00, including a 74” Alamo mower at $9,495.00, and
accept the trade in value of $8,000 from Tractor Loader Sales for a total equipment
purchase of $36,270.00. Ald. Buckmaster moved to approve the above purchase in
the amount of $36,270.00. Seconded by Ald. Madden, motion carried 3-0.
