Public Works Committee - MINUTES - 5/23/2002 Approved SPECIAL PUBLIC WORKS COMMITTEE MEETING – CITY OF MUSKEGO MINUTES OF MEETING HELD MAY 23, 2002 Chairman Nancy Salentine called the meeting to order at 7:00 PM. Present were committee members Ald. Butch Le Doux and Ald. Patrick Patterson, Engineering/Building Inspection Director Sean McMullen, Public Works Superintendent Wayne Delikat and those the attached list. Chairman Salentine led those present in the Pledge of Allegiance. Chairman Salentine noted that the meeting was posted in accordance with the Open Meeting Law. APPROVAL OF MINUTES – Ald. Patterson moved to approve the minutes of the special meetings held March 28, 2002 and April 9, 2002. Seconded by Ald. Le Doux. Motion to approve carried unanimously. STATUS OF PROJECTS Woods Road Reconstruction – Sean reported that he did a walk-through on Tuesday with the State Department of Transportation, the construction engineer, contractor and Supt. Delikat wherein they spent approximately 3 ½ hours starting with Tess Corners th Drive and going to 124 Street showing the contractor all of the items that need to be addressed in that particular section. It was agreed that the City’s crews will do light pole restoration and concrete drive installation and when that work is complete, we will then rd turn it over to the contractor and they will start their portion on the 3 of June and will not leave until they have completed all restoration. Tess Corners Pond Restoration – At their May meeting, the Public Works Board for the City of New Berlin will be approving the 90% completion plans and setting the date for a joint meeting with the City of Muskego to further discuss this project. Freedom Square Pond – The City is working on finalizing the land acquisition of the Kotnik/Pelzmann property. Sean reported that we did get responses back from the DNR for funding and that we did not receive the non-point grant for $10,000 for this project, but we are still in the running for the Targeted Runoff Management and Urban Pollution Abatement grants which are anywhere from $35,000 to $150,000. Janesville Road/Moorland Road Intersection – A left-turn arrow has now been installed for vehicles driving east on Janesville Road and turning onto Moorland Road and traffic is running smoothly through that intersection. Sean advised that today he had to shut down the project as the traffic control barrels do not have the required flashing lights on top of them. These are necessary for safety purposes to be able to see the two driveway entrances and turnoffs. The Contractor was notified of this and, thus far, has Public Works Committee Minutes 05/23/02 Page 2 ignored the notification, so Sean was forced to shut down until the lights are installed and working. As of this evening, nothing had been done. MMSD Storm Water Regulations – Sean reported that they are presently working on a draft of the changes that need to be made to Chapter 34 of the Municipal Code to meet MMSD Storm Water Regulations. These amendments will be ready for committee review for the June meeting. Janesville Road Reconstruction Project – Sean reported that Waukesha County has purchased Club 24 (building and both access points, but not the land). The two access points are the Tess Corners Drive driveway access and the Janesville Road driveway access. The project is still scheduled for Utility Relocation in the Fall of 2003 with Construction starting in January or February of 2004. Sean stated that this project would be completed under traffic. This project will start from the west and continue east. Martin Drive Realignment – Sean reported that he is completing the alternative analysis for wetland fill on Martin Drive and because of the delay, the Bay Lane Signals will become a separate project and are planned to be installed in 2003. UNFINISHED BUSINESS Discuss Urban/Rural Drainage - Supt. Delikat reported that his crew is completing the Veterans Memorial Park Ditch-work for Playground Parking area abutting the Veterans Memorial Park playground off Pioneer Drive. Money will come from the Park Dedication Account. It was determined that Wayne Delikat will work with the Parks Superintendent to secure one or two signs to indicated angle parking only for this area. Supt. Delikat also reported that his crews are starting work on the installation of a storm sewer on the Vees property on Kingston Drive. The storm sewer will be installed on Mr. Vees property and will not require an easement from the abutting property owner. Ald. Salentine has advised that the Finance Committee has not taken the freeze off of the $77,000 budgeted for Urban Rural Drainage Projects. Finance deferred action until after Public Works meeting. Thus far $5,000.00 has been released for ditch work and $5,000.00 for the Kingston Drive project. Ald. Patterson moved to release the $77,000 budgeted for the Urban Rural Drainage Project. Seconded by Ald. Le Doux, motion carried. Sean discussed with the Committee work that is required on Canfield Drive as a result of an ongoing existing drainage problem. As part of the St. Leonard expansion, this project has gotten worse. It was noted that a property owner has closed off the existing storm sewer by filling it in and installing a berm across the WEPCO right-of-way that has to be removed. Sean has advised WEPCO and they will be sending a letter to the property owner advising of the infraction. There is also a section that has no flow. Sean is