Public Works Committee - MINUTES - 10/28/2002 Approved PUBLIC WORKS COMMITTEE MEETING – CITY OF MUSKEGO MINUTES OF MEETING HELD OCTOBER 28, 2002 Chairman Nancy Salentine called the meeting to order at 7:00 PM. Present were committee members Ald. Butch Le Doux, Ald. Patrick Patterson, and Engineering/Building Inspection Director Sean McMullen. Chairman Salentine led those present in the Pledge of Allegiance. Chairman Salentine noted that the meeting was posted in accordance with the Open Meeting Law. APPROVAL OF MINUTES – Ald. Patterson moved to approve the minutes of the meeting held September 23, 2002, the special meeting held October 7, 2002, and the special meeting held October 22, 2002. Seconded by Ald. Le Doux. Motion to approve carried unanimously. STATUS OF PROJECTS Woods Road Reconstruction – Sean reported that the contract with the State has been closed out and that he has made an agreement with the landscaper to do any restoration needed in the Spring for $2.50 a sq. yd. The State has indicated that if there is any problem with the grass growing next Spring, that it is the City’s responsibility and if we stayed with the contract, we will be charged $11.50 a sq. yd; three times that agreed upon amount with the landscaper. Areas that have washed out will be cut out and in some areas sod will be installed and in some driveway areas asphalt will be installed. This item can now be removed from future agendas. Tess Corners Pond - Drainage Issues/City of New Berlin – Sean requested that this item be deferred until next month. Janesville Road/Moorland Road Intersection – Sean reported that the road would be open tomorrow, hopefully, at 11:00 AM. Durham Drive will be blocked off the minute Moorland Road-South is opened. Sean advised that he would be meeting with Ruekert & Mielke tomorrow, at Waukesha County, to discuss charges outside of the contract. Chairman Salentine agreed to attend this meeting. Durham Drive Realignment – Sean reported that work is progressing with the design phase of McShane south to North Cape Road. MMSD Storm Water Regulations – Sean reported that nothing happened at the MMSD meeting of October 17, 2002. A meeting has been scheduled for November 20, 2002, to continue discussion. Janesville Road Reconstruction Project – Nothing new to report. Martin Drive Realignment – Sean advised he is still waiting for one appraisal and he should have that back for the November meeting. Public Works Committee Minutes 10/28/02 Page 2 Bay Lane Signals – Traffic signals should be going up within the next two days and the flashing should be working within the next three days. Lines will be done tomorrow, weather permitting. UNFINISHED BUSINESS Discuss Urban/Rural Drainage – Sean reported that Ameritech has advised him that to relocate the telephone pole and fiber optic on Lions Park Drive and Oak Grove they want $77,000. This request was submitted to Ameritech two years ago. Sean also advised that the Pizur berming/tree issue may be back on the next meeting’s agenda. Review of potential cul de sac – Durham Drive & Janesville Road – Sean discussed with the committee the results of the informational meeting. Sean advised that he checked with Waukesha County Department of Transportation and there is no option for a right-turn only or a left-turn only. Waukesha County is looking at a cul de sac or a full boulevard. Ald. Le Doux moved to recommend to Waukesha County to cul de sac the intersection of CTH L (Janesville Road) and Durham Drive. Seconded by Ald. Patterson, motion carried. Sean did say that Cornell Drive would be looked at after this project has been completed to see what traffic impact is noted. Discuss drainage easement-Holly Patch Court - Sean updated the committee that he has worked with the DNR on whether or not a Chapter 30 permit would be required and the DNR has indicated that we must go through the full process to reconstruct that area which is estimated to be anywhere from $25,000 to $30,000. He is waiting for the DNR to give final determination. Further discussion and recommendation for Parker Drive road vacation – Sean explained that the committee previously made a recommendation for a portion of Parker Drive and it is necessary for the committee to clarify that recommendation to include the whole road. Ald. Patterson moved to recommend that all of Parker Drive be a 66 ft. wide road right-of-way and that the remainder be vacated and given back to the property owners. Seconded by Ald. Le Doux, motion carried. NEW BUSINESS Discuss results of meeting with City of New Berlin on October 7, 2002 – Sean has advised that issues have come up with Ruekert & Mielke. Ruekert & Mielke have sent a letter on Friday stating that the Tess Corners Pond Expansion, which was scheduled for design and land acquisition in the next couple of months, is now scheduled for August of 2003. Sean and Chairman Salentine will be discussing this issue with Ruekert & Mielke at their meeting tomorrow at Waukesha County. Discuss vacation of right-of-way reservation on Woods Road Extensions (SW ¼ Section 17 and NW ¼ Section 20 – Sean explained that this is a small section of road right-of-way on Woods Road, west of the High School, that will never be used for a road extension. Ald. Patterson moved to recommend to Council to vacate the right-of-way reservation. Seconded by Ald. Le Doux, motion carried. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW - Sean advised that a letter was sent to all contractors stating that all paving in the City of Muskego will commence as of November 1, 2002. He is asking the committee for authorization Public Works Committee Minutes 10/28/02 Page 3 for him to give approval, on a case by case basis for road work including the specification that the temperature be 35 degrees and rising for curb and gutter and asphalt. Ald. Patterson moved to authorize Sean to authorize exceptions for road work beyond the November 1, 2002, cut-off date on a case by case basis. Seconded by Ald. Le Doux, motion carried. ENGINEERING/BUILDING INSPECTION DIRECTOR’S REPORT HIGHWAY SUPERINTENDENT’S REPORT - None. ADJOURNMENT – Ald. Patterson moved to adjourn at 8:10 PM. Seconded by Ald. Le Doux, motion carried.
