Public Works Committee - MINUTES - 9/23/2002 Approved PUBLIC WORKS COMMITTEE MEETING – CITY OF MUSKEGO MINUTES OF MEETING HELD SEPTEMBER 23, 2002 Chairman Nancy Salentine called the meeting to order at 7:01 PM. Present were committee members Ald. Butch Le Doux, Ald. Patrick Patterson, Engineering/Building Inspection Director Sean McMullen, Public Works Superintendent Wayne Delikat, Ald. Rick Petfalski, Mr. Neil Borgman and Ms. Lori Borga . Chairman Salentine led those present in the Pledge of Allegiance. Chairman Salentine noted that the meeting was posted in accordance with the Open Meeting Law. APPROVAL OF MINUTES – Ald. Patterson moved to approve the minutes of the meeting held August 26, 2002. Seconded by Ald. Le Doux. Motion to approve carried unanimously. STATUS OF PROJECTS stnd Woods Road Reconstruction – Sean reported that the contractor has completed the 1, 2 and rd 3 waive of restoration. Some touch-up work needs to be finished. Once work is finally completed, the project will be closed out. Tess Corners Pond - Drainage Issues/City of New Berlin –Waiting for Mayor Slocomb to advise of joint meeting with City of New Berlin. Janesville Road/Moorland Road Intersection – Sean reported that starting this evening, the Moorland Road North section is closed to traffic from 6:30 PM until 6:30 AM in order for the contractor to complete the final concrete work and allow the concrete to harden smoothly. Sean expects it to be closed for the next four or five days. Kohl’s Department Store will be having a th grand opening on October 11. Durham Drive Realignment – Sean reported that work is progressing with the design phase of McShane south to North Cape Road. MMSD Storm Water Regulations – Sean reported that this item is deferred, as the next MMSD meeting is October 17, 2002. Janesville Road Reconstruction Project – Waukesha County is looking at purchasing properties and other design alternatives to meet MMSD storm water regulations. MMSD has stipulated that the entire Janesville Road Reconstruction project is considered to be one project th under the MMSD regulations from 124 Street to Racine Avenue. Martin Drive Realignment – Sean advised he is waiting for appraisals and he should have them back for the October meeting. Public Works Committee Minutes 09/23/02 Page 2 Bay Lane Signals – Sean reported that the redesign of the signal head locations and loop locations were completed weeks ago. Everything for this project is on hold until Ameritech moves one (1) line. As soon as this has been completed, work will proceed quickly. UNFINISHED BUSINESS Discuss Urban/Rural Drainage - Supt. Delikat reported that the Circle Drive (Weiner) project has been completed. He is gearing up for citywide leaf collection and will insert a blip in the fall newsletter. It was noted that Freedom Square Ponds had inadvertently been omitted from the agenda and Sean noted it would be put back on for next month but that he has nothing to report. Review of potential cul de sac – Durham Drive & Janesville Road – Mr. Neil Borgman appeared before the Committee representing Atonement Lutheran Church to discuss status of project. Sean explained to the committee that he has been working closely with Waukesha County on this project and that he wanted direction from the Committee as to the installation of a cul de sac on Durham Drive (south of CTH L) to eliminate the safety issues at this intersection. This item was deferred from the August meeting in order for the committee to further review and to allow Ald. Le Doux to join in discussion as a large part of this area is in his District. Sean explained that he has discussed with Waukesha County the City’s request to install an access in the median on Janesville Road across from the entrance to Atonement Lutheran Church to accommodate the traffic coming from the east to enter the church off of Janesville Road. Sean advised that Waukesha County is receptive to installing this median. Sean explained that upon reviewing the traffic origin destination study he noted that it didn’t take into account which way the traffic was coming from, east or west. Sean reviewed the study with the committee in detail. He explained to the committee that Waukesha County is at the 60% stage in their design process and typically between 60% and 75% of design, they would do final road design in order to submit to the Register of Deeds. Submittal to the Register of Deeds is