SPECIAL PUBLIC WORKS COMMITTEE MEETING – CITY OF MUSKEGO
MINUTES OF MEETING HELD MARCH 28, 2002
Chairman Nancy Salentine called the meeting to order at 6:10 PM. Present were
committee members Ald. Butch Le Doux and Ald. Patrick Patterson,
Engineering/Building Inspection Director Sean McMullen, and Ald. Mark Slocomb.
The meeting was posted in accordance with the Open Meeting Law.
APPROVAL OF MINUTES – Ald. Patterson moved to approve the minutes of March
25, 2002 meeting. Seconded by Ald. Le Doux. Ald. Patterson moved to amend the
motion under Freedom Square Pond to read, “Ald. Le Doux moved to authorize the
hiring of Todd Weik, Crispell-Snyder, to complete the required hydraulic analysis.
Seconded by Ald. Patterson, motion carried 3-0” eliminating the reference to sending to
Finance Committee requesting a transfer from Contingency as upon further review, there
is an account already set up and monies available. Seconded by Ald. Le Doux, motion to
amend carried 3-0. Motion to approve the minutes, as amended, carried unanimously.
NEW BUSINESS
Review bids for Moorland Road-Janesville to Woods Road Project; final review and
recommendation of assessment roll – Engineering/Building Inspector Sean McMullen
reviewed with the committee the following bids received for the Moorland Road-
Janesville to Woods Road project:

Payne & Dolan $2,716,614.08
Musson Bros., Inc. $2,726,026.02
James Cape & Sons $3,113,817.40
Sunny Slope Grading $2,673,456.97
Super Western $3,146,195.98
Mann Bros., Inc. $2,935,729.20
Sean presented an engineering report for the project based on the above bids and
provided the committee with an updated assessment roll. Ald. Patterson moved to
recommend to Council awarding bid to Sunny Slope Grading for $2,673,456.97 and
to recommend approval of the updated assessment roll. Seconded by Ald. Le Doux,
motion carried unanimously.
Review Candlewood Creek construction plans – Sean advised the committee that the
construction plans for this proposed subdivision had been approved but he was bringing
back to the committee items that were changed as a result of directives from the DNR and
Public Works Committee Minutes 03/28/02 Page 2
Army Corps of Engineers. The changes include the inclusion of a culvert pipe for an
open swale; side slopes of Pond B were reduced from a 4-1 slope to a 3-1 slope with the
pond being reduced from 17 ft. to 7 ft. for safety. Sean also noted that there was added
compensatory storage for the proposed phase 2 until that portion is fully developed by
ponds. Ald. Patterson moved to approve the changes to the Candlewood Creek
construction plans, seconded by Ald. Le Doux, motion carried unanimously.
ACCEPTANCE OF IMPROVEMENTS - None.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED
BY LAW – Sean discussed with the committee the proposed special joint meeting of the
Public Utilities Committee and the Public Works Committee on Tuesday, April 9, 2002,
at 6:30 PM in order to accommodate the Muskego High School renovation during this
good bidding time. The committee was receptive.
ENGINEERING/BUILDING INSPECTION DIRECTOR’S REORT - None.
HIGHWAY SUPERINTENDENT’S REPORT - None.
ADJOURNMENT – Ald. Patterson moved to adjourn at 6:19 PM. Seconded by Ald. Le
Doux, motion carried 3-0.
