Public Works Committee - MINUTES - 7/22/2003 Approved SPECIAL PUBLIC WORKS COMMITTEE MEETING - CITY OF MUSKEGO MINUTES OF MEETING HELD TUESDAY, JULY 22, 2003 Chairman Nancy Salentine called the meeting to order at 6:47 PM. Present were Committee Members Ald. Chris Buckmaster and Ald. Eileen Madden. Also present were Mayor Slocomb, Engineering/Building Inspection Director Sean McMullen, Clerk- Treasurer Marenda and those per the attached list. Chairman Salentine led those present in the Pledge of Allegiance. Chairman Salentine noted that the meeting was posted in accordance with the Open Meeting Law. Ald. Madden moved for approval of minutes of meeting held June 24, 2003. Ald. Buckmaster seconded; motion carried. NEW BUSINESS Review Stormwater Management Plan for Precision Screw Thread Corporation – The committee reviewed 7/2/03 memorandum from Sean McMullen, Engineering/Building Inspection Director advising that he had completed the review on the existing site, which is approximately five acres in size and currently has approximately 1.9 acres of impervious surface. The proposed building and parking additions add approximately .3 acres of impervious surface to the site. The stormwater management plan submitted to the City of Muskego dated June 20, 2003, by McClure Engineering & Associates, meets the retention requirements of the City. The plans also meet the requirements of the MMSD, however, because the new impervious surface is less than .5 acres, their approval is not required. Ald. Buckmaster moved to approve stormwater management plan prepared by McClure Engineering & Associates dated June 20, 2003 for Precision Screw Thread Corp. Ald. Madden seconded; motion carried. Review recreational trail construction standards (Wernette Development) – Committee member Buckmaster placed this item on tonight’s agenda to give the developer some direction. Sean McMullen, Engineering/Building Inspection Director, appeared before the committee and explained that the current developer’s agreement requires that the developer construct the recreational trail to City Specifications and that all grading and restoration be accomplished to the satisfaction of the Engineering/Building Inspection Director prior to any building permits being issued. Tom Wernette has requested that the City allow him to install a traffic bond trail until the point at which homes have been constructed and utilities installed. He would like to install the asphalt element of the path after the homes have been constructed to avoid cutting into the asphalt for water, sewer and driveway connections. Sean advised there is no approved recreational trail plan for this project at this time. Still waiting for additional submittal. The trail is to be located in front of the property. Public Works Committee Meeting Minutes of July 22, 2003 Page 2 Sean discussed the problems that have developed with the Quietwood Creek Path because its construction was not completed prior to building permits being issued. The installation of a Traffic Bond trail does not guarantee that builders or homeowners will not cover the trail or complain of damage done to their yards with the installation of the asphalt in the future. Ald. Buckmaster moved to allow Tom Wernette to: 1) Have Recreational Trail Plan submitted and approved by 9/1/03; 2) Have Recreational Trail installed with traffic bond by 11/1/03; 3) Have Recreational Trail asphalted and restored by 7/1/04. Ald. Madden seconded; motion carried. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW th – Chairman Salentine advised that the July 28 Public Works Committee will be cancelled. Sean will e-mail an update on projects to the committee next week. SUBDIVIDER’S EXHIBITS – None. ENGINEERING/BUILDING INSPECTION DIRECTOR’S REPORT – Sean advised that in 1997 the Public Works Committee established a policy on requirements for driveways that at the right-of-way line you can have no paved surface closer than three feet to the lot line. The committee at that time allowed encroachment within the three feet for flares. The maximum was 3-5 ft. on the right-of-way. Sean asked if the decision in 1997 was still the policy of this committee. Sean said the issue came up relating to the Kenneth Fries property on Lake Dr. Cheryl Fries was present at the meeting. The committee agreed that continues to be the policy. HIGHWAY SUPERINTENDENT’S REPORT – Nothing new to report. ADJOURNMENT – Ald. Madden moved to adjourn the meeting at 7:10 PM. Ald.