required in order to proceed with land acquisition for the project. When this project was started several years ago, Waukesha County did an impact analysis on Durham Drive and Durham Drive meets most of the warrants for being closed at Janesville Road and a cul de sac installed. Chairman Salentine again noted that this proposed project has had favorable reaction from the School District, the Fire Departments and the Police Department as it promotes safety. Ald. Le Doux expressed concern with the Cornell Circle and Cornell Drive area as to increased traffic concerns. After considerable discussion, Ald. Salentine moved to proceed with plans for installing a cul de sac at the intersection of Durham Drive and Janesville Road and to schedule a public informational meeting within the next two to three weeks inviting all property owners on Durham Drive, from Woods Road to Janesville Road, and the entire Cornell Circle area and subdivision that abuts Durham Drive on the east. Seconded by Ald. Le Doux, motion carried unanimously. Sean advised that he would try to fill in the gaps of the original traffic study by conducting a traffic count at both intersections from 7:00 AM – to 8:30 AM. NEW BUSINESS Discuss drainage easement-Holly Patch Court - Ald. Rick Petfalski and Lori Borga appeared before the committee to discuss drainage easement on Holly Patch Court. Ms. Borga explained that this has been an ongoing problem since the Lake Forest Subdivision was completed. The firm that put in the subdivision is no longer in existence and the area in question is designated as Public Works Committee Minutes 09/23/02 Page 3 a navigable waterway that is approximately 250-350 feet in length. The developers stopped short of finishing the riprap and the property is now owned by the Homeowner’s Association. Because it is owned by the Homeowner’s Association, the City cannot enter the property without permission from the Association. The committee felt that the City is responsible for its completion and wondered if it would be possible to initiate a cost sharing with the homeowners. Ms. Borga stated that this was suggested a few years ago but the Association did not appear to be interested in incurring any cost. Sean estimated that the total project, plus permit fees from the DNR and Army Corps of Engineers would be approximately $12,000 to $17,000 and, if the committee decided to do the project, that they allow him to bid the project out as it would come in less expense by a small contractor, with the required equipment, then doing the work in-house. Sean explained that the first step would be to contact the DNR to see if they would issue a Chapter 30 permit. If the answer is no, the City cannot proceed. Sean outlined the possible action to be taken which is that the committee needs to determine if you want the City to pursue doing this as a project. The committee agreed that this drainage easement was a health hazard and a potential liability. Ald. Salentine moved to direct Sean to contact the DNR and apply for the Chapter 30 permit and that if the DNR is receptive to issuing the Chapter 30 permit, then the item will be brought back to committee. Seconded by Ald. Le Doux, motion carried unanimously. Street Vacation – Beltline Freeway – Sean reviewed with the committee a copy of recorded certified survey map #5842, which showed a public street dedication on Cornell Drive, which was reserved when the original State Highway 24 (Janesville Road) was built to be part of a belt- line freeway for extension of Moorland Road. As Moorland Road Extension is now completed and is in a different location, it is necessary for the City to initiate the proper vacation documents. Ald. Salentine moved to recommend approval of street vacation and dedication back to the property owner (Lot 7, Block 1 of Durham Meadows). Seconded by Ald. Patterson, motion carried unanimously. Annual discussion of drawdown of both Little Muskego Lake Dam and Big Muskego Lake Dam. Supt. Delikat advised that it is his intent for draw down to begin October 21, 2002. Ald. Salentine moved to approve. Seconded by Ald. Patterson, motion carried unanimously. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW - Nothing new to report. ENGINEERING/BUILDING INSPECTION DIRECTOR’S REPORT – None. HIGHWAY SUPERINTENDENT’S REPORT - None. ADJOURNMENT – Ald. Patterson moved to adjourn at 8:05 PM. Seconded by Ald. Le Doux, motion carried.
