PUBLIC WORKS COMMITTEE MEETING - CITY OF MUSKEGO
MINUTES OF MEETING HELD MONDAY, SEPTEMBER 22, 2003
Chairman Ald. Nancy Salentine called the meeting to order at 5:04 PM. Present was
committee member Ald. Chris Buckmaster. Also present were Engineering/Building
Inspection Director Sean McMullen, Public Works Superintendent Wayne Delikat and
those per the attached list. Alderman Eileen Madden was excused.
Chairman Salentine led those present in the Pledge of Allegiance.
Chairman Salentine noted that the meeting was posted in accordance with the Open
Meeting Law.
APPROVAL OF MINUTES – Ald. Buckmaster moved to approve the minutes of the
meeting held August 25, 2003. Seconded by Ald. Salentine, motion carried 2-0.
STATUS OF PROJECTS
MMSD Storm Water Regulations – Approved. Can be removed from the agenda.
Tess Corners Pond Expansion/Drainage Issues New Berlin -The City met with the
DNR and are working out additional cable concrete on navigable stream and ownership
for permanent access to and from the site.
Janesville Road/Moorland Road Intersection - Waiting for punchlist items to be
completed.
Durham Drive Realignment (McShane south to “OO”) – Applying for CMAQ (Congestion
Mitigation Air Quality). Through this funding the State will pay the land acquisition,
design and construction management up to 90% of the cost. Application is due Nov.

1 and the City should know if it was approved by end of March 2004. If approved
funding will be available for 2005, 2006 and 2007.
Martin Drive Realignment – Sanitary sewer and water has been installed and tested.
Roadway construction began Wednesday, September 10, 2003. Final completion is still

scheduled for November 1.
Janesville Road Reconstruction Project – Utility reconstruction meeting is the end of
October. The City will receive plans from the utility companies next week. The project
is on schedule for a spring 2004 construction start date.

Rosewood Landscaping – All documents have been received by the City. Materials are
on order and staff will be flagging the location of the fence. Installation will begin in 2-3
weeks.
UNFINISHED BUSINESS
Discuss Urban/Rural Drainage – Superintendent Delikat reported repairs continue on
Woods Rd.
Leaf pick up will begin the last week in October with the help of temporary employees.
Ald. Salentine noted the lake draw down is the third Monday in October.
Review status of Quietwood East – Woods Road Damage – Ald. Buckmaster moved
to defer until work is completed. Seconded by Ald. Salentine. Motion carried 2-0.
Review status of Quietwood Creek Recreation Trail/Restoration – Director McMullen
stated the restoration has improved. Ald. Buckmaster spoke to residents who are
satisfied with the restoration. Director McMullen explained the developer has met their
obligations and recommended not to pull the letter of credit. Ald. Buckmaster moved
upon completion and acceptance by the Director of Building and Engineering, the
letter of credit will not be pulled. Seconded by Ald. Salentine. Director McMullen
stated there is still a one year warranty from the date of final acceptance. Upon a voice
vote motion carried 2-0. Director McMullen informed the Committee that once Mr.
Servi submits his request for a reduction of letter of credit it will be put on the Finance
Agenda.
Review the temporary real estate sign for the Settlement on Woods Rd
Subdivision – Sean O’Conner, developer of Settlement on Woods Rd, is requesting a
temporary sign for the sale of lots. Mr. O’Conner is requesting to install a temporary
information sign for the sale of lots for the subdivision for not more than two years.
Director McMullen suggested approving the sign until all lots are sold not to exceed two
years. The sign will be placed 15-20 feet off the large oak tree and 16’ off the edge of
pavement. Director McMullen does not feel the sign will be a road hazard. Ald.
Buckmaster moved to approve the installation of a temporary sign until all lots
are sold not to exceed two years. Ald. Salentine seconded.
NEW BUSINESS
Request to allow installation of cul-de-sac islands in Weatherwood Courts Subdivision –
Director McMullen explained Mr. Tom Laimon requested installing two cul-de-sac
islands in the development. Director McMullen requested the maintenance of plantings
and the islands be a responsibility of the homeowners association and added to the
Developers Agreement. Ald. Buckmaster moved to approve installation of islands
and plantings in the cul-de-sac as the responsibility of the homeowners

association and inclusion in the Developers Agreement. Seconded by Ald.
Salentine. Motion carried 2-0.
Review subdivision sign and landscaping in entrance boulevard – Chamberlain
Hills – Director McMullen explained the original construction plans for Chamberlain Hills
subdivision showed a water main service in the boulevard for future street tree planting
and sign. The sign is approximately 4’ tall and not in the vision corner. Ald.
Buckmaster moved to approve the installation of sign and landscaping in the
entrance boulevard. Ald. Salentine seconded. Motion carried 2-0.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW
– None.
SUBDIVIDER’S EXHIBITS – None.
ENGINEERING/BUILDING INSPECTION DIRECTOR’S REPORT – None
HIGHWAY SUPERINTENDENT’S REPORT – Can be removed from agenda.
ADJOURNMENT – Ald. Buckmaster moved to adjourn the meeting at 5:40 PM. Seconded
by Ald. Salentine, motion carried unanimously.
