Public Works Committee - MINUTES - 3/25/2002 (2) Amended/Approved PUBLIC WORKS COMMITTEE MEETING – CITY OF MUSKEGO MINUTES OF MEETING HELD MARCH 25, 2002 Chairman Nancy Salentine called the meeting to order at 7:01 PM. Present were committee members Ald. Butch Le Doux and Ald. Patrick Patterson, Public Works Superintendent Wayne Delikat, Engineering/Building Inspection Director Sean McMullen and those per the attached list. The meeting was posted in accordance with the Open Meeting Law. APPROVAL OF MINUTES – Ald. Patterson moved to approve the minutes of the February 25, 2002 meeting. Seconded by Ald. Le Doux, motion carried 3-0. STATUS OF PROJECTS - Engineering Building/Inspection Director Sean McMullen updated the committee on the following projects: Woods Road Reconstruction – Waiting for warmer weather to complete minor restoration. Tess Corners Pond Expansion – Engineering/Building Inspection Director Sean McMullen advised that he had met with the affected property owners from the City of New Berlin and presented the 70% completed design drawings for the proposed pond. The design drawings have been submitted to the DNR and Army Corps of Engineers. stth Bid dates are anticipated to be October 1 through October 15 for winter 2002 construction with pond in place by spring of 2003. Freedom Square Pond – Engineering/Building Inspection Director Sean McMullen advised the committee that the offer to purchase for the Pelzmann/Kotnik property has been submitted to the owner. The DNR would like to see a hydraulic analysis. Sean advised that an analysis would eventually have to be done in order to complete application for TRM and Nonpoint Grants. He advised that grant application date has th been moved up to April 15. Sean has been in contact with the engineer from Crispell- Snyder, Lake Geneva, who originally did the analysis for the first pond and has given a firm quote not to exceed $2,600 and a submittal date of no later than April 15, 2002. Ald. Le Doux moved to authorize the hiring of Todd Weik, Crispell-Snyder, to complete the required hydraulic analysis. Seconded by Ald. Patterson, motion carried 3-0. Janesville Road Reconstruction Project – Project is still on track. Martin Drive Realignment/Bay Lane Signals – Preliminary discussion has taken place on wetland filling. One of the property owners is concerned with the trees that will be taken out with the project and would like to see replacement at a 5-1 ratio. Sean advised that replacement trees would be put outside the right-of-way at a 2-1 ratio. Public Works Committee Minutes 03/25/02 Page 2 Drainage Issues/City of New Berlin – Nothing new to report. MMSD Storm water Regulations – The committee discussed the problems that continue to occur as a result of the changes to Chapter 13 that are contrary to the City’s requirements. Janesville Road/Moorland Road Intersection/Moorland – Bids for this project will be opened on Thursday, March 28, 2002, and a special meeting will be held at 6:00 PM prior to the public informational meeting, in order to review bids, approve final assessment roll and to recommend to Common Council award of bid and approval of final assessment resolution. Sean also asked the committee if he could add to this agenda the construction plans for Candlewood Creek as they have been completed. The committee agreed to this item being included on the agenda for this special meeting. Durham Drive Extension/Relocation – Public Informational meeting scheduled for this th Thursday, March 28 to show the proposed layouts for this extension and also have the cost estimates available for each layout. UNFINISHED BUSINESS Discuss Urban/Rural Drainage – Nothing new to report. Further discussion of drainage concern – East Drive/Island Drive – The Recording Secretary read a telephone message received from Roseanne Tolfa advising that she was removing her request, as the neighbors were not receptive to granting drainage easements to the City. NEW BUSINESS Review project timeline for Moorland Road-Janesville to Woods Road Project – The committee reviewed the projected timeline. Ald. Patterson moved to establish interest rate for this project at 8%, and the date to tax roll to be November 1, 2002. The criteria for this project will be front foot assessment, per linear foot. Seconded by Ald. Le Doux, motion carried 3-0. Review bids for tractor loader backhoe – engineering/Building Inspection Director Sean McMullen presented the committee with the bid results as follows: Kelbe Bros. $77,870 (less $15,000 trade-in) - $62,870 Miller-Bradford & Risberg, Inc. $73,995 (less $15,000 trade-in) - $58,995. Ald. Le Doux moved to approve bid of Miller-Bradford & Risberg, Inc., in the amount of $58,995. Seconded by Ald. Patterson, motion carried 3-0. Review Muskego Elementary Parking Lot Plans – Mr. Gary Rosploch and Dan Roehrdanz, representing the Muskego-Norway School District, appeared before the Public Works Committee Minutes 03/25/02 Page 3 committee to discuss parking lot plans for Muskego Elementary Parking Lot. The committee reviewed the revised plans and after considerable discussion, Ald. Patterson moved to approve the revised plan (subject to extending the curb on Michi around actual pavement) with one-way ingress off of Janesville Road and one-way egress off of Michi and send back to Plan Commission with the committee’s recommendation for the pedestals on the lights (18’ with 3 ft. concrete base) as presented on the actual layout for further review and approval and to send a recommendation to the Public Services Committee to post the ingress and egress areas as one-way. Seconded by Ald. Le Doux, motion carried 3-0. Ald. Patterson questioned Mr. Rosploch about the District’s feelings regarding the City’s recent request from school parents for crosswalks on Janesville Road to Muskego Elementary School. Mr. Rosploch suggested that Ald. Patterson contact the principal of Muskego Elementary School for her input. Mr. Rosploch did discuss with Sean the curbing specifications and Sean responded that the City would accept 6” wide poured section. Sean advised Mr. Rosploch that he would try to expedite the process by requesting this inclusion in the Plan Commission packet for the April 2, 2002 meeting as this item would be under unfinished business. Discuss timeline on projects affecting issues for 2002 Community Festival – Ald. David Sanders submitted a memorandum to the committee asking the timeline of certain projects that are of concern to the Community Festival Committee. The committee responded to each item, as follows: Status of restrooms in the new Park Pavilion – The Committee th responded that advertisement for project will be going out April 11 with bids opened on May 2, 2002 and anticipated awarding of bids on May 14, 2002. Status of restoration on area surrounding new playground – The Committee responded that a contract has been awarded to F & W Landscaping and work will be done Spring of 2002. Status of Boardwalk through woods linking Historical and Festival Sites – The Committee responded that this project is part of the bidding for restrooms and that bids will be opened on May 2, 2002 and anticipated awarding of bids on May 14, 2002. Status of gravel paths – The Committee responded that paths will be restored to grass and is part of landscaping contract with work to be done Spring of 2002 with the exception of the path at entrance of Pioneer Drive which will remain gravel. Status of additional paths to be paved – The Committee responded that this will be part of the 2002 road program, and will be completed after construction of the pavilion. Status of reconstruction of culvert on Janesville Road – The Committee responded that this is a Waukesha County project presently scheduled Public Works Committee Minutes 03/25/02 Page 4 for a June 2003 bid with a Fall 2003 project. Status of relocation of Old Town Hall – The Committee responded that the Parks & Recreation Director advised that it will be moved in April of 2002, but he doesn’t know if it will be ready for use by the Festival in August. Digger’s Hotline Notification – Sean will be sending a memorandum to all departments and affected organizations to advise of the need for notification prior to any digging on any property. ACCEPTANCE OF IMPROVEMENTS - None. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW ENGINEERING/BUILDING INSPECTION DIRECTOR’S REORT - None. HIGHWAY SUPERINTENDENT’S REPORT - Public Works Superintendent Delikat advised that they have started slowly raising the Little Muskego Lake Dam. ADJOURNMENT – Ald.
