Public Works Committee- MINUTES - 6/24/2003 Approved SPECIAL PUBLIC WORKS COMMITTEE MEETING - CITY OF MUSKEGO MINUTES OF MEETING HELD TUESDAY, JUNE 24, 2003 Chairman Nancy Salentine called the meeting to order at 6:18 PM. Present were committee members Ald. Eileen Madden and Ald. Chris Buckmaster. Also present were Plan Director Turk and Jim Doering of Towne Realty. Chairman Salentine noted that the meeting was posted in accordance with the Open Meeting Law. Ald. Buckmaster moved to approve minutes of the meeting held May 19, 2003 and special meeting held June 10, 2003. Ald. Madden seconded; motion carried. NEW BUSINESS St. Leonard’s Drive – Vacate excess Right-of-way – The Committee reviewed a memorandum supplied by Engineering Department explaining that St. Leonard’s Drive, as originally constructed in 1972, terminated in a cul-de-sac. With the development of the Kristin Downs Subdivision in 1977-1978, the street was extended and the cul-de-sac pavement was removed. There are no underground utilities within these areas of ROW or other need for this area of ROW. However, to this point, the City has retained ownership of the right-of-way. It is now recommended that the surplus right-of-way be returned to the four affected property owners (St. Leonard’s Drive / Tax Key Nos. 2196.036, 2196.037, 2196.042, 2196.043). If Public Works Committee and Plan Commission recommend the vacation, it then proceeds to the Common Council for approval. Ald. Madden moved to recommend to Common Council to begin the vacation of the excess right-of-way outlined above. Seconded by Ald. Buckmaster; motion carried. Review Road, Grading and Storm Water Drainage Plans for Big Muskego Estates - The Committee reviewed memorandum supplied by the Engineering Department stating that the construction plans for the Big Muskego Estates Subdivision have been reviewed and corrected to meet all of the City of Muskego requirements. These plans include the roadway, grading and storm water management plans with a revision date of 06/19/2003 completed by R.A. Smith. The plans now include the 8’ wide asphalt recreation trail that will be installed one foot off the ROW on the East side of Durham Drive. This trail will be installed by the developer at the time of the subdivision construction and will continue to the North and South at the time of the Durham Drive Realignment /Reconstruction. The trail is being installed one foot off the ROW to allow adequate area for the future reconstruction of Durham Drive without damage to the trail. Buckmaster moved to approve the roadway, grading and storm water management plans with a revision date of June 19, 2003 completed by R. A. Smith. Seconded by Ald. Madden; motion carried. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW – Ald. Buckmaster noted that digging began for the concrete recreational trail in the Quietwood Subdivision. SUBDIVIDER’S EXHIBITS - None ENGINEERING/BUILDING INSPECTION DIRECTOR’S REPORT - HIGHWAY SUPERINTENDENT’S REPORT – None ADJOURNMENT Ald. Buckmaster moved to adjourn the meeting at 6:21 PM.
