Public Works Committee- MINUTES - 10/27/2003 Approved PUBLIC WORKS COMMITTEE MEETING - CITY OF MUSKEGO MINUTES OF MEETING HELD MONDAY, OCTOBER 27, 2003 Chairman Ald. Nancy Salentine called the meeting to order at 5:02 PM. Present were committee member Ald. Chris Buckmaster and Ald. Eileen Madden. Also present were Engineering/Building Inspection Director Sean McMullen and Public Works Superintendent Wayne Delikat. Chairman Salentine led those present in the Pledge of Allegiance. Chairman Salentine noted that the meeting was posted in accordance with the Open Meeting Law. APPROVAL OF MINUTES – Ald. Buckmaster moved to approve the minutes of the meeting held September 22, 2003 and the special meeting held October 14, 2003. Seconded by Ald. Madden, motion carried 3-0. STATUS OF PROJECTS Rosewood Landscaping - Fencing is being installed and should be completed by next week. Tess Corners Pond Expansion/Drainage Issues New Berlin - Nothing new to report Janesville Road/Moorland Road Intersection – Nothing new to report. Janesville Road Reconstruction – Nothing new to report. Durham Drive Realignment (McShane south to “OO”) – All paperwork has been submitted for CMAQ funding to the State. Should hear back in January. Martin Drive Realignment – Surface pavement installed on Thursday and Friday. Final st completion is still on scheduled for November 1. UNFINISHED BUSINESS Discuss Urban/Rural Drainage – Superintendent Delikat reported that crews are starting leave pickup. Review status of Quietwood East – Woods Road Damage – Sean McMullen reported that asphalt patch has been completed. The contactor still needs to do some milling and the project will be completed in the required timeline. He verified that a bond has been posted for $20,000 and that the contractor has paid the $29,040.00 open cut road permit fee. Public Works Committee Meeting Minutes of October 27, 2003 Page 2 NEW BUSINESS Discuss Schubring Bay & Island Bay Dredging Projects – Chairman Salentine noted that it looks as though we will just be doing the Schurbring Bay dredging project as permission has not been received for the Island Bay dredging project. Sean McMullen requested that both projects be handled with one approval so that if the permit is received, that this item will not have to be sent back to the committee for approval. Ald. Eileen Madden moved to approve the following:  An extended drawdown to include one additional foot and that the extended drawdown would last beyond the final completion date of the dredging project(s) (10/30/03 to 5/1/2004).  All lake dredging projects are allowed to be worked on in the evening.  Trucking route will be Lannon to CTH L (Janesville Road) to CTH Y (Racine Avenue). The committee also requests that awarded contractor not use jake brakes during the evening hours. Seconded by Ald. Buckmaster, motion carried 3-0. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW – Chairman Salentine reminded Public Works Superintendent Delikat of a temporary stop sign need to be installed on Lions Park Drive. Engineering/Building Inspector Sean McMullen wanted to clarify the Committee’s list of policy and procedures as it deals with storm sewer sump pumps. Sump pump discharge lines are for sump pumps only, not for the downspouts. They are not for any type of roof drain connections. This will be added to the policy and procedures for clarification and a revised listing provided to the Committee for their November meeting. SUBDIVIDER’S EXHIBITS – None. ENGINEERING/BUILDING INSPECTION DIRECTOR’S REPORT – None ADJOURNMENT – Ald. Buckmaster moved to adjourn the meeting at 5:20 PM. Seconded by Ald. Salentine, motion carried unanimously.