proposing to contact WEPCO and request that they do the clearing and grubbing work within their own right-of-way and we would touch up the back slopes of the ditch, install a culvert to push the existing water out and dump the water into an existing ditch running it down to an existing storm sewer on Scenic Drive. Additional sewer work has to be Public Works Committee Minutes 05/23/02 Page 3 done. This project would require installing approximately 1,000 feet of storm sewer piping. This will be added to the list of projects to be done under the Urban Rural projects. This is anticipated to be an early Fall project. NEW BUSINESS Discuss under-drains for extremely deep ditches/Establish Fees – Sean explained to the committee what is considered an “under-drain”. There are several areas in the City that have extremely deep ditches and up until last year, the Public Works crew did adjusting, filling, installed sod and/or seed, only to return to the same condition the following year. Last year they experimented by installing a four-inch line in between the ends of the culvert, fill over the ditch with stone on top and around it and then installed sod or seed and it has been successful. To do this project on a continuing basis would be too costly. An analysis was done with the following determination: Ditch material cost would be $3.60 a ft. for a 4” single line Ditch material cost would be $4.50 a ft. for a 4” dual line After considerable discussion, it was determined that it would be extremely difficult to set parameters. Ald. Patterson moved to set a policy whereby the Public Works staff would install this line if it is approved by the Public Works Superintendent and the Building/Engineering Director and there is a 2 to 1 foreslope and/or a 2 to 1 back slope, and this would be completely at the discretion of these two department heads. Ald. Patterson moved to approve above policy, which Sean will finalize and e-mail to all committee members. Seconded by Ald. Le Doux, motion carried 3-0. Ald. Patterson moved to approve establishing the rate to be $3.60 a ft. for a 4” line for a single ditch and $4.50 a ft. for a 4” line for a dual pipe. Seconded by Ald. Le Doux, motion carried unanimously. Review results of Request for Proposals/Durham Drive Realignment - Sean discussed with the committee the results of the rating for the Durham Drive Alignment Request for Proposals and pointed out that two of the submittals were, for all practical purposes, scored identically. As a result of the closeness, Ald. Le Doux moved to direct Sean to individually interview the two firms receiving the highest scores and leave the decision up to Sean. Seconded by Ald. Patterson, motion carried unanimously. Review road, grading and storm water plans for Riverview Court Subdivision – Mr. John Flatt, National Survey & Engineering, appeared before the committee to discuss plans for the Riverview Court Subdivision. Sean explained that this is an extension of Carity’s subdivision to the south. This is a 20-lot subdivision that includes the existing parcel. Sean explained that he had concern with the plans showing use of existing WEPCO easement for storm water management. He explained that the City would require a letter from WEPCO stating their approval. The other items are minor technical corrections to be made to the agreement and that the Retention Management Pond plan is to the City’s specifications. Ald. Patterson moved to approve the road, grading and storm water plans for the Riverview Court Subdivision subject to Sean’s final approval after receipt of the letter of approval from WEPCO and the minor corrections. Seconded by Ald. Le Doux, motion carried unanimously. Public Works Committee Minutes 05/23/02 Page 4 Review proposal for tree/shrub donation/Mark & Karen Pizur- Mark Pizur appeared before the committee to discuss the lack of plantings along his property which will be involved in the Durham Drive relocation project. He is requesting to be able to plant acceptable pine trees along the City’s road right-of-way. Mr. Pizur remarked that he had expressed his concern of car headlights coming through his property and wanted a berm installed as part of the project. Since this has not been approved with the final plans he is now requesting approval to install some plantings. After considerable discussion, Sean advised that the contractor has ultimate control over the entire project until its completion and that after construction is completed, some type of planting plan could be submitted to this committee for approval. Mr. Pizur was agreeable to this and wanted it known that if anyone knew of contractors or residents who were removing trees, that he would be receptive to having them for his property. Ald. Patterson moved to approve conceptual idea of allowing tree planting in the road right-of-way after the project has been completed, contingent upon final approval of a planting sketch. Seconded by Ald. Le Doux, motion carried unanimously. Sean and Supt. Delikat agreed that at that time they would physically walk the area and assist in determining placement of trees. ACCEPTANCE OF IMPROVEMENTS - Ald. Le Doux moved to recommend acceptance of improvements for the Rosewood Subdivision and the North Cape Farms Subdivision. Seconded by Ald. Patterson, motion carried 3-0. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW - None. ENGINEERING/BUILDING INSPECTION DIRECTOR’S REPORT – None. HIGHWAY SUPERINTENDENT’S REPORT - None.
